Ever since its inception a century ago, Indian cinema, far more than other popular cultural medium, has consistently taken up highly appealing and socially relevant interpretations of popular religious beliefs and customs. It has often attempted to ensure that the audiences identified themselves with the characters as they enacted their roles on screen. This cinema, though dominated by love stories and romantic escapism, has, occasionally, sent out a powerful message against age-old religious orthodoxy and outdated traditions by emphasizing that such factors have caused tremendous social tensions and suffering. In a very significant way, Indian cinema has tried to systematically break down religious and other barriers (say, ethnic, language, caste and class) and has endeavoured to engender an egalitarian society despite numerous obstacles. His clear sighted analyses of the roots of such societal tendencies as communalism and corruption force us to re-examine our assumptions about contemporary Indian realities and, indeed, question if there is a single Indian reality at all. The Nowhere Nation argues that India embraces several historical ages at a single point of time. Three-quarters of Indian citizens are horrendously poor; of which at least a quarter is below the level of subsistence. The rest do well, some very well indeed. But how does this all work? India, writes Mitra, ‘simmers in its incongruities’. The classes, castes and communities live their parallel lives and sort out their own economics. Reforms will not pry open up the exclusive saloon the Indian superstructure is accustomed to claim; and the usual ‘trickle-down’ defence ignores the difficult truth that jobs do not grow in the short run; in fact they shrink. Until recently, history had been viewed from various ideological lenses- Colonial, Nationalist, Marxist, Subaltern, soon and so forth. These schools have been immensely successful not only in tapping the immense range of sources and exploring the various regions and sub-regions across the subcontinent, but have also contributed towards bringing to light important perspectives concerning the political, economic, social and cultural developments in the history of India from the 8th to the 14th centuries. While tapping into these schools has its obvious advantages, in that they have focused on partial aspects of the grand march of the civilization’s history, a lot still needs to be done.

It discusses the theoretical assumptions underlying the inclusive development of Employment Guarantee Scheme (EGS), and draws conclusions based on robust data and real-world experiences with the MGNREGS – which has attracted global attention as India’s most ambitious, rights-based development initiative and most expansive work-based social security measure, the world’s largest public works programme, and people-centric approach to development. The book argues that the Scheme holds vast potential, and, in fact, has made significant contribution to the promotion of livelihoods of the poorest of the poor, but that the weak institutions of local-self-governance, entrusted for implementation of the Scheme, are incapable of exploiting them to the full. It ends with a concrete policy suggestion: the inclusive development experiences gathered with the EGS and presented here could offer a source of policy change in many developing Afro-Asian countries whose situations are similar to India’s, provided the local conditions in the respective country are taken into consideration when designing the EGS. Its significance as a social security measure has increased in post-COVID loss of jobs and livelihoods of the poor.
