Ashley Lenihan argues that such puzzling behaviour can be explained by recognizing that states use intervention into cross-border mergers and acquisitions as a tool of statecraft to internally balance the economic and military power of other states through non-military means. This book tests this theory using quantitative and qualitative analysis of transactions in the United States, Russia, China, and fifteen European Union states. It deepens our understanding of why states intervene in foreign takeovers, the relationship between interdependence and conflict, the limits of globalization, and how states are balancing power in new ways. In Atomic Blackmail? Simon Bennett examines the very real possibility of the ‘weaponisation’ of nuclear facilities during the Russia-Ukraine War. The War is being fought in proximity to nuclear facilities and working nuclear power stations, including the six-reactor Zaporizhzhia Nuclear Power Plant (NPP), Europe’s largest, and the decommissioned four-reactor Chernobyl NPP that, in 1986, suffered a catastrophic failure that released radioactive contamination across much of Europe. In 1985, foreign affairs and nuclear expert Bennett Ramberg published Nuclear Power Plants: An Unrecognised Military Peril. In his visionary discourse, Ramberg posited that in future wars, regional or global, nuclear facilities and powerplants might be weaponised to gain political traction over an opponent and neutralise opposing forces’ capacity for battlefield manoeuvre. While, at the time of writing Atomic Blackmail?, none of Ukraine’s fifteen reactors had been damaged in an exchange of fire, the possibility remains that this could happen during Ukraine’s 2023, and subsequent, offensives to expel Russian forces from sovereign Ukrainian territory. Though Ramberg’s nightmare vision of destroyed NPPs rendering a country uninhabitable has not, yet, been realised in the Russia-Ukraine War, the longer and more intense the conflict, the greater the likelihood that one or more of Ukraine’s NPPs will be damaged or, via a credible sabotage threat, used to leverage tactical or strategic advantage. Atomic blackmail finally exampled.

This book, in part, applies math and logic to laws and policies to objectively assess them. Laws and policies are written as English logical statements. English logical statements can be converted into mathematical logical statements, which can be objectively assessed via Boolean algebra. Specifically, truth tables, Venn diagrams, flowcharts, logic gates, and logic circuits can all be used to assess laws, policies, and proper police actions. For example, mathematically it is not a glass, blue, marble means almost the exact opposite of it is not glass, not blue, and not marble. In addition, one must consider existential and universal quantifiers, conditional statements, and subsets to correctly interpret laws and policies. Thus, it is important for individuals to understand how to mathematically assess English logical statements (e.g., the law) because if they do not, opponents in court may do it for them. This book is important because collecting and understanding information and effectively communicating are vital skills in law enforcement. It discusses different reference points for assessing good behavior, different lenses of truth, limitations of information, and assumptions. Furthermore, it examines a variety of ways to collect and assess information, which include interrogation techniques, interviewing techniques, an interrogatory and a deposition, ciphering and deciphering messages, body language, handwriting analysis, job interview questions, and crime scene search patterns. The chapters present a methodological reasoning process that is sorely lacking among police agencies— and one that is essential for developing critical thinking skills and carrying out orders within legal confines. Police Intelligence: Totality of Circumstances is an indispensable resource for helping students and officers to collect and assess information. Whether it is verbal or nonverbal information, ciphered messages, or using different bases for numeric communication, individuals in criminal justice should learn to think outside the box to collect and understand available information.

This book questions the common understanding of party political behaviour, explaining some of the sharp differences in political behaviour through a focused case study—drawing systematically on primary and archival research—of the Australian Labor Party’s political and policy directions during select periods in which it was out of office at the federal level: from 1967–72, 1975–83, and 1996–2001. Why is it that some Oppositions contest elections with an extensive array of detailed policies, many of which contrast with the approach of the government at the time, while others can be widely criticised as ‘policy lazy’ and opportunistic, seemingly capitulating to the government of the day? Why do some Oppositions lurch to the right, while others veer leftward? Each of these periods was, in its own way, crucial in the party’s history, and each raises important questions about Opposition behaviour. The book examines the factors that shaped the overall direction in which the party moved during its time in Opposition, including whether it was oriented towards emphasising programmes traditionally associated with social democrats, such as pensions, unemployment support, and investment in public health, education, infrastructure, and publicly owned enterprises, as well as policies aimed at reducing the exploitation of workers. In each period of Opposition examined, an argument is made as to why Labor moved in a particular direction, and how this period compared to the other periods surveyed. The book rounds off with analysis of the generalisability of the conclusions drawn: how relevant are they for understanding the behaviour of other parties elsewhere in the world? Where are social democratic parties such as the ALP heading? Is Opposition an institution in decline in the Western world?

They also raise the possibility of far more intense conflicts that could extend far beyond the boundaries of the Koreas.

America no longer enjoys military primacy in the Indo-Pacific and its capacity to uphold a favourable balance of power is increasingly uncertain. The combined effect of ongoing wars in the Middle East, budget austerity, underinvestment in advanced military capabilities and the scale of America’s liberal order-building agenda has left the US armed forces ill-prepared for great power competition in the Indo-Pacific. America’s 2018 National Defense Strategy aims to address this crisis of strategic insolvency by tasking the Joint Force to prepare for one great power war, rather than multiple smaller conflicts, and urging the military to prioritise requirements for deterrence vis-à-vis China. Chinese counter-intervention systems have undermined America’s ability to project power into the Indo-Pacific, raising the risk that China could use limited force to achieve a fait accompli victory before America can respond; and challenging US security guarantees in the process. For America, denying this kind of aggression places a premium on advanced military assets, enhanced posture arrangements, new operational concepts and other costly changes. While the Pentagon is trying to focus on these challenges, an outdated superpower mindset in the foreign policy establishment is likely to limit Washington’s ability to scale back other global commitments or make the strategic trade-offs required to succeed in the Indo-Pacific. Over the next decade, the US defence budget is unlikely to meet the needs of the National Defense Strategy owing to a combination of political, fiscal and internal pressures. The US defence budget has been subjected to nearly a decade of delayed and unpredictable funding. Repeated failures by Congress to pass regular and sustained budgets has hindered the Pentagon’s ability to effectively allocate resources and plan over the long term. Growing partisanship and ideological polarisation — within and between both major parties in Congress — will make consensus on federal spending priorities hard to achieve. Lawmakers are likely to continue reaching political compromises over America’s national defence at the expense of its strategic objectives. America faces growing deficits and rising levels of public debt; and political action to rectify these challenges has so far been sluggish. If current trends persist, a shrinking portion of the federal budget will be available for defence, constraining budget top lines into the future. Above-inflation growth in key accounts within the defence budget — such as operations and maintenance — will leave the Pentagon with fewer resources to grow the military and acquire new weapons systems. Every year it becomes more expensive to maintain the same sized military. America has an atrophying force that is not sufficiently ready, equipped or postured for great power competition in the Indo-Pacific — a challenge it is working hard to address. Twenty years of near-continuous combat and budget instability has eroded the readiness of key elements in the US Air Force, Navy, Army and Marine Corps. Military accidents have risen, aging equipment is being used beyond its lifespan and training has been cut. Some readiness levels across the Joint Force are improving, but structural challenges remain. Military platforms built in the 1980s are becoming harder and more costly to maintain; while many systems designed for great power conflict were curtailed in the 2000s to make way for the force requirements of Middle Eastern wars — leading to stretched capacity and overuse. The military is beginning to field and experiment with next-generation capabilities. But the deferment or cancellation of new weapons programs over the last few decades has created a backlog of simultaneous modernisation priorities that will likely outstrip budget capacity. Many US and allied operating bases in the Indo-Pacific are exposed to possible Chinese missile attack and lack hardened infrastructure. Forward deployed munitions and supplies are not set to wartime requirements and, concerningly, America’s logistics capability has steeply declined. New operational concepts and novel capabilities are being tested in the Indo-Pacific with an eye towards denying and blunting Chinese aggression. Some services, like the Marine Corps, plan extensive reforms away from counterinsurgency and towards sea control and denial. A strategy of collective defence is fast becoming necessary as a way of offsetting shortfalls in America’s regional military power and holding the line against rising Chinese strength. To advance this approach, Australia should: Pursue capability aggregation and collective deterrence with capable regional allies and partners, including the United States and Japan. Reform US-Australia alliance coordination mechanisms to focus on strengthening regional deterrence objectives. Rebalance Australian defence resources from the Middle East to the Indo-Pacific. Establish new, and expand existing, high-end military exercises with allies and partners to develop and demonstrate new operational concepts for Indo-Pacific contingencies. Acquire robust land-based strike and denial capabilities. Improve regional posture, infrastructure and networked logistics, including in northern Australia. Increase stockpiles and create sovereign capabilities in the storage and production of precision munitions, fuel and other materiel necessary for sustained high-end conflict. Establish an Indo-Pacific Security Workshop to drive US-allied joint operational concept development. Advance joint experimental research and development projects aimed at improving the cost-capability curve.

Through an in-depth analysis of the written and visual rhetoric and subsequent activities of these influential 'claims-makers', Frawley argues that happiness became a serious political issue not because of a growing unhappiness in society nor a demand 'on the ground' for new knowledge about it, but rather because influential and dedicated 'insiders' took the issue on at a cultural moment when problems cast in emotional terms were particularly likely to make an impact. Emerging from the analysis is the observation that, while apparently positive and light-hearted, the concern with happiness implicitly affirms a 'vulnerability' model of human functioning, encourages a morality of low expectations, and in spite of the radical language used to describe it, is ultimately conservative and ideally suited to an era of 'no alternative' (to capitalism).
