During the twilight of British rule in India, a little-known civil servant, Sir Benegal Narsing Rau (1887–1953), was sought after by the ruling elites—both British and Indian—for his immense knowledge of the nature and working of the constitutions of the world as well as his reputation for being just and impartial between competing political interests. Yet, Rau’s ideas and his voice have largely been forgotten today. By examining Rau’s constitutional ideas and following their trajectory in late colonial Indian politics, this book shows how the process of the making of the Indian constitution was actually never separated from the politics of conflict that dominated this period. This book demonstrates that it is only by foregrounding this political history that we can simultaneously remember Rau’s critical contributions as well as understand why he was forgotten in the first place.
This is the first comprehensive book to address in-situ mechanics approach, which relies on real-time imaging during mechanical measurements of materials. The book presents tools, techniques and methods to interrogate the deformation characteristics of a wide array of material classes, and how the mechanics and the material microstructures are correlated. In-situ approach provides unprecedented ability to decipher the mechanical behavior of materials from atomic length scales all the way up to bulk-scale, which is not possible using conventional means. The book also addresses how to capture the deformation behavior of materials under different stress-states and extreme environments. The book will be useful to the new generation of students, scientists and researchers working on the frontiers of material design and innovation as they aim to develop new materials with predictable mechanical properties and technological applications. This book can also serve as a textbook aimed at upper-level undergraduates and graduate-level students who are beginning to delve into the mechanics of materials. Catering to a generation of students that appreciates videos as a didactic tool, this book contains numerous videos to supplement problems, solutions, and case studies.

Reforms and Economic Transformation in India is the second volume in the series Studies in Indian Economic Policies. The first volume, India's Reforms: How They Produced Inclusive Growth (OUP, 2012), systematically demonstrated that reforms-led growth in India led to reduced poverty among all social groups. They also led to shifts in attitudes whereby citizens overwhelmingly acknowledge the benefits that accelerated growth has brought them and as voters, they now reward the governments that deliver superior economic outcomes and punish those that fail to do so. This latest volume takes as its starting point the fact that while reforms have undoubtedly delivered in terms of poverty reduction and associated social objectives, the impact has not been as substantial as seen in other reform-oriented economies such as South Korea and Taiwan in the 1960s and 1970s, and more recently, in China. The overarching hypothesis of the volume is that the smaller reduction in poverty has been the result of slower transformation of the economy from a primarily agrarian to a modern, industrial one. Even as the GDP share of agriculture has seen rapid decline, its employment share has declined very gradually. More than half of the workforce in India still remains in agriculture. In addition, non-farm workers are overwhelmingly in the informal sector. Against this background, the nine original essays by eminent economists pursue three broad themes using firm level data in both industry and services. The papers in part I ask why the transformation in India has been slow in terms of the movement of workers out of agriculture, into industry and services, and from informal to formal employment. They address what India needs to do to speed up this transformation. They specifically show that severe labor-market distortions and policy bias against large firms has been a key factor behind the slow transformation. The papers in part II analyze the transformation that reforms have brought about within and across enterprises. For example, they investigate the impact of privatization on enterprise profitability. Part III addresses the manner in which the reforms have helped promote social transformation. Here the papers analyze the impact the reforms have had on the fortunes of the socially disadvantaged groups in terms of wage and education outcomes and as entrepreneurs.

The present Indian academic self-understanding of its history and culture is largely Western in origin. This Western intellectual enterprise, however, went hand in hand with a Western political enterprise, i.e. the colonization of India. This raises the question: To what extent, if any, did the two developments influence each other? It also raises another question: To what extent did West’s cultural presuppositions influence its understanding of Indian civilization? The central epistemological issue which these questions raise is the following: What significance does the fact that the self-understanding of a culture is mediated by that of another culture, over which it was culturally and politically dominant, possess for the votaries of the culture whose self-understanding has thus been mediated in this fashion? This question is not merely of historical but also of contemporary interest, for in an increasingly globalizing world, in which power is unevenly distributed at various levels, the self-understanding of all cultures is likely to be influenced by how they are being presented by other cultures. Furthermore, in such a world, shifting political alliances may generate new intellectual configurations, whose legitimacy may require constant examination. The essays in this book address these and similar issues.
In a democratic society, police are expected to be accountable to the people they serve, upholding the rights of citizens and following due process. In India, however, political pressure in the competitive electoral arena forces the police to adopt questionable means and dubious strategies. As a hierarchical bureaucratic organization, disciplined in a military tradition and schooled in colonial traditions of deference to authority figures, India’s police personnel have effectively alienated the very people they are supposed to serve and protect. In response to the overwhelmingly bleak pessimism of researchers and analysts scrutinizing India’s police force, The New Khaki: The Evolving Nature of Policing in India highlights those unobtrusive and indirect paths toward effective transformation in spite of politicians and bureaucrats. Analyzing the obstacles to reform, the book argues forcefully and systematically to present areas of potential innovation and successful case studies. Focusing on practical and actionable options, the book examines how the use of new technology, the judiciary, and other creative administrative mechanisms can give determined police leaders the methods to change the policing system and its practices. It also provides strong evidence for the role of research and scholarship in transforming the police organization, offering illustrative examples and creative responses to endemic problems. The case studies presented here suggest that even when the powerful sections of society and those who control the police are not ready to bring changes, imaginative police leadership can find creative means to transform their organization to serve the people. The New Khaki: The Evolving Nature of Policing in India is a must-read for all those who are concerned about policing and interested in its improvement for a better world.
