Quite often the arithmetical regularity properties of an object imply its uniqueness and the existence of many symmetries. This interplay between regularity and symmetry properties of graphs is the theme of this book. Starting from very elementary regularity properties, the concept of a distance-regular graph arises naturally as a common setting for regular graphs which are extremal in one sense or another. Several other important regular combinatorial structures are then shown to be equivalent to special families of distance-regular graphs. This history and critique of Soviet treaty diplomacy focuses on the United States' relations with the Soviet Union from 1933, the year when the United States established diplomatic relations with the Kremlin, to the present. Appearing at a time of enormous change within the Soviet Union and in its relations with the United States, the book raises important questions about the degree to which the Soviet Union can be relied upon to honor its treaty commitments. As Beichman reminds us, the Soviet Union's record of treaty compliance in the past is dismal, and its continuing rhetorical strategic commitment to Marxism-Leninism as guiding ideology in its diplomatic activities is troubling. Beichman argues for a more realistic understanding of Soviet history and political culture, so that the results of treaty negotiations will be more positive in the future than they have been in the past. In effect, he argues for a risk-assessment approach, in which diplomats take seriously the possibility of treaty violation and factor the possible consequences into their diplomatic assessments. The Soviet Union's record, from arms control treaty violations to the invasion of Afghanistan, has been appalling, and the ignorance of American statesmen about the Soviet Union, from Roosevelt to Reagan, is discouraging. Despite Gorbachev's accession and liberalizing developments in the Soviet Union and Eastern Europe, he warns, caution is warranted. Using relevant texts and historical materials, supported by anecdotes and his own extensive personal experiences, Beichman presents a readable, compelling argument that is sure to be controversial. The book will be of particular interest to specialists in international affairs, and experts on the Soviet Union and Central Europe, as well as general readers interested in the course of U.S.-Soviet relations.

Congress, the Press, and Political Accountability is the first large-scale examination of how local media outlets cover members of the United States Congress. Douglas Arnold asks: do local newspapers provide the information citizens need in order to hold representatives accountable for their actions in office? In contrast with previous studies, which largely focused on the campaign period, he tests various hypotheses about the causes and consequences of media coverage by exploring coverage during an entire congressional session. Using three samples of local newspapers from across the country, Arnold analyzes all coverage over a two-year period--every news story, editorial, opinion column, letter, and list. First he investigates how twenty-five newspapers covered twenty-five local representatives; and next, how competing newspapers in six cities covered their corresponding legislators. Examination of an even larger sample, sixty-seven newspapers and 187 representatives, shows why some newspapers cover legislators more thoroughly than do other papers. Arnold then links the coverage data with a large public opinion survey to show that the volume of coverage affects citizens' awareness of representatives and challengers. The results show enormous variation in coverage. Some newspapers cover legislators frequently, thoroughly, and accessibly. Others--some of them famous for their national coverage--largely ignore local representatives. The analysis also confirms that only those incumbents or challengers in the most competitive races, and those who command huge sums of money, receive extensive coverage.

THE TITLE OF this study unfortunately implies much and tells little. The scope of any work such as this must of necessity be limited to certain aspects only of the regimes in question. The formation and political history of the Nazi and Soviet regimes, for example, have been covered only in the most cursory manner, and only insofar as they bore a direct relationship to the network of terror which evolved in both states. The historical period herein covered is approximately 1932 to 1941 for Germany and 1918 to 1958 for Soviet Russia. Emphasis has been placed on the Soviet model, which is the more contemporary of the two. The history, scope and function of the Nazi secret police will, however, be discussed where it can be shown that a similarity or a contrast existed with respect to the organs of repression in Russia. In addition to a discussion of the terror itself, mention will also be made of the background, methods, goals and actual operations of the instruments of terror. I have tried, to the best of my ability, to preserve the continuity throughout the text and to avoid “skipping” from the Gestapo in one paragraph to the N.K.V.D. in the other. A conscious attempt has been made not only to examine the system of terror in and for itself but also to discover the significance of terror in the daily life of the average citizen as well as to ascertain to what extent terror represents an inevitable feature of totalitarian societies.”—Arnold Reifer

The recent rise of antisemitism in the United States has been well documented and linked to groups and ideologies associated with the far right. In From Occupation to Occupy, Sina Arnold argues that antisemitism can also be found as an "invisible prejudice" on the left. Based on participation in left-wing events and demonstrations, interviews with activists, and analysis of left-wing social movement literature, Arnold argues that a pattern for enabling antisemitism exists. Although open antisemitism on the left is very rare, there are recurring instances of "antisemitic trivialization," in which antisemitism is not perceived as a relevant issue in its own right, leading to a lack of empathy for Jewish concerns and grievances. Arnold's research also reveals a pervasive defensiveness against accusations of antisemitism in left-wing politics, with activists fiercely dismissing the possibility of prejudice against Jews within their movements and invariably shifting discussions to critiques of Israel or other forms of racism. From Occupation to Occupy offers potential remedies for this situation and suggests that a progressive political movement that takes antisemitism seriously can be a powerful force for change in the United States.

In his probing new introduction to Anti-American Myths, which was initially published twenty years ago as Nine Lies About America, Arnold Beichman notes a powerful fact: what makes the United States unique is not only its military power nor its huge economy, nor even its great technological innovations. Rather, what differentiates the nation from virtually all others is that there is no large-scale territorial movement whose sponsors seek to secede from the country and to establish a new nation. And yet, anti-Americanism has characterized a small portion of ideologists whom Beichman refers to as radical egalitarians. These prophets of doom still abound. Everywhere the glib accusations are leveled: America is sick, racist, materialist, aggressive, decadent, and only violent revolution can save it. Even the collapse of the Soviet Union and of socialist regimes in Eastern Europe has not quelled the rhetoric of anti-Americanism. It is Beichman's aim to explain the roots of such persistent opposition to American society as presently constructed. Tom Wolfe in his Foreword shrewdly observes: "This is not a book 'about America'... it is a book that uses the subject of the United States as a device with which to explore the modern intellectual's retrograde habits of mind. Beichman finds nothing particularly amusing about what American intellectuals do to rationality and the English language, let alone the common weal, when they get on the subject of the United States. But I, for one, find his demonstration of the hash these men have made of the mother tongue extremely entertaining." When initially published, Beichman's classic was termed "powerful, persuasive and credible ... a laser beam of fact and reason" by the Los Angeles Times, and a "most valuable antidote to a lot of cliche thinking and cliche thinking and cliche writing" by the New York Times. In a period of American history marked by congressional primacy, presidential passivity, and hostility to governmental action, Theodore Roosevelt and Woodrow Wilson became iconic presidents through activist leadership. Peri Arnold, a leading presidential scholar, goes beyond the biographers to explain what really set Roosevelt apart from his predecessor William McKinley, how Wilson differed from his successor Warren G. Harding, and how we might better understand the forgettable William Howard Taft in between. This is the first comparative study of the three Progressive Era presidents, examining the context in which they served, the evolving institutional role of the presidency, and the personal characteristics of each man. Arnold explains why Roosevelt and Wilson pursued activist roles, how they gained the means for effective leadership in a role that had not previously supported it, and how each of the three negotiated the choppy crosscurrents of changing institutions and politics with entirely different outcomes. Arnold delineates the American political scene at the turn of the twentieth century, one characterized by a weakening of party organizations, the rise of interest groups and print media, and increasing demands for reform. He shows how the Progressive Era presidents marked a transition from the nineteenth century's checks and balances to the twentieth's expansive presidential role, even though demands for executive leadership were at odds with the presidency's means to take independent action. Each of these presidents was uniquely challenged to experiment with the office's new potential for political independence from party and Congress, and Arnold explains how each had to justify their authority for such experimentation. He also shows how their actions were reflected in specific policy case studies: the Northern Trust and naval modernization under Roosevelt, tariff reform and the Pinchot/Ballinger debate over conservation under Taft, and the Federal Reserve and Federal Trade Commission under Wilson. Ultimately, Arnold shows how the period's ferment affected both the presidency and its incumbents and how they in turn affected progressive politics. More important, he helps us better understand two presidents who continue to inspire politicians of differing stripes and relates their leadership styles to the modern development of the presidency.
