This book focuses on methods of choice in program evaluation. Credible methods choice lies in the assumptions we make about the appropriateness and validity of selected methods and the validity of those assumptions. As evaluators make methodological decisions in various stages of the evaluation process, a number of validity questions arise. Yet unexamined assumptions are a risk to useful evaluation. The first edition of this book discussed the formulation of credible methodological arguments and methods of examining validity assumptions. However, previous publications suggest advantages and disadvantages of using various methods and when to use them. Instead, this book analyzes assumptions underlying actual methodological choices in evaluation studies and how these influence evaluation quality. This analysis is the basis of suggested tools. The second edition extends the review of methodological assumptions to the evaluation of humanitarian assistance. While evaluators of humanitarian action apply conventional research methods and standards, they have to adapt these methods to the challenges and constraints of crisis contexts. For example, the urgency and chaos of humanitarian emergencies makes it hard to obtain program documentation; objectives may be unclear, and early plans may quickly become outdated as the context changes or is clarified. The lack of up-to-date baseline data is not uncommon. Neither is staff turnover. Differences in perspective may intensify and undermine trust. The deviation from ideal circumstances challenges evaluation and calls for methodological innovation. And how do evaluators work with assumptions in non-ideal settings? What tools are most relevant and effective? This revised edition reviews major evaluations of humanitarian action and discusses strategies for working with evaluation assumptions in crises and stable program settings.

In the scramble for Africa, Britain took a lion’s share of the continent. It occupied and controlled vast territories, including the Uganda Protectorate – which it ruled for 68 years. Early administrators in the region encountered the progressive kingdom of Buganda, which they incorporated into the British Empire. Under the guise of protection, indirect rule and patronage, Britain overran, plundered and disempowered the kingdom’s traditional institutions. On liquidation of the Empire, Buganda was coaxed into a problematic political order largely dictated from London. Today, 56 years after independence, the kingdom struggles to rediscover itself within Uganda’s fragile politics. Based on newly de-classified records, this book reconstructs a history of the machinations underpinning British imperial interests in (B)Uganda and the personalities who embodied colonial rule. It addresses Anglo-Uganda relations, demonstrating how Uganda’s politics reflects its colonial past, and the forces shaping its future. It is a far-reaching examination of British rule in (B)uganda, questioning whether it was designed for protection, for patronage or for plunder.

As life expanded in the first of five planets, life seemed to flourish and expansion was promissing, he had an idea that would change the path into the Future. Generations later, certain attitudes and poor plannings and personal goals would almost destroy these peoples futures and directions and it would take his Great Grandson to take control of life and destinies. His personal struggles early in his life in setting his direction and working with his friends was challenging. His close friends were mixed with their own paths and his personal love one was torn between him and loyalty to friends. Her direction and path would put a strain in his direction and destiny as he faced many challenges and adventures in his push through the Planets. Being among The Stars And The Struggle For Life is a challenge to this Chosen One and would change the total direction of many people and set many directions to A Common True Path And Future.

What about the opinions and judgements of neighbors? Nkwake proposes that the culture surrounding a family has a higher impact on the family dynamics than the parents' opinions themselves. But with this in mind, how do we fix it? How can fathers play a larger role in the child rearing of their children, while breaking the bonds of societal norms? Nkwake suggests in Changing Gender Roles that it will take all of the community to educate themselves, smarten up to male-female differences, and change this preconceived notion that fathers do not rear their children. Drawing inspiration from the nursery rhymes of his childhood, Apollo Stark wrote and published this, his first ever book, in 1995. This revised and expanded second edition, unlike its predecessor, contains previously unpublished pieces and illustrations. Adding to and enriching the tradition of telling and reciting nursery rhymes, ‘A Matter of Chatter’ will make a delightful edition to any nursery school’s bookshelves or infant’s bedtime stories. My piece, ‘Hey Dum Dum Rook’ was inspired by ‘The Cat and the Fiddle’, the earliest printed version of this poem being written in 1765, and which is now better known as ‘Hey Diddle Diddle’. ‘Where The Peppers Went’, is my response to the tongue twisting, rhyming question posed by John Harris in 1813 when he asked in his book called, Peter Piper’s practical principals of plain and perfect pronunciation, “Where’s the peck of pickled peppers Peter Piper picked?” My rhyming verse, ‘Royal Mayhem’, like its predecessors, The Grand Old Duke of York and Humptey Dumptey, is a historical commentary. Two Muddle Some, and several other pieces in this book, were inspired by the nonsense works of Mr Edward Lear, whilst ‘Tom Cat Bert” was motivated by A A Milne’s verse, Buckingham Palace. I hope my humble offerings, like those nursery rhymes before them, endure the test of time, and in some little way help to keep the tradition of nursery rhyme writing and telling alive.
