When Tony Campbell, aged 75, asked the Council of Jesuit Theological College for Emeritus status and retirement from JTC, both were granted most graciously, along with a testimonial document which said in part: 'His teaching has combined evocation and provocation in the best sense of those terms. He has mentored research students with scholarly exactitude and personal care. He has published books of the highest scholarly quality, of engaging readability, and of passionate conviction.' When we at ATF were considering asking him for a volume of Collected Works or Selected Writings, we were well aware that 'published books of the highest scholarly quality' were likely to be found on the shelves of libraries and of specialised academics, but not with students and others generally interested. There may be a dozen or more of Tony's books on the list from Amazon.com booksellers, along with another two or three that are not listed there. But most are heavy-duty specialist works, not easily accessible even to the educated public. We were equally well aware that there was a surprising number of essays and articles scattered in journals and proceedings of conferences that were, because of the scattering, often just as inaccessible. We thought that a collection of these in a single volume would be of great value to those interested. In the Introduction to this volume, Father Campbell has gone into some detail about the contents. Suffice for us to say that Job and the issues associated with suffering concern us all, that the interplay of history and narrative is a constant in the understanding of much biblical text, and that the nature of the Bible and its role in our lives is a major concern for most thinking Christians. While Father Campbell's focus is on the Older Testament, pondering what he looks at throws light on much of the Newer Testament as well. The writings Tony Campbell has pulled together in this single volume address significant issues within the readable length of an article or a talk. Addressed originally to thinking people, we at ATF believe they are likely to be of interest to a wide audience.

This is the story of how the Soviet Union successfully infiltrated the UK government in the years leading up to WW2, and specifically when the USSR was an ally of Nazi Germany (August 1939 - June 1941). Historians have previously argued that this success was due to the existence of a Communist 'super-mole' within MI5, and that in the fight against Fascism, multiple indulgences towards communists were an unavoidable strategy. The reality was very different. When a key Soviet defector warned of the deep insertion of agents within the corridors of power, the Comintern were obliged by the Hitler-Stalin pact to launch an aggressive counteroffensive in 1940. Britain's Security Service was persuaded that the threat from communist subversion was minimal. When this most damaging espionage was detected, MI5's officers engaged in an extensive cover-up to conceal their deficiencies. Exploiting recently declassified material and a broad range of historical and biographical sources, Antony Percy here reveals how the Soviet Union caught up so swiftly with Western expertise and weaponry, and so removed a key Western advantage over its Communist adversary as the Cold War ensued.

In recent decades the study of British foreign policy and diplomacy has broadened in focus. No longer is it enough for historians to look at the actions of the elite figures - diplomats and foreign secretaries - in isolation; increasingly the role of their advisers and subordinates, and those on the fringes of the diplomatic world, is recognised as having exerted critical influence on key decisions and policies. This volume gives further impetus to this revelation, honing in on the fringes of British diplomacy through a selection of case studies of individuals who were able to influence policy. By contextualising each study, the volume explores the wider circles in which these individuals moved, exploring the broader issues affecting the processes of foreign policy. Not the least of these is the issue of official mindsets and of networks of influence in Britain and overseas, inculcated, for example, in the leading public schools, at the Universities of Oxford and Cambridge, and in gentlemen's clubs in London's West End. As such the volume contributes to the growing literature on human agency as well as mentalité studies in the history of international relations. Moreover it also highlights related themes which have been insufficiently studied by international historians, for example, the influence that outside groups such as missionaries and the press had on the shaping of foreign policy and the role that strategy, intelligence and the experience of war played in the diplomatic process. Through such an approach the workings of British diplomacy during the high-tide of empire is revealed in new and intriguing ways.

The third Symposium of the Foundation for Life Sciences was held in February 1983 at the Newport Inn Conference Centre in Sydney. It was direced towards an understanding of the molecular neuropathology of muscle and nerve under a wide variety of conditions that may be induced by external agents or genetic lesions. The first session on experimental neurology explored the processes involved in maintenance of nerve and muscle function. This included many papers on myelination, studies on immune reactions affecting nerves, on synapses, and on neuronal development. This section was expanded to explore the control of muscle function in nerves, including a discussion on cross reinnervation. Toxic models of disease in the nervous system were then discussed, including pathological states induced by physical agents such as kainic acid, diphtheria toxin, and IDPN. A new dimension was added to the Symposium when for the first time psychologists participated and contributed to the session on external stressors and their effects on behavior. Heavy metals, herbicides, repetitive work, anxiety, and their effects on behavior and health were all represented. The discussion in this session attracted much interest from the participants, particularly the basic scientists.

With the ongoing expansion of outbound foreign direct investment (FDI) in the countries representing the BRICS economic bloc (Brazil, Russia, India, China, and South Africa) – and with all of them at the same time listed among the top seven countries plagued by tax evasion and avoidance in the guise of illicit out ows – the ve governments, both individually and through cooperative initiatives, have devised new international tax strategies that are proving to be of great interest and value to other countries, both developing and developed. The core of these strategies addresses the necessity of stemming the out ow of revenue while strongly supporting FDI, both inbound and outbound while complying with international obligations including those arising from human rights laws. This book is the rst in-depth commentary on this new and evolving area of international tax law. The detailed analysis covers the entire eld of BRICS international tax law, considering topics such as the following: – information exchange procedures and pitfalls; – response to the OECD’s Base Erosion and Pro t-Sharing (BEPS) initiative; – role of bilateral and multilateral double taxation conventions including the Multilateral Instrument and the Bilateral Investment Treaties; – thin capitalization; – transfer pricing; – controlled foreign corporation rules; – shortcomings related to authorities’ limited manpower; – international audit and investigation procedures; – the BRICS approach to residence and mandatory and binding arbitration; and – the BRICS approach to shaping the developing world’s international tax system. Notably, the author personally conducted interviews with senior international representatives of the BRICS tax authorities, as well as with leading BRICS academics and practitioners. Tax cases, together with human rights and investment cases and administrative guidelines in all ve countries are also included in the analysis. The study concludes with recommendations for improving each of the ve countries’ tax law and procedures, especially in the area of dispute resolution. The author’s goal is to extend the existing body of knowledge of the BRICS’ international tax laws in order to assist in developing an understanding of the BRICS approach to dealing with evasion and avoidance: an approach which facilitates both outbound and inbound FDI, simpli es tax authority administration and establishes a basis for resolving international disputes which is compatible with sovereignty. In achieving this objective, the author has produced a major work that is of immeasurable value to tax advisers, government and governance of cials, academics and researchers both in developing international taxation strategies and in helping to resolve disputes with tax authorities.
