This book charts the path to revitalisation for trade unions in Australia, the USA, the UK, and Italy. It examines the examples of innovation and digital campaigning that are enabling unions to build new forms of worker power – and overcome decades of declining membership wrought by neoliberalism, globalisation, and hostility from employers and the state. The study evaluates the responses of unions in each country to falling membership levels since the 1980s. It considers the US 'organising model' and its adoption in Australia and the UK, comparing this with the strategies of Italian unions which have been more deliberately focused on precarious and migrant workers. The increasing reliance of US unions on community alliances, as seen in the 'Fight for $15' and similar campaigns, is scrutinised along with new union prototypes like Hospo Voice in Australia, the Independent Workers' Union of Great Britain and SI Cobas in Italy. The book includes an in-depth analysis of union responses to the gig economy in the four countries, and the emergence of self-organised worker collectives to combat this exploitative business model. The vital role played by unions in defending the interests of workers during the COVID-19 pandemic is also examined. As well as highlighting the most successful union initiatives to meet the challenges of the past 30 years, the book assesses the strengths and deficiencies of the legal framework for union representation in the four nations. It identifies the labour law reforms needed to rebuild collectivism, but argues that more is needed than favourable laws. This cross-national study provides a rich basis for identifying the combination of reforms, strategies and linkages required to ensure that unions can remain relevant for a new generation of digitally-active workers.

A historian traces the origins of the modern law-and-order state to a surprising source: the liberal policies of the New Deal. Most Americans remember the New Deal as the crucible of modern liberalism. But while it is most closely associated with Roosevelt’s efforts to end the Depression and provide social security for the elderly, we have failed to acknowledge one of its most enduring legacies: its war on crime. Crime policy, Anthony Gregory argues, was a defining feature of the New Deal. Tough-on-crime policies provided both the philosophical underpinnings and the institutional legitimacy necessary to remake the American state. New Deal Law and Order follows President Franklin Roosevelt, Attorney General Homer Cummings, and their war on crime coalition, which overcame the institutional and political challenges to the legitimacy of national law enforcement. Promises of law and order helped to manage tensions among key Democratic Party factions—organized labor, Black Americans, and white Southerners. Their anticrime program, featuring a strengthened criminal code, an empowered FBI, and the first federal war on marijuana, was essential to the expansion of national authority previously stymied on constitutional grounds. This nascent carceral liberalism both accommodated a redoubled emphasis on rehabilitation and underwrote a massive wave of prison construction across the country. Alcatraz, an unforgiving punitive model, was designed to be a “symbol of the triumph of law and order.” This emergent security state eventually transformed both liberalism and federalism, and in the process reoriented the terms of US political debate for decades to come.

State legislatures are tasked with drawing state and federal districts and administering election law, among many other responsibilities. Yet state legislatures are themselves gerrymandered. This book examines how, why, and with what consequences, drawing on an original dataset of ninety-five state legislative maps from before and after 2011 redistricting. Identifying the institutional, political, and geographic determinants of gerrymandering, the authors find that Republican gerrymandering increased dramatically after the 2011 redistricting and bias was most extreme in states with racial segregation where Republicans drew the maps. This bias has had long-term consequences. For instance, states with the most extreme Republican gerrymandering were more likely to pass laws that restricted voting rights and undermined public health, and they were less likely to respond to COVID-19. The authors examine the implications for American democracy and for the balance of power between federal and state government; they also offer empirically grounded recommendations for reform.

The last five years have been marked by rapid technological and analytical developments in the study of shore processes and in the comprehension of shore deposits and forms, and shoreline change over time. Ecosystem-based fishery management (EBFM) is rapidly becoming the default approach in global fisheries management. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.
