This book deals with the creation of the algorithmic backbone that enables a computer to perceive humans in a monitored space. This is performed using the same signals that humans process, i.e., audio and video. Computers reproduce the same type of perception using sensors and algorithms in order to detect and track multiple interacting humans, by way of multiple cues, like bodies, faces or speech. This application domain is challenging, because audio and visual signals are cluttered by both background and foreground objects. First, particle filtering is established as the framework for tracking. Then, audio, visual and also audio-visual tracking systems are separately explained. Each modality is analyzed, starting with sensor configuration, detection for tracker initialization and the trackers themselves. Techniques to fuse the modalities are then considered. Instead of offering a monolithic approach to the tracking problem, this book also focuses on implementation by providing MATLAB code for every presented component. This way, the reader can connect every concept with corresponding code. Finally, the applications of the various tracking systems in different domains are studied./a
It is obvious that holding city population constant, differences in cities across the world are enormous. Urban giants in poor countries are not large using measures such as land area, interior space or value of output. These differences are easily reconciled mathematically as population is the product of land area, structure space per unit land (i.e., heights), and population per unit interior space (i.e., crowding). The first two are far larger in the cities of developed countries while the latter is larger for the cities of developing countries. In order to study sources of diversity among cities with similar population, we construct a version of the standard urban model (SUM) that yields the prediction that the elasticity of city size with respect to income could be similar within both developing countries and developed countries. However, differences in income and urban technology can explain the physical differences between the cities of developed countries and developing countries. Second, using a variety of newly merged data sets, the predictions of the SUM for similarities and differences of cities in developed and developing countries are tested. The findings suggest that population is a sufficient statistic to characterize city differences among cities within the same country, not across countries.
Controlling deforestation, which is responsible for about one-fifth of the world's greenhouse gas emissions, has become a major tool in the battle against global warming. An important new international initiative – Reduced Emissions from Deforestation and Forest Degradation (REDD) – provides economic incentives to forest users to encourage preservation of trees. Nearly all Latin American countries are introducing national REDD strategies and pilot schemes. In the second half of the tenth century, Byzantium embarked on a series of spectacular conquests: first in the southeast against the Arabs, then in Bulgaria, and finally in the Georgian and Armenian lands. By the early eleventh century, the empire was the most powerful state in the Mediterranean. It was also expanding economically, demographically, and, in time, intellectually as well. Yet this imperial project came to a crashing collapse fifty years later, when political disunity, fiscal mismanagement, and defeat at the hands of the Seljuks in the east and the Normans in the west brought an end to Byzantine hegemony. By 1081, not only was its dominance of southern Italy, the Balkans, Caucasus, and northern Mesopotamia over but Byzantium's very existence was threatened. How did this dramatic transformation happen? Based on a close examination of the relevant sources, this history-the first of its kind in over a century-offers a new reconstruction of the key events and crucial reigns as well as a different model for understanding imperial politics and wars, both civil and foreign. In addition to providing a badly needed narrative of this critical period of Byzantine history, Streams of Gold, Rivers of Blood offers new interpretations of key topics relevant to the medieval era. The narrative unfolds in three parts: the first covers the years 955-1025, a period of imperial conquest and consolidation of authority under the great emperor Basil "the Bulgar-Slayer." The second (1025-1059) examines the dispersal of centralized authority in Constantinople as well as the emergence of new foreign enemies (Pechenegs, Seljuks, and Normans). The last section chronicles the spectacular collapse of the empire during the second half of the eleventh century, concluding with a look at the First Crusade and its consequences for Byzantine relations with the powers of Western Europe. This briskly paced and thoroughly investigated narrative vividly brings to life one of the most exciting and transformative eras of medieval history.
This paper provides estimates of output multipliers for spending in clean energy and biodiversity conservation, as well as for spending on non-ecofriendly energy and land use activities. Using a new international dataset, we find that every dollar spent on key carbon-neutral or carbon-sink activities can generate more than a dollar’s worth of economic activity. Although not all green and non-ecofriendly expenditures in the dataset are strictly comparable due to data limitations, estimated multipliers associated with spending on renewable and fossil fuel energy investment are comparable, and the former (1.1-1.5) are larger than the latter (0.5-0.6) with over 90 percent probability. These findings survive several robustness checks and lend support to bottom-up analyses arguing that stabilizing climate and reversing biodiversity loss are not at odds with continuing economic advances.

This book has been written from two points of view: firstly, from the viewpoint of those who are involved in the diagnosis and treatment of lymphoid malignancies, who must meet the challenge of integrating the new biological insights into their knowledge of these diseases; and secondly, from the viewpoint of those who are involved in basic biological approaches to malignancy and immunology, who wish to know more about the function of the lymphoid tissues and their malignant diseases. Neoplasia of lymphocytes is a focus for considering many of the most important biological advances impinging on cancer in the past two or three decades, because malignant lymphoproliferative diseases offer unequalled opportunities for studying many aspects of cancer. We probably know more about lymphocytes than other normal cells because of the ease with which they can be obtained. For the same reason we probably know more about malignant lymphocytes. One or other aspect of most of the momentous advances in biology of the past two or three decades has implications for lymphoid malignancies: hybridoma technology and the use of monoclonal antibodies, gene technology, the understanding of oncogenes and growth factors in the control of growth and differentiation, insights into causation of cancer by potent tumour promoters such as the phorbol esters and by viruses, and knowledge of the control of growth function of lymphocytes themselves. Conversely, many of the advances in understanding lym phocytic leukaemias and lymphomas have implications for other cancers.
We propose a macroeconomic model to assess optimal public policy decisions in the the face of competing funding demands for climate change action versus traditional welfare-enhancing capital investment. How to properly delineate the costs and benefits of traditional versus adaption-focused development remains an open question.
