It shows how to apply modern data science, artificial intelligence and machine learning, causal analytics, mathematical modeling, and risk analysis to better quantify human health risks caused by environmental and occupational exposures to air pollutants. The adverse health effects that are caused by air pollution, and preventable by reducing it, instead of merely being statistically associated with exposure to air pollution (and with other many conditions, from cold weather to low income) have proved to be difficult to quantify with high precision and confidence, largely because correlation is not causation. This book shows how to use recent advances in causal analytics and risk analysis to determine more accurately how reducing exposures affects human health risks. Quantitative Risk Analysis of Air Pollution Health Effects is divided into three parts. Part I focuses mainly on quantitative simulation modelling of biological responses to exposures and resulting health risks. It considers occupational risks from asbestos and crystalline silica as examples, showing how dynamic simulation models can provide insights into more effective policies for protecting worker health. Part II examines limitations of regression models and the potential to instead apply machine learning, causal analysis, and Bayesian network learning methods for more accurate quantitative risk assessment, with applications to occupational risks from inhalation exposures. Finally, Part III examines applications to public health risks from air pollution, especially fine particulate matter (PM2.5) air pollution. Most of those who believe that, however, have no understanding of how, and why, it became possible to imagine that the diverse peoples of Europe might be united in a single political community. The Pursuit of Europe tells the story of the evolution of the 'European project', from the end of the Napoleonic Wars, which saw the earliest creation of a 'Concert ofEurope', right through to Brexit. The question was how, after centuries of internecine conflict, to create a united Europe while still preserving the political legal and cultural integrity of each individual nation. The need tofind an answer to this question became more acute after two world wars had shown that if the nations of Europe were to continue to play a role in the world they could now only do so together. To achieve that, however, they had to be prepared to merge their zealously-guarded sovereign powers into a new form of trans-national constitutionalism. This, the European Union has tried to do. Where did affirmative action in employment come from? The conventional wisdom is that it was instituted during the Johnson and Nixon years through the backroom machinations of federal bureaucrats and judges. The Fifth Freedom presents a new perspective, tracing the roots of the policy to partisan conflicts over fair employment practices (FEP) legislation from the 1940s to the 1970s. Drawing on untapped sources, Anthony Chen chronicles the ironic, forgotten role played by American conservatives in the development of affirmative action. Decades before affirmative action began making headlines, millions of Americans across the country debated whether government could and should regulate job discrimination. On one side was an interfaith and interracial bloc of liberals, who demanded FEP legislation that would establish a centralized system for enforcing equal treatment in the labor market. On the other side was a bloc of business-friendly, small-government conservatives, who felt that it was unwise to "legislate tolerance" and who made common cause with the conservative wing of the Republican party. Conservatives ultimately prevailed, but their obstruction of FEP legislation unintentionally facilitated the rise of affirmative action, a policy their ideological heirs would find even more abhorrent. Broadly interdisciplinary, The Fifth Freedom sheds new light on the role of parties, elites, and institutions in the policymaking process; the impact of racial politics on electoral realignment; the history of civil rights; the decline of New Deal liberalism; and the rise of the New Right.
