The problem of how, where, and on what terms to house the urban masses in an industrial society remains unresolved to this day. In nineteenth-century Victorian England, overcrowding was the most obvious characteristic of urban housing and, despite constant agitation, it remained widespread and persistent in London and other great cities such as Manchester, Glasgow, and Liverpool well into the twentieth century. The Eternal Slum is the first full-length examination of working-class housing issues in a British town. The city investigated not only provided the context for the development of a national policy but also, in scale and variety of response, stood in the vanguard of housing reform. The failure of traditional methods of social amelioration in mid-century, the mounting storm of public protest, the efforts of individual philanthropists, and then the gradual formulation and application of new remedies, constituted a major theme: the need for municipal enterprise and state intervention. Meanwhile, the concept of overcrowding, never precisely defined in law but based on middle-class notions of decency and privacy, slowly gave way to the positive idea of adequate living space, with comfort, as much as health or morals, the criterion.Not just dwellings but people were at issue. There is little evidence in this period of the attitude of the worker himself to his housing. Wohl has extensively researched local archives and, in particular, drawn on the vestry reports which have been relatively neglected. Profusely illustrated with contemporary photographs and drawings, this book is the definitive study of the housing reform movement in Victorian and Edwardian London and suggests what it was really like to live under such appalling conditions. Social class has been at the forefront of sociological theories of crime from their inception. It is explicitly central to some theories such as anomie/strain and conflict, and nips aggressively at the periphery of others such as social control theory. Yet none of these theories engage in a systematic exploration of what social class is, how individuals come to be placed in one rung of the class ladder rather than another, or the precise nature of the class-crime relationship. This book avers that the same factors that help to determine a person’s class level also help to determine that person’s risk for committing criminal acts. Social class is a modern outcome of primordial status-striving and requires explanation using the modern tools of genetics, neurobiology, and evolutionary biology, and this is what this book does. Many aspects of criminal behavior can be understood by examining the shared factors that lead to the success or failure in the workplace and to pro- or antisocial activities. A biosocial approach requires reducing sociology’s “master variable” to a lower level analysis to examine its constituent parts, which is resisted by many criminologists as highly controversial. However, this book makes plain that the more we know about the nature side of behavior the more important we find the nurture side to be. It makes clear how the class/crime relationship and criminology in general, can benefit from the biosocial perspective; a perspective that many criminological luminaries expect to be the dominant paradigm for the twenty first century.

The scope of vicarious liability has significantly expanded since its original conception. Today employers are being found liable for actions of employees that they did not authorise, and never would have authorised if asked. They are being held liable for an employee's criminal activity. In the related strict liability field of non-delegable duties, they are being held liable for wrongdoing of independent contractors. Notions of strict liability have grown increasingly isolated in the law of tort, given the exponential growth in the tort of negligence. They require intellectual justification. Such a justification has proven to be elusive and largely unsatisfactory in relation to vicarious liability and to concepts of non-delegable duty. The law of three jurisdictions studied has now apparently embraced the 'enterprise risk' theory to rationalise the imposition of vicarious liability. This book subjects this theory to strong critique by arguing that it has many weaknesses, which the courts should acknowledge. It suggests that a rationalisation of the liability of an employer for the actions of an employee lies in more traditional legal doctrine which would serve to narrow the circumstances in which an employer is legally liable for a wrong committed by an employee.

Anthony Walsh bridges the divide separating sociology from biology—a divide created in the late nineteenth century when sociology emerged from the fields of social theory and philosophy. Walsh focuses on the viewpoint held by former American Sociological Association president Douglas Massey: sociologists have allowed the fact that we are social beings to obscure the biological foundations upon which our behaviour ultimately rests.
