Does the territorial state organisation matter for effective policy making, and if so, in what way? So far, we know relatively little about its effects on policy making and policy outputs. Starting from the hypothesis that decentralised policy making has positive effects whereas federalism has a slightly negative impact on policy performance, this book systematically tests the independent and interdependent effects of different combinations of federal/unitary and decentralised/centralised structures of decision making and implementation. Based on a mixed methods design it first quantitatively tests the relationships for the OECD countries in cross-sectional as well as panel designs. In a second step, qualitative case studies are conducted for four countries: federal-centralised Austria, federal-decentralised Switzerland, unitary-decentralised Denmark, and unitary-centralised Ireland. The authors study two space-related policy areas, both with regard to the decision making and the implementation stage of the policy-making process: regional policy and transport policy.

Available online: https://pub.norden.org/temanord2021-525/ Nordic agricultural producers face a large challenge in meeting a growing food demand while addressing climate and environmental challenges. The eight case studies presented in this report show first-hand how farmers and food producers are taking initiative to develop new farming practices and food products that are more sustainable. But these cases also illustrate specific challenges for these new products. The 36 policy recommendations illustrate that there is still a lot of potential to support the transition towards a low-emission food production system in the Nordics at all levels. A multitude of instruments need to be put into play to incentivise more sustainable agricultural practices. But if sustainable and more plant-based agricultural production and consumption is prioritised and expanded it is possible to feed 9.8 billion people and meet emissions reduction targets.
Legume-based intercropping systems have the potential for a more efficient use of water resources. This depends on various factors such as environmental conditions and genotypic characteristics. Therefore, several genotypes of legumes and non-legumes of arable, grassland and woody crops were tested comparing intercropping and pure stands under both greenhouse and field conditions. Greenhouse experiments with winter faba bean and winter wheat under water deficit revealed genotypic differences in the suitability for intercropping as well as effects on the microbial community. Field experiments with direct and remote measurements showed that including legumes in arable and grassland low-input systems improves water use efficiency and productivity in comparison to pure non-legumes. The grassland mixing partners perennial ryegrass and chicory had additional effects. Furthermore, arable intercropping reduced nitrous oxide emissions compared to fertilized wheat stands. From the consolidated results, some winter faba bean and white clover genotypes could be identified for further breeding for intercropping systems. In summary, intercropping with legumes improves the water use efficiency and the general performance and sustainability of the agro-ecosystem.
