In an age transformed by industrialism, the flaneur drifted through city streets, inspired and repelled by the surrounding scenes of splendor and squalor. Gleber examines this often elusive figure in the particular contexts of Weimar Germany and the intellectual sphere of Walter Benjamin, with whom the concept of flanerie is often associated. How to Do Public Policy offers a guide to students and practitioners on how to improve problem-solving with policies in a political world. It integrates insights from applied policy analysis and studies of the policy process to develop a framework that conceives policy-making as structured by two spheres of action - the 'engine room' of specialists and experts in government agencies, NGOs, research organizations etc., on the one hand, and the political 'superstructure' of politicians, key public stakeholders and the public, on the other hand. Understanding the different logics of the engine room and the superstructure is key for successful policy-making. The dual structure of policy-making provides a perspective on policy-analysis (interactive policy analysis) and policy-making (actor-centred policy-making) that moves from the focus on individual and specific measures, towards understanding and shaping the relation and interaction between policy interventions, the institutional context and the stakeholders involved or affected. Part I of the book presents the basic analytical concepts needed to understand the policy process and the structures and dynamics involved in it, as well as to understand how and why actors behave the way they do-and how to engage with different types of actors. Part II moves further into the nuts and bolts of policy-making, including policy design, implementation, and evaluation. Part III introduces and explores three key aspects of the capacity to make good policies: engagement with stakeholders, the process of policy coordination in a context of interdependence, and the role of institutions.
This account of the “laboratory of radical democracy” in the months before East Germany’s absorption in the West challenges memories of Germany’s reunification. For many, 1989 is an iconic date, one we associate with the fall of the Berlin Wall and the end of the Cold War. The year prompts some to rue the defeat of socialism in the East, while others celebrate a victory for democracy and capitalism in the reunified Germany. Remembering 1989 focuses on a largely forgotten interregnum: the months between the outbreak of protests in the German Democratic Republic in 1989 and its absorption by the West in 1990. Anke Pinkert, who herself participated in those protests, recalls these months as a volatile but joyous “laboratory of radical democracy,” and tells the story of how and why this “time out of joint” has been erased from Germany’s national memory. Remembering 1989 argues that in order to truly understand Germany’s historic transformation, we must revisit protesters’ actions across a wide range of minor, vernacular, and often transient sources. Drawing on rich archives including videotapes of untelevised protests, illegally printed petitions by Church leaders, audio recordings of dissident meetings, and interview footage with military troops, Pinkert opens the discarded history of East European social uprisings to new interpretations and imagines alternatives to Germany’s neoliberal status quo. The result is a vivid, unexpected contribution to memory studies and European history.

This is a book about a box that contained the world. The box was the Picture Academy for the Young, a popular encyclopedia in pictures invented by preacher-turned-publisher Johann Siegmund Stoy in eighteenth-century Germany. Children were expected to cut out the pictures from the Academy, glue them onto cards, and arrange those cards in ordered compartments—the whole world filed in a box of images. As Anke te Heesen demonstrates, Stoy and his world in a box epitomized the Enlightenment concern with the creation and maintenance of an appropriate moral, intellectual, and social order. The box, and its images from nature, myth, and biblical history, were intended to teach children how to collect, store, and order knowledge. te Heesen compares the Academy with other aspects of Enlightenment material culture, such as commercial warehouses and natural history cabinets, to show how the kinds of collecting and ordering practices taught by the Academy shaped both the developing middle class in Germany and Enlightenment thought. The World in a Box, illustrated with a multitude of images of and from Stoy's Academy, offers a glimpse into a time when it was believed that knowledge could be contained and controlled.

It does so by combining an investigation of journalistic practices with content analysis of print media, an examination of citizens' online interactions and audience studies with European citizens.
Historical accounts of racial discrimination in transportation have focused until now on trains, buses, and streetcars and their respective depots, terminals, stops, and other public accommodations. It is essential to add airplanes and airports to this narrative, says Anke Ortlepp. Air travel stands at the center of the twentieth century’s transportation revolution, and airports embodied the rapidly mobilizing, increasingly prosperous, and cosmopolitan character of the postwar United States. When segregationists inscribed local definitions of whiteness and blackness onto sites of interstate and even international transit, they not only brought the incongruities of racial separation into sharp relief but also obligated the federal government to intervene. Ortlepp looks at African American passengers; civil rights organizations; the federal government and judiciary; and airport planners, architects, and managers as actors in shaping aviation’s legal, cultural, and built environments. She relates the struggles of black travelers—to enjoy the same freedoms on the airport grounds that they enjoyed in the aircraft cabin—in the context of larger shifts in the postwar social, economic, and political order. Jim Crow terminals, Ortlepp shows us, were both spatial expressions of sweeping change and sites of confrontation over the renegotiation of racial identities. Hence, this new study situates itself in the scholarly debate over the multifaceted entanglements of “race” and “space.”

In the ambivalent spirit of end time and break-up different trends of literature are unfolded. For the young Heinrich Mann these processes continue in his early work as a writer and qualify for interpretation and the hope to overcome the Fin de siécle trend. The selected novels of this work Im Schlaraffenland Ein Roman unter feinen Leuten (1900), Professor Unrat oder Das Ende eines Tyrannen (1904) and Die Kleine Stadt (1909) represent the development of this intention. At first they appear as a satirical criticism of the society and later in the second half of the decade as a draft for a democratic society. In the following the former novels Im Schlaraffenland and Professor Unrat are mentioned without subheading. This work shall point out the very development phase of Heinrich Mann between 1900 and 1909 until the beginning of his political writing. As a result of biographical and literary effects he takes up a special position and shows a change in his early work. His critical and satirical examination of the society associated with a special style of speech open out in a preachy democratic ideal of the society after the turning year 1905. On the one hand these positions make the career of the man of letters difficult in the German nationalistic empire. On the other hand they make him to become a precursor of a vanguard readership. Before the philosophical influence of Friedrich Nietzsche and the literary effect of predominantly French origin on Heinrich Mann will be dwelled on, this work will give a short overview of the literary understanding. After this the three mentioned novels will be discussed in the chapters 2., 3. and 4. and will be correlated. It will become apparent that there is a strong breach of Heinrich Mann in his satires and his democratic utopia. After the year 1905 Heinrich Mann changes his mind back to the time of reconnaissance, Jean Jacques Rousseau s ideal of the society and the trilogy imagination of liberty, equality and brotherliness of the French revolution of 1789. His guiding themes of power and spirit, the dualism of the society and the individual and the problems of the artist are therefore at the figure of change in the first decade of the 20th century. It has long been a key area for empires warring over influence spheres in the new world, and where migration waves from Africa, Europe, and Asia accompanied every political transformation over the last five centuries. In Caribbean Migrations, an interdisciplinary group of humanities and social science scholars study migration from a long-term perspective, analyzing the Caribbean's "unincorporated subjects" from a legal, historical, and cultural standpoint, and exploring how despite often fractured public spheres, Caribbean intellectuals, artists, filmmakers, and writers have been resourceful at showcasing migration as the hallmark of our modern age.
The relationship between the fine art and the business sphere has never been harmonious; it has been rejected, fought about, ignored, exploited, criticised and questioned, but it is still omnipresent. Commonly assumed to be antagonistic, situating art and the business organisation sphere in the discourses of new knowledge creation and learning, however, holds the potential of exploring new ways of relating the two spheres. This book investigates such potentialities, discussing the limits and challenges of these new forms of relating. It does so by first outlining the changing discourses of the art and business spheres, and how they produce different ways of relating to their respective worlds. Second, it brings into conversation an ethnographic study of an art-business-collaboration organised by two artists with a Deleuzian concept of dialogue. Dialogue, here, is understood as a non-hierarchical encounter developing between two spheres; a source of creation no longer belonging to anyone. In what is here termed “a machinic research framework” – accounting for composition and movement on all scales – the book shows how making connections is a discursive and material practice with expectations and imaginaries playing a central role. It also addresses the paradoxical interplays between losing control and maintaining control in collaborative attempts, between reaching out for the Other and carrying out identity work, and between positions in the centre and in the margins of the highly stratified and codified areas of business organisations and fine art. Eventually, this book examines small dialogical instances that escape the stratifying forces dividing the two worlds, thereby creating a temporary space. It closes with a reflection on the role of research in thinking (and making) new ways of relating the world of fine art and the business organisation sphere.
The Sibylla Tiburtina is a Latin prophecy attributed to a prophetess from classical antiquity. It concludes with an account of the End of History, involving the coming of the Antichrist and his battle with a Last World Emperor. Approximately 100 manuscripts, written between the mid-11th and the 16th centuries, survive which testify to the Tiburtina's immense popularity in the medieval West; as such the Tiburtina is a key text for understanding medieval apocalypticism and occupies an important place in the intellectual history of the Middle Ages. However, studies of the manuscripts and the history of the text have been largely neglected, in comparison with other similar works, so little is currently known about who copied and read the prophecy. Dr Holdenried's research fills this gap. This study is based on an examination of all surviving manuscripts and includes an analysis of the textual material which accompanies the Tiburtina, a survey of titles and annotations, as well as research on variant texts (including several hitherto unknown). Modern historiography regards the Tiburtina solely as a vehicle for expressing contemporary political concerns triggered by crises thought to herald the End of the World. This book provides a much more varied picture and offers a new approach to the Tiburtina by placing it, for the first time, in the context of medieval traditions which saw Sibylline prophecy as independent, non-Christian evidence of Christ's life and as confirmation of His divinity. As is shown, these traditions had a major impact on the reception of the Tiburtina. The book concludes with a repertory of the manuscripts, together with brief outlines of individual textual traditions as represented in groups of manuscripts, which will constitute a valuable reference source for other scholars.
This volume is about the failure to prevent genocide in Rwanda in 1994. In particular, the research focuses on why the early warnings of an emerging genocide were not translated into early preventative action. The warnings were well documented by the most authoritative source, the Canadian U.N. peace-keeping commander General Romeo Dallaire and sent to the leading political civil servants in New York. The communications and the decisionmaking are scrutinized, i.e., who received what messages at what time, to whom the messages were forwarded and which (non-) decisions were taken in response to the alarming reports of weapon deliveries and atrocities. In reading, language provides us with a world and meaning becomes perceptible. We can connect with another subjectivity, another place, another time. At its most extreme, reading changes our understanding of the world around us. Metanoia- meaning literally a change of mind or a conversion-refers to this kind of new way of seeing. To see the world in a new light is to accept that our thinking has been irrevocably transformed. How is that possible? And is it merely an intellectual process without any impact on the world outside our brains? Greek and Roman stories of origin, or aetia, provide a fascinating window onto ancient conceptions of time. Aetia pervade ancient literature at all its stages, and connect the past with the present by telling us which aspects of the past survive "even now" or "ever since then". Yet, while the standard aetiological formulae remain surprisingly stable over time, the understanding of time that lies behind stories of origin undergoes profound changes. By studying a broad range of texts and by closely examining select stories of origin from archaic Greece, Hellenistic Greece, Augustan Rome, and early Christian literature, Time in Ancient Stories of Origin traces the changing forms of stories of origin and the underlying changing attitudes to time: to the interaction of the time of gods and men, to historical time, to change and continuity, as well as to a time beyond the present one. Walter provides a model of how to analyse the temporal construction of aetia, by combining close attention to detail with a view towards the larger temporal agenda of each work. In the process, new insights are provided both into some of the best-known aetiological works of antiquity (e.g. by Hesiod, Callimachus, Vergil, Ovid) and lesser-known works (e.g. Ephorus, Prudentius, Orosius).
