Abstract: The current edition in English language turns into account and completes the studies published in the previous edition. Carrying on the research and publication activities on the topic of corruption is based on its novelty and on the special interest for the Romanian language edition. At the same time, we hope that the current volume will provide greater opportunities for foreign access and thus the admittance in the European and international flows of information in this field. The core ideas of the book focus on social perception, modelled through statistic analyses, on the specificity of corruption in the public administration or the public health system in close correlation to the processes of decentralization and performance of health services. Reform is considered as a fundamental part of a national effort to improve efficiency as diverse as Greece (Michalopoulos, 2003), increasing the competence and effectiveness of public administration, increasing the expertise, professionalism, knowledge and transparency (Slovenia, Romania, Bulgaria, Croatia). The year 1990 represented the start of founding the decentralised system, marked by legislative, institutional, political, economic reforms. The states analysed have represented the arena of the reforms in the administrative and judicial systems, some states have been interested to continue their preoccupations in view to implement the Community legislation into their domestic legislation, as well as to review and adapt to the specific European developments and requirements, while other states have been interested in the progress process in view of accession (Croatia) or in adopting a collection of laws, strategies and action plans for becoming EU and NATO members. Scientific Essay from the year 2014 in the subject Sociology - Knowledge and Information, , language: English, abstract: The publication approaches an original topic for the area of administrative sciences concerning the role of public administration in the general context of knowledge society development. Knowledge, as a core feature of the society of the 21st century generates changes in all the social subsystems, including that of public administration, developing new approaches, attitudes, specific tools and methods. For public administration, they refer to the new information and communication technologies (ICT) and in general, to knowledge management in public administration, transposed through strategies for implementing field knowledge or to valorise knowledge within the career plans or training plans of the human resources in public administration. The book „Public Administration in the Knowledge Society” represents a theme of reflection on profound, open and dynamic interactions between society and public administration, determined by the transformation of knowledge into a driver for social modernization. At the same time, the book provides a new vision on public administration, valorising the traditional approaches, focusing on the modern functional features, originating from the characteristics of openness and dynamism of public administration, as well as of society, in general. For the public administration, the openness and dynamism, induced by the new technologies are related to a reality that imposes, as mentioned in some sociological papers „the combination of the human rights with the development of new technologies”. The book, structured on six chapters are organised in a didactic and research perspective, provides to the reader an outstanding image on the „level” of knowledge society and specificity of knowledge management in public administration. Scientific Study from the year 2014 in the subject Organisation and administration - Miscellaneous, grade: 100, , language: English, abstract: Starting from the idea that public administration is a complex phenomenon, in order to be understood, it is necessary to use an interdisciplinary approach. Due to the complexity of this phenomenon, the science of administration has relations with several branches of science and with many scientific disciplines, among which an important role manifest: administrative law, management (in this sense emerging public management), economics (in the form of public economics), sociology (outlining a sociology of administration), psychology, theory of decision, logic (being able to discuss about a logic of the administration’s action, a logic of the administrative norms) demographics, informatics etc. Logical analysis, in the concept of Gheorghe Enescu, “represents the analysis of the logical structure of a given process of thought (expressed in a text or discourse), for the purpose of verifying the correctness of the logic. Logical analysis presupposes the following steps” : 1) analysis of language clarity and accuracy (manner in which the terms are defined and the sentences are formed); 2) analysis of the manner in which classifications and/or divisions are performed (if any); 3) analysis of arguments and, in general, of the logical coherence of thought; 4) analysis of consistence of thought (of non-contradiction). “The main condition of a process of thought is argumentation (reasoning); where there is no reasoning, there is no thought, in the exact sense of the word, but mere expression of opinion or known information. An important place in the logical analysis is played by “logical formalization”. The work paper is structured on two chapters and conclusions and aims to analyze the level of applicability of the science of logic, in general, and of the logic of norms and actions (as branches thereof) in the sciences of administration, as well as the contributions brought through the science of logic to the analysis of the public decisions and of the administrative phenomenon. In the first chapter of the paper there were presented aspects of theoretical order connected to the logic of action, modal logic, logic of norms, decision, public decision and the method of the decisional trees. In the second chapter there are emphasized by example: the advantages of using the method of decisional trees in the analysis of and of using the three indexes referring to the power of an actor to decide through vote.
Research Paper (postgraduate) from the year 2012 in the subject Politics - Political Theory and the History of Ideas Journal, , language: English, abstract: Nowadays, public policies represent the most adequate instrument of action in view to achieve the public interest, no matter we talk about European, national or local level. The rational approach of public policies, representing the topic of the current publication, is or should be a steady feature of public policy making and implementing. We find the origins of this approach both in key papers of political and administrative sciences, as well as in those concerning the theory of rational choice. In the current book, a direct, causal relationship is established between public administration, public policies and the theory of rational choice. The context of that relationship holds a great structural and functional complexity, demonstrating that the juxtaposition of the three mentioned fields is not enough. The mechanisms for their connection highlight links of various, non-linear intensities, in view of a finality which should be related every time to the public interest. The public interest is also defined further a process of public choice, more or less a rational one. It is quantified in terms of efficiency and effectiveness, thus supporting the need to introduce the cost-benefit or cost-effectiveness analyses as instruments for assessing the impact of public policies in our research. The book is structured in five chapters, attempting to analyse, in an integrating vision, a joint, interdisciplinary issue, which is boosted by public policies process on public administration in the context of incorporating the theory of rational choice. The first three chapters have a theoretical character, generally a descriptive one, the fourth and fifth chapters aim to identify the influences or “prints” of the theory of rational choice on public policy making at European and national level. The publication represents the outcome of researches achieved by authors in the framework of the Doctoral School in Administrative Sciences of the Faculty of Public Administration, National School of Political Studies and Public Administration, Bucharest.
