How does the European Union affect devolution and nationalist conflict in member states? Does the EU reduce the scope of regional self-government or enhance it? Does it promote conflict or cooperation among territorial entities? These are pressing questions in Spanish politics, where devolution has been an important tool for managing nationalist disputes, and for the Basque Country, where protracted and sometimes violent nationalist conflicts persist. Addressing these issues, this book explores prospects for an autonomous Basque role in EU politics; institutional arrangements for autonomous community participation in EU decision making; Basque government alliances with other regions and the EU's supranational bodies; EU incentives for collaboration among Basque and central state authorities; the impact of EU decisions on politically sensitive Basque competencies; and the incidence of EU issues in nationalist disputes. It presents a new theoretical framework for analysing the impact of the EU on regional power and will be of interest to students, researchers and general observers of Basque, Spanish and EU politics.
This book examines how democratic communities resolve dilemmas posed by anti-system parties or, more specifically, the question of why democracies take the grave decision to ban political parties. On the one hand, party bans may ‘protect’ democracies, usually from groups deemed to undermine the democratic system or its core values, territorial integrity or state security. At the same time, banning parties challenges foundational democratic commitments to political pluralism, tolerance and rights to free speech and association. The book probes the deliberative processes, discursive strategies and power politics employed when democratic communities negotiate this dilemma. It examines discourses of securitization and desecuritization, preferences of veto-players, anti-system party orientations to violence, electoral systems and the cordon sanitaire as alternatives to party bans, and incentives for mainstream parties to cooperate, rather than ban, parties to achieve office and policy goals. It does so with reference to case studies of party bans, legalizations and failed ban cases in Spain (Herri Batasuna and successors), the United Kingdom (Sinn Féin and Republican Clubs) and Germany (Socialist Reich Party and National Democratic Party of Germany).

A comparative study of how British and Canadian schools have responded in recent decades to the needs of multilingual populations. In particular, it examines language policies, the teaching of English, classroom responses to linguistic and cultural diversity, and community/heritage language teaching.
This volume looks at the interactions of collaborating teachers in multilingual classrooms and how these impact on what counts as knowledge in the secondary school classroom. It also looks at how policy statements and ideologies around multilingualism position teachers and learners in particular ways. A linguistic ethnographic approach is taken in the study, which considers the discourses of whole class and small group teaching and learning. Chapters consider the relation between different languages, different pedagogues and different teacher identities in the secondary school classroom. The book documents how a policy of inclusion is played out in practice.

This history traces the beginning of that process in England, follows its transference to Canada, and demonstrates how illustrators, engravers, photo-engravers, and lithographers became part of an increasingly commercially oriented industry. It was an industry of major importance in the fields of printing and new forms of advertising, but it was also an industry that led to a change in status for the members of its work force who considered themselves to be artists.

More and more women are being sent to prison: at the time when this book was written UK numbers had doubled over the last five years, and the Prison Reform Trust called this 'a rate of increase without precedent in the modern era.' Indeed, the figures for convicted women shows an even greater increase - 76% according to the National Association of Probation Officers, more than twice the increase for men. Though the media focuses on high profile prisoners like Myra Hindley and Rosemary West, most women become 'invisible' as soon as they pass through the prison gates and are subsumed into a world that is predominantly masculine and insensitive to their very different needs. The author spent the past five years visiting twelve of the 16 prisons that take women, interviewing prisoners and, more unusually, those whose job it is to care for them - prison officers, education, probation and healthcare staff, chaplains and counsellors. In a book that is deliberately accessible to the general reader as well as to the prison professional, she vividly recreates the realities of prison life for a woman at the end of the twentieth century, as conditions worsen with overcrowding, staff shortages and expenditure cuts. Some of Devlin's findings will shock as well as inform: she describes the over-use of medication as a means of control; the violence resulting from drug misuse; the plight of ethnic minority and foreign national women, and the self-mutilation and suicide attempts of women in desperate need of help.

Between 1861 and 1865, approximately 200,000 women were widowed by the deaths of Civil War soldiers. They recorded their experiences in diaries, letters, scrapbooks, and pension applications. In Love and Duty, Angela Esco Elder draws on these materials—as well as songs, literary works, and material objects like mourning gowns—to explore white Confederate widows' stories, examining the records of their courtships, marriages, loves, and losses to understand their complicated relationship with the Confederate state. Elder shows how, in losing their husbands, many women acquired significant cultural capital, which positioned them as unlikely actors to gain political influence. Confederate officialdom championed a particular image of white widowhood—the young wife who selflessly transferred her monogamous love from her dead husband to the deathless cause for which he'd fought. But a closer look reveals that these women spent their new cultural capital with great shrewdness and variety. Not only were they aware of the social status gained in widowhood; they also used that status on their own terms, turning mourning into a highly politicized act amid the battle to establish the Confederacy's legitimacy. Death forced all Confederate widows to reconstruct their lives, but only some would choose to play a role in reconstructing the nation.
