Scull, who is well-known for his previous work in this area, examines a range of issues, including the changing social meanings of madness, the emergence and consolidation of the psychiatric profession, the often troubled relationship between psychiatry and the law, the linkages between sex and madness, and the constitution, character, and collapse of the asylum as our standard response to the problems posed by mental disorder. This book is emphatically not part of the venerable tradition of hagiography that has celebrated psychiatric history as a long struggle in which the steady application of rational-scientific principles has produced irregular but unmistakable evidence of progress toward humane treatments for the mentally ill. In fact, Scull contends that traditional mental hospitals, for much of their existence, resembled cemeteries for the still breathing, medical hubris having at times served to license dangerous, mutilating, even life-threatening experiments on the dead souls confined therein. He argues that only the sociologically blind would deny that psychiatrists are deeply involved in the definition and identification of what constitutes madness in our world – hence, claims that mental illness is a purely naturalistic category, somehow devoid of contamination by the social, are taken to be patently absurd. Scull points out, however, that the commitment to examine psychiatry and its ministrations with a critical eye by no means entails the romantic idea that the problems it deals with are purely the invention of the professional mind, or the Manichean notion that all psychiatric interventions are malevolent and ill-conceived. Decarceration" is a word which has not yet entered the dictionary. But it is increasingly being used to designate a process with momentous implications for all of us. It is shorthand for a state-sponsored policy of closing down asylums, prisons, and reformatories. Mad people, criminals, and delinquents are being discharged or refused admission to the dumps in which they have been traditionally housed. Instead, they are to be left at large, to be coped with "in the community." We are told by those who run programs of this sort that keeping the criminal and the mentally disturbed in our midst is "humane." We are informed that it is a "more effective" means of curing or rehabilitating such people. And, miracle of miracles, we learn that this approach is also "cheaper"! With an alternative which embraces such an array of virtues, who can be surprised to learn that mental hospitals are emptying faster and faster, and that with each passing day the convicted felon's chances of going to prison grow more remote? On closer examination, it turns out that this whole enterprise is built on a foundation of sand. The claim that leaving deviants at large "cures" or "rehabilitates" them is just that - a claim. Little or no solid evidence can be offered in its support. Instead, it rests uneasily on a cloud of rhetoric and wishful thinking. Most people's conception of the "humane" does not embrace placing senile men and women in the hands of rapacious nursing home operators or turning loose the perpetrators of violent crimes, under conditions which guarantee that they will receive little or no supervision. Yet, as decarceration has been implemented, this is what has been happening. Much of the time, it appears as if the policy makers simply do not know what will happen when their schemes are put into effect. Nor do they seem very concerned to find out. Often, they do not even know where those they have dumped back on the rest of us are to be found.

Military conflicts, particularly land combat, possess the characteristics of complex adaptive systems: combat forces are composed of a large number of nonlinearly interacting parts and are organized in a dynamic command-and-control network; local action, which often appears disordered, self-organizes into long-range order; military conflicts, by their nature, proceed far from equilibrium; military forces adapt to a changing combat environment; and there is no master ?voice? that dictates the actions of every soldier (i.e., battlefield action is decentralized). Nonetheless, most modern ?state of the art? military simulations ignore the self-organizing properties of combat.This book summarizes the results of a multiyear research effort aimed at exploring the applicability of complex adaptive systems theory to the study of warfare, and introduces a sophisticated multiagent-based simulation of combat called EINSTein. EINSTein, whose bottom-up, generative approach to modeling combat stands in stark contrast to the top-down or reductionist philosophy that still underlies most conventional military models, is designed to illustrate how many aspects of land combat may be understood as self-organized, emergent phenomena. Used worldwide by the military operations research community, EINSTein has pioneered the simulation of combat on a small to medium scale by using autonomous agents to model individual behaviors and personalities rather than hardware.

In 404 b.c. the Peloponnesian War finally came to an end, when the Athenians, starved into submission, were forced to accept Sparta's terms of surrender. Shortly afterwards a group of thirty conspirators, with Spartan backing ("the Thirty"), overthrew the democracy and established a narrow oligarchy. Although the oligarchs were in power for only thirteen months, they killed more than 5 percent of the citizenry and terrorized the rest by confiscating the property of some and banishing many others. Despite this brutality, members of the democratic resistance movement that regained control of Athens came to terms with the oligarchs and agreed to an amnesty that protected collaborators from prosecution for all but the most severe crimes. The war and subsequent reconciliation of Athenian society has been a rich field for historians of ancient Greece. From a rhetorical and ideological standpoint, this period is unique because of the extraordinary lengths to which the Athenians went to maintain peace. In Remembering Defeat, Andrew Wolpert claims that the peace was "negotiated and constructed in civic discourse" and not imposed upon the populace. Repetition, the Compulsion to Repeat, and the Death Drive—a critical examination of Freud’s uses of repetition as they lead to the compulsion to repeat and his infamous death drive—is in effect the first scholarly attempt to ground Freudian psychoanalysis on the concept of repetition. Like perhaps no other concept, repetition drove Freud to an understanding of human behavior through development of models of the human mind and a method of treating neurotic behavior. This lecture describes a theoretical framework for the behavioural sciences that holds high promise for theory-driven research and design in Human-Computer Interaction. The framework is designed to tackle the adaptive, ecological, and bounded nature of human behaviour. It is designed to help scientists and practitioners reason about why people choose to behave as they do and to explain which strategies people choose in response to utility, ecology, and cognitive information processing mechanisms. A key idea is that people choose strategies so as to maximise utility given constraints. The framework is illustrated with a number of examples including pointing, multitasking, skim-reading, online purchasing, Signal Detection Theory and diagnosis, and the influence of reputation on purchasing decisions. Importantly, these examples span from perceptual/motor coordination, through cognition to social interaction. Finally, the lecture discusses the challenging idea that people seek to find optimal strategies and also discusses the implications for behavioral investigation in HCI.
The 1935 Government of India Act was arguably the most significant turning point in the history of the British administration in India. The intent of the Act, a proposal for an Indian federation, was the continuation of British control of India, and the deflection of the challenge to the Raj posed by Gandhi, Nehru and the nationalist movement. This book seeks to understand why British administrators and politicians believed that such a strategy would work and what exactly underpinned their reasons. It is argued that British efforts to defuse and disrupt the activities of Indian nationalists in the interwar years were predicated on certain cultural beliefs about Indian political behaviour and capacity. However, this was not simply a case of 'Orientalist' policy-making. Faced with a complicated political situation, a staggering amount of information and a constant need to produce analysis, the officers of the Raj imposed their own cultural expectations upon events and evidence to render them comprehensible. Indians themselves played an often overlooked role in the formulation of this political intelligence, especially the relatively few Indians who maintained close ties to the colonial government such as T.B. Sapru and M.R. Jayakar. These men were not just mediators, as they have frequently been portrayed, but were in fact important tacticians whose activities further demonstrated the weaknesses of the colonial information economy. The author employs recently released archival material, including the Indian Political Intelligence records, to situate the 1935 Act in its multiple and overlapping contexts: internal British culture and politics; the imperial 'information order' in India; and the politics of Indian nationalism. This rich and nuanced study is essential reading for scholars working on British, Indian and imperial history.
