Executive Summary

Domestic revenue mobilization has been a longstanding challenge for countries in the Middle East and Central Asia. Insufficient revenue has often constrained priority social and infrastructure spending, reducing countries’ ability to reach the Sustainable Development Goals, improve growth prospects, and address climate related challenges. Moreover, revenue shortfalls have often been compensated by large and sustained debt accumulation, raising vulnerabilities in some countries, and limiting fiscal space to address future shocks. The COVID-19 pandemic and the war in Ukraine have compounded challenges to sustainable public finances, underscoring the need for revenue mobilization efforts. The recent global crises have also exacerbated existing societal inequalities and highlighted the importance of raising revenues in an efficient and equitable manner. This paper examines the scope for additional tax revenue mobilization and discusses policies to gradually raise tax revenue while supporting resilient growth and inclusion in the Middle East and Central Asia. The paper’s main findings are that excluding hydrocarbon revenues, the region’s average tax intake lags those of other regions; the region’s fragile and conflict-affected states (FCS) face particular challenges in mobilizing tax revenue; In general, there is considerable scope to raise additional tax revenue; countries have made efforts to raise tax collection, but challenges remain; tax policy design, notably low tax rates and pervasive tax exemptions, is an important factor driving tax revenue shortfalls; weak tax compliance, reflecting both structural features and challenges in revenue administration, also plays a role; and personal income tax systems in the region vary in their progressivity—the extent to which the average tax rate increases with income—and in their ability to redistribute income. These findings provide insights for policy action to raise revenue while supporting resilient growth and inclusion. The paper’s analysis points to these priorities for the region to improve both efficiency and equity of tax systems: improving tax policy design to broaden the tax base and increase progressivity and redistributive capacity; strengthening revenue administration to improve compliance; and implementing structural reforms to incentivize tax compliance, formalization, and economic diversification.

Modern tax administrations seek to optimize tax collections while minimizing administration costs and taxpayer compliance costs. Experience shows that voluntary compliance is best achieved through a system of self-assessment. Many tax administrations have introduced self-assessment principles in the income tax law but the legal authority is not being consistently applied. They continue to rely heavily on “desk” auditing a majority of tax returns, while risk management practices remain largely underdeveloped and/or underutilized. There is also plenty of opportunity in many countries to enhance the design and delivery of client-focused taxpayer service programs, and better engage with the private sector and other stakeholders.

The value-added tax (VAT) has the potential to generate significant government revenue. Despite its intrinsic self-enforcement capacity, many tax administrations find it challenging to refund excess input credits, which is critical to a well-functioning VAT system. Improperly functioning VAT refund practices can have profound implications for fiscal policy and management, including inaccurate deficit measurement, spending overruns, poor budget credibility, impaired treasury operations, and arrears accumulation.This note addresses the following issues: (1) What are VAT refunds and why should they be managed properly? (2) What practices should be put in place (in tax policy, tax administration, budget and treasury management, debt, and fiscal statistics) to help manage key aspects of VAT refunds? For a refund mechanism to be credible, the tax administration must ensure that it is equipped with the strategies, processes, and abilities needed to identify VAT refund fraud. It must also be prepared to act quickly to combat such fraud/schemes.

Tanzania in the 1970s was at the forefront of policy innovation. Near-universal primary education, access to health services and supplies of clean water subsequently became mainstream ambitions in Africa and elsewhere. But its policies towards agricultural and industrial production failed and left the country in a particularly weak position when it faced the demands of structural adjustment in the 1980s. This book, originally published in 1982, has been reissued with a new introduction which brings its themes up to the present, when income from gold mining and natural gas is making Tanzania one of the most dynamic economies in Africa today. The author, first an economic civil servant in Tanzania, later an academic at the University of Dar es Salaam, was in a unique position to write it, drawing on his own experiences as well as the plethora of ideas and debates in Dar es Salaam in the 1970s. The book has stood the test of time not only because of the range of material it covers but more profoundly because of the approach it takes to the work of Tanzania's founding president, Julius Nyerere - sympathetic to his ideas, deeply critical of failures in implementation. 25 short easily-read chapters take the story of Tanzania from pre-colonial times to the present, and show how Nyerere was hemmed in by what he inherited from the German and British colonialists who ran the country up to Independence in 1961. It provides an invaluable introduction to anyone coming to the country for the first time, and offers a profound assessment of the theoretical debates that have made Tanzania of such interest to students of development.

The sum set aside for this was £5 million. At STIAS, the ‘Health in Transition’ theme includes a programme to address the epidemic rise in the incidence of non-communicable diseases (NCDs) such as Type 2 diabetes, hypertension, obesity, coronary heart disease and stroke in Africa. The aim is to advance awareness, research capacity and knowledge translation of science related to the Developmental Origins of Health and Disease (DOHaD) as a means of preventing NCDs in future generations. Application of DOHaD science is a promising avenue for prevention, as this field is identifying how health and nutrition from conception through the first 1 000 days of life can dramatically impact a developing individual’s future life course, and specifically predicate whether or not they are programmed in infancy to develop NCDs in later life. Prevention of NCDs is an essential strategy as, if unchecked, the burden of caring for a growing and ageing population with these diseases threatens to consume entire health budgets, as well as negatively impact the quality of life of millions. Africa in particular needs specific, focussed endeavors to realize the maximal preventive potential of DOHaD science, and a means of generating governmental and public awareness about the links between health in infancy and disease in adult life. This volume summarizes the expertise and experience of a leading group of international scientists led by Abdallah Daar brought together at STIAS as part of the ‘Health in Transition’ programme.

By most accounts, rural Malawi has lacked dynamism in the past decade. Growth has been mostly volatile, in large part due to unstable macroeconomic fundamentals evidenced by high inflation, fiscal deficits, and interest rates. When rapid economic growth has materialized, the gains have not always reached the poorest. Poverty remains high and the rural poor face significant challenges in consistently securing enough food. Several factors contribute to stubbornly high rural poverty. They include a low-productivity and non-diversified agriculture, macroeconomic and recurrent climatic shocks, limited non-farm opportunities and low returns to such activities, especially for the poor, and poor performance from some of the prominent safety net programs. The Report proposes complementary policy actions that offer a possible path for a more dynamic and prosperous rural economy. The key pillars of this comprise macroeconomic stability, increased productivity in agriculture, faster urbanization, better functioning safety nets, and more inclusive financial markets. Some recommendations call for a reorientation of existing programs such as the Malawi Farm Input Subsidy Program (FISP) and the Malawi Social Action Fund Public Works Program (MASAF-PWP). Others identify promising new areas of intervention, such as the introduction of digital IDs and biometric technologies to enhance the reach of mobile banking and deepen financial inclusion. Finally, and importantly, the report recommends the scaling up of investments on girls’ secondary education to curb early child marriage and early child bearing among adolescents. This will empower women at home and work and bend the trajectory of fertility rates in rural areas in order to boost human development and reduce poverty.

A previous IMF Working Paper on value-added tax (VAT) refunds (WP/07/31, by Keen and Smith) describes the main forms of VAT noncompliance and concludes that VAT is susceptible to evasion and fraud like any other tax. This paper shows the insidious nature and extent of VAT refund fraud in selected EU countries and argues that this type of noncompliance requires tax administrations to adopt a coordinated strategy and deploy a range of countermeasures to combat this threat. Because such fraud is primarily a criminal legal issue, tackling it successfully will require cooperation, both internationally between VAT administrations and nationally between tax authorities and the judiciary. The paper’s focus is primarily on advanced economies in the context of the EU, but many of the recommendations are applicable to emerging market and developing countries. A separate IMF How to Note discusses managing VAT refunds in developing countries.
