The European Union is facing today the greatest crisis since its creation. Brexit could mean not only the reversal of its steady enlargement—from 6 to 28 member states—but also the beginning of an inexorable decline leading to its disintegration. However, few today seem to recollect that it was precisely the British who were the first to promulgate the political culture which inspired the European Union’s construction—democracy and federalism—and the first who tried to realise, in June 1940, a European federation on the basis of an Anglo-French union. This volume traces the fundamental stages of the European unification process, placing it in relation to the wider process of world economic and political integration. In particular, it analyses the historical significance of the European Revolution, which is identified in the overcoming of the nation state—namely the modern political formula which institutionalised the political division of mankind—and the birth of the first truly international state. The universal historical significance of the European Revolution lies in its exportability—as for the other great European revolutions—and, therefore, its potential as progressively extensible to all the states of the planet. Europe was indeed the first region of the world where the barriers between national states fell, and a post-national political identity emerged, complementary to national political identities. It is, in fact, in the context of the European Union that democracy beyond the borders of the nation state has first been realized, constituting a guiding principle for global governance.

During the nineteenth century, the development and codification of forest science in France were closely linked to Provence's time-honored tradition of mobile pastoralism, which formed a major part of the economy. At the beginning of the century, pastoralism also featured prominently in the economies and social traditions of North Africa and southwestern Anatolia until French forest agents implemented ideas and practices for forest management in these areas aimed largely at regulating and marginalizing Mediterranean mobile pastoral traditions. These practices changed not only landscapes but also the social order of these three Mediterranean societies and the nature of French colonial administration. In Nomad's Land Andrea E. Duffy investigates the relationship between Mediterranean mobile pastoralism and nineteenth-century French forestry through case studies in Provence, French colonial Algeria, and Ottoman Anatolia. By restricting the use of shared spaces, foresters helped bring the populations of Provence and Algeria under the control of the state, and French scientific forestry became a medium for state initiatives to sedentarize mobile pastoral groups in Anatolia. Locals responded through petitions, arson, violence, compromise, and adaptation. Duffy shows that French efforts to promote scientific forestry both internally and abroad were intimately tied to empire building and paralleled the solidification of Western narratives condemning the pastoral tradition, leading to sometimes tragic outcomes for both the environment and pastoralists.

Sustainable development is now widely accepted as a political objective in the UK and elsewhere but to what extent has the UK’s rhetoric on sustainable development become a reality? The aim of this book is to critically examine the UK’s approach to promoting and delivering sustainable development. It begins by providing a detailed account of UK law on sustainable development by reviewing the various policy, institutional and legal mechanisms used by the UK since the 1980s and by devolved administrations since devolution took effect in 1999. Progress has been slow, too slow and, according to the scientists, time is running out. To deal with this lack of progress, the book advocates increasing the status of ecological sustainability and sustainable development through the introduction of a wide range of legal mechanisms which would compel the change needed. The book calls for ecological sustainability, or respecting the Earth’s environmental limits, to be afforded the status of legal principle and argues that with ecological sustainability at its normative core, sustainable development could provide an effective framework for decision making and governance. It argues that to support this approach and ensure consistency, the time has come for sustainable development to receive explicit legal backing. Over and above its symbolic and educational value, legislation can impose mandatory rules on policymakers and decision makers, often with meaningful consequences both inside and outside the courtroom. To this end, the book contributes to the theory on sustainable development governance by suggesting three possible legislative approaches for such intervention. The volume concludes that while a lack of leadership on sustainable development may hinder the introduction of these innovations, once introduced, these innovations would equally provide much needed support for effective leadership towards a sustainable future.
