How to Promote Cooperation between Majority and Minority Ethnic Groups

Social exclusion of minority groups is an intractable problem in many diverse nations. For some minority groups this means going to segregated schools, for others not having access to gainful employment or quality healthcare. But why does social exclusion persist, and what can one do to stop it? This book proposes a theory of how individual behavior contributes to social exclusion, a novel method for measuring that behavior, and solutions to ending it. Based on original fieldwork among Central and Eastern European Roma, the largest ethnic minority in Europe (yet still very understudied), and non-Roma, Ana Bracic develops a theory she calls the exclusion cycle, through which anti-minority culture gives rise to discrimination by members of the majority, and minority members develop survival strategies. Members of the majority resent these strategies, assuming that they are endemic to the minority group rather than an outcome of their own discriminatory behavior. To illustrate her theory, Bracic includes an analysis of a video game she created that simulates interactions between Roma and non-Roma participants, which members of these groups played through avatars (thereby avoiding contentious face-to-face interactions). The results demonstrate that majority members discriminate against minority members even when minority group members behave in ways identical to the majority. It also shows the way in which minority members develop survival mechanisms. Bracic draws on the results of the simulation to offer evidence that this cycle can be broken through NGO-promoted discussion and interaction between groups. She also draws on extant scholarship on interactions between Muslim women in France, African Americans, the Batwa in Uganda, and their respective majority communities.

Kennedy indicates in his posthumously published and recently re-edited essay A Nation of Immigrants, all citizens of the United States are immigrants or descendants of immigrants. Therefore, according to the author, immigration policy should suit their needs in order to ensure the well-being of a country which depends on "the contribution of immigrants [...] in every aspect of [its] national life." However, with 37.4 million foreign-born residents in the United States in 2006, of which 9.1 million have obtained legal permanent resident status since 1997 (1,266,264 in 2006 only) and an estimated 11.6 million are unauthorized migrants, immigration has become a highly controversial subject. Fuelled by the 9/11 attacks and a growing xenophobia in the United States, protest against legal and illegal immigration is increasing, forcing politicians to take action. Although the U.S. economy depends largely on immigrant labour, immigration policy is becoming tougher than ever. This paper deals with the latest legal efforts to control illegal immigration: the 2005 Border Protection, Anti-terrorism, and Illegal Immigration Control Act, House of Representatives Bill 4437 and the 2006 Comprehensive Immigration Reform Act, Senate Bill 2611 and the reactions they caused among Americans. In order to illustrate the momentousness of the current debate about unauthorized migration, I will start with an overview of the most important facts and figures including a definition of the notion 'illegal/ unauthorized (im)migrant', the countries of origin and distribution of illegal immigrants and their impact on the U.S. economy. Seminar paper from the year 2007 in the subject American Studies - Literature, grade: 1,3, University of Paderborn, 31 entries in the bibliography, language: English, abstract: Despite the ferocious anti-racism of his early works, Himes is best known and appreciated for his detective stories. Whereas these were very successful especially in Europe, the bitterness of his first books did not find approval at first. His short stories, however, were popular enough to sell mostly to black newspapers and magazines but also to Esquire. The stories treated in this paper were published posthumously in the anthology The Collected Stories of Chester Himes. These short stories, written between 1933 and 1978, deal with themes ranging from women and poverty to life in prison, war, and, above all, racism. Some of them could be considered semi-autobiographical. They are Himes' way of dealing with his situation as a black American in a white segregationist society and reflect his anger and hopelessness. This paper will concentrate on two short stories treating the subject of racism against African Americans which is omnipresent in Himes' works. Whereas in "All God's Chillun Got Pride" Himes emphasizes that the inferiority of blacks is not a natural phenomenon but a tradition forcibly imposed on them by the whites, "Rufus Jones" is a bitter-sweet humorous attempt to unveil the absurdity of racial stereotypes. To understand the bitterness and cynicism of Himes' short stories it is necessary both to recall the historical developments that influenced them and to look at the author's biography. Therefore, I will first introduce a short historical and biographical overview, to then focus on the selected short stories and finally sum up the outcome.
