The Postcolonial African State in Transition offers a new perspective on a set of fundamental, albeit old questions with salient contemporary resonance: what is the nature of the postcolonial state? In Africa and elsewhere in the colonial and postcolonial world, the centralized sovereign state has become something of a meta-model that bears the imprint of necessity and determinism. This book argues that there is nothing natural, linear, conventional or intrinsically consensual about the centralized state form. In fact, the African state emerged, and was erected against, and at the expense of a variety of authority structures and forms of self-governance. Hoarding Memory looks at the ways the stories of the Algerian War (1954–62) have proliferated among the former French citizens of Algeria. By engaging hoarding as a model, Amy L. Hubbell demonstrates the simultaneously productive and destructive nature of clinging to memory. These memories present massive amounts of material, akin to the stored objects in a hoarder’s house. Through analysis of fiction, autobiography, art, and history that extensively use collecting, layering, and repetition to address painful war memories, Hubbell shows trauma can be hidden within its own representation. Hoarding Memory dedicates chapters to specific authors and artists who use this hoarding technique: Marie Cardinal, Leïla Sebbar, and Benjamin Stora in writing and Nicole Guiraud and Patrick Altes in art. First published in 1998, this volume responds to child-prostitution being recognised as a major social problem in modern capitalist Taiwan. It is defined, both legally and socially, as a problem of ‘sexual transactions involving children and juveniles’, thus the issue of child maltreatment is submerged under other concerns. However, the main concern of this book is the protection of children from maltreatment, so related socio-legal measures will be examined by this parameter. During the social campaigns against child prostitution, structural problems such as police corruption, male sexual perversion, socio-economic inequality, and the maladjustment of aboriginal people in the modern Taiwanese society are subjugated to increasing criticism. Nevertheless, efforts to encounter any of them have had very limited accomplishment. This book intends to show that the functions of law in the prevention and treatment of the social problem of child prostitution cannot work as intended if those structural problems are not properly tackled. Suggestions are also made to address the need to reconceptualise the problem in the analytical framework of child maltreatment and to recommend the direction for reformation of policy and practice.
Successive UK governments have pursued ambitious programmes of private sector competition in public services that they promise will deliver cheaper, higher quality services, but not at the expense of public sector workers. The public procurement rules (most significantly Directive 2004/18/EC) often provide the legal framework within which the Government must deliver on its promises. This book goes behind the operation of these rules and explores their interaction with the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE); regulations that were intended to offer workers protection when their employer is restructuring his business. The practical effectiveness of both sources of regulation is critiqued from a social protection perspective by reference to empirical findings from a case study of the competitive tendering exercise for management of HMP Birmingham that was held by the National Offender Management Service (NOMS) between 2009 and 2011. Overall, the book challenges the Government's portrayal of competition policies as self-evident sources of improvement for public services. It highlights the damage that can be caused by competitive processes to social capital and the organisational, cultural and employment strengths of public services. Its main conclusions are that prison privatisation processes are driven by procedure rather than aims and outcomes and that the complexity of the public procurement rules, coupled with inadequate commissioning expertise and organisational planning, can result in the production of contracts that lack aspiration and are insufficiently focused upon improvement or social sustainability. In sum, the book casts doubt upon the desirability and suitability of using competition as a policy mechanism to improve public services.

Processed Cheese -- J. L. Kraft grew up on a dairy farm in Stevensville, Ontario. While working as a grocer he was struck by the amount of cheese that was wasted on wheels of cheddar when the dried rind was scraped off to get at the fresh interior. He resolved to find a way to use this "waste" product, experimenting with double boilers, preservatives and cheddar. Eventually he found a way of stabilizing the dairy product that has come to be known as processed cheese. 2. Frozen Foods -- The technology to freeze food quickly and transport it to markets far away was developed in Halifax in 1928. Within a year, "ice fillets" were being sold to fish-deprived Torontonians who loved the taste and didn't seem to mind the high price tag. Despite this, the fishing industry and private companies lost interest and quickly mothballed the project. In 1930, a feisty American, Colonel Clarence Birdseye, claimed responsibility for developing frozen foods and promptly made a fortune. 3. Pablum -- Invented in 1930 by Dr. Alan Brown, assisted by researchers Theodore Drake and Fred Tisdall. The add-water babycereal revolutionized infant nutrition, and, of course, became synonymous with food that was bland and mushy. 4. Poutine -- Although many claim responsibility for the crowd-pleasing combination of squeaky cheese curds, canned gravy and french fries, it is generally agreed that the first order of this regional specialty of Quebec was served up by restaurant owner Fernand Lachance in 1957. Many variations on the original recipe exist including one deluxe version with foie gras served in Montreal's Pied de Cochon bistro.
