The first study of its kind to address the issue of ethnic diversity, Minority Citizens in Disasters focuses on the responses of two minorities--blacks and Mexican-Americans--relative to whites in three disaster events: a propane car derailment, a nitric acid spill, and a flood. Ronald Perry and Alvin Mushkatel find that response to initial warnings is influenced by the source of the information--mass media, public authorities, or family and friends--and by the immediacy of the danger, a group's familiarity with the type of threat, and the cause of the disaster. Though social contacts were most often the source of warning, public authorities were the most trusted and reliable. The mass media, usually considered an unreliable source, proved an effective means for reaching a majority of Mexican-Americans, who often tuned in to Spanish-language stations. Blacks, however, tended to dismiss the media as a vehicle controlled by whites and covering primarily white concerns, while whites often dismissed news stories as mere media productions. Perry and Mushkatel's record of the responses of blacks, Mexican-Americans, and whites not only reveals the differing social configurations of minority and majority groups but, more important, suggests concrete ways to modify and improve emergency management systems.

This book is the first synthesis on social policy in Canada to provide a critical perspective on the evolution of social policy in the country. While earlier work has treated each new social program as a major advance, and reacted with shock to neoliberalism’s attack on social programs, Alvin Finkel demonstrates that right-wing and left-wing forces have always battled to shape social policy in Canada. He argues that the notion of a welfare state consensus in the period after 1945 is misleading, and that the social programs developed before the neoliberal counteroffensive were far less radical than they are sometimes depicted. This book deals with two inconsistent myths that persistently surround industrial use of coal. The first myth is that the Clean Air Act precluded the use of coal; the second, that industrial use of coal will expand rapidly as a result of purely economic choices. Through analyzing fuel-use decisions actually made by industry, Mr. Alm concludes that environmental quality standards have played a minor role in industrial choice of fuel. Historically, natural gas and oil have been both less costly and more convenient fuels for industry to use. Coal gained a substantial economic advantage over oil after the oil price increases of the last decade, yet it continues to maintain a lower market share than economics alone would suggest. Mr. Alm demonstrates that coal's share of the fuel market will continue to remain low because of the way U.S. businesses view fuel-use choices. For most U.S. firms, energy costs are a relatively small portion of total costs and a minor factor in a firm's ability to compete. Faced with alternative capital projects to expand production facilities or to make mandatory investments, companies do not generally give high priority to coal conversion projects. Moreover, most U.S. firms have little experience with burning coal, and that lack of expertise creates additional psychological and institutional barriers to coal's use. Finally, there is a tendency to prefer high-payoff, short-term investments over projects that promise cost savings many years in the future. These are all strong reasons for coal's lackluster performance in the industrial market—much more potent forces than environmental regulations.

The qualities and effectiveness of working groups are determined by the goals of the group and the motives of its members. In Motives and Goals In Groups, Alvin Zander studies the effects of group goals and the reasons why particular group goals are chosen. He examines the origins of such goals, determines their value in terms of the work of the group, and analyzes how goals are affected by members' aspirations to achieve success. Zander assumes the idea that the motives of members are not merely dispositions to obtain personal satisfaction, but are also inclinations to achieve group success. In later investigations, these concepts were tested in groups outside the laboratory classrooms, executive boards, industrial crews, and business departments. IN TRADITIONAL economics the theory of money and the theory of output have been treated separately with little or no tendency toward integration. First Wicksell and then Keynes gave impetus to the movement to combine the theory of money with that of output as a whole. Drawing on classical economics and the modern aggregate analysis of Keynes, Professor Hansen in this volume succeeds in writing a book which, unlike the classical studies, shows the importance of money in the theory of output as a whole; and which, unlike numerous modern writings (e.g., of Hawtrey, Douglas, Hayek), avoids overemphasizing the importance of money.
