For example, only manifolds of dimension four can exhibit infinitely many distinct smooth structures. Indeed, their topology remains the least understood today. To put things in context, the book starts with a survey of higher dimensions and of topological 4-manifolds. In the second part, the main invariant of a 4-manifold—the intersection form—and its interaction with the topology of the manifold are investigated. In the third part, as an important source of examples, complex surfaces are reviewed. Routing, also known as forwarding, is a function located in one or more layers of the stack of communication protocols. It aims to select paths in a network along which sent source traffic to destinations while satisfying the needs of users and considering the technical and administrative capabilities of service providers.
The authors consider the full irrotational water waves system with surface tension and no gravity in dimension two (the capillary waves system), and prove global regularity and modified scattering for suitably small and localized perturbations of a flat interface. An important point of the authors' analysis is to develop a sufficiently robust method (the “quasilinear I-method”) which allows the authors to deal with strong singularities arising from time resonances in the applications of the normal form method (the so-called “division problem”). As a result, they are able to consider a suitable class of perturbations with finite energy, but no other momentum conditions. Part of the authors' analysis relies on a new treatment of the Dirichlet-Neumann operator in dimension two which is of independent interest. As a consequence, the results in this paper are self-contained.
In some language groups, Bible commentaries and translations are of lesser quality, often due to the lack of training in Greek, Hebrew, and Aramaic for their authors and translators. Additionally, many commentaries are authored by those who are unfamiliar with the language, church, and culture of the target audience. Further, some language groups struggle with the quality of translations even of the biblical text itself. A translation may not be based on the biblical languages but on a Bible translation in another modern language. This can result in the theological perspective of the previous translators being unwittingly written into the subsequent translation. How can these challenges be addressed? In this volume of the Tyndale Theological Seminary Theses Series, two brothers, Bogdan and Alexandru Costea, address these types of biblical studies issues in Romania. Bogdan writes about the importance of having a Romanian commentary series that compares the biblical languages with the Romanian Bible versions used by Evangelicals and interacts with the Church Fathers. Rapid advances in microelectronic integration and the advent of Systems-on-Chip have fueled the need for high-level synthesis, i.e., an automated approach to the synthesis of hardware from behavioral descriptions. SPARK: A Parallelizing Approach to the High - Level Synthesis of Digital Circuits presents a novel approach to the high-level synthesis of digital circuits -- that of parallelizing high-level synthesis (PHLS). This approach uses aggressive code parallelizing and code motion techniques to discover circuit optimization opportunities beyond what is possible with traditional high-level synthesis. This PHLS approach addresses the problems of the poor quality of synthesis results and the lack of controllability over the transformations applied during the high-level synthesis of system descriptions with complex control flows, that is, with nested conditionals and loops. Also described are speculative code motion techniques and dynamic compiler transformations that optimize the circuit quality in terms of cycle time, circuit size and interconnect costs. We describe the SPARK parallelizing high-level synthesis framework in which we have implemented these techniques and demonstrate the utility of SPARK's PHLS approach using designs derived from multimedia and image processing applications. We also present a case study of an instruction length decoder derived from the Intel Pentium-class of microprocessors. This case study serves as an example of a typical microprocessor functional block with complex control flow and demonstrates how our techniques are useful for such designs. This thesis addresses one of the most fundamental challenges for modern science: how can the brain as a network of neurons process information, how can it create and store internal models of our world, and how can it infer conclusions from ambiguous data? The author addresses these questions with the rigorous language of mathematics and theoretical physics, an approach that requires a high degree of abstraction to transfer results of wet lab biology to formal models. The thesis starts with an in-depth description of the state-of-the-art in theoretical neuroscience, which it subsequently uses as a basis to develop several new and original ideas. Throughout the text, the author connects the form and function of neuronal networks. This is done in order to achieve functional performance of biological brains by transferring their form to synthetic electronics substrates, an approach referred to as neuromorphic computing. The obvious aspect that this transfer can never be perfect but necessarily leads to performance differences is substantiated and explored in detail. The author also introduces a novel interpretation of the firing activity of neurons. He proposes a probabilistic interpretation of this activity and shows by means of formal derivations that stochastic neurons can sample from internally stored probability distributions. This is corroborated by the author’s recent findings, which confirm that biological features like the high conductance state of networks enable this mechanism. The author goes on to show that neural sampling can be implemented on synthetic neuromorphic circuits, paving the way for future applications in machine learning and cognitive computing, for example as energy-efficient implementations of deep learning networks. The thesis offers an essential resource for newcomers to the field and an inspiration for scientists working in theoretical neuroscience and the future of computing.

Switching and routing are two types of procedures having the same fundamental purpose which is transferring information between different users of communication networks. But, while routing must be viewed at the overall level of the communication network, the information being exchanged between network nodes, switching refers to operations involving a single communication node, the information being transferred between its input / output access ports. The main idea of the approach is to relate this topic to the study of: a) deformations of (not necessarily linear) algebraic groups and b) deformations of their automorphisms. The reader is assumed to possesssome standard knowledge of algebraic geometry but no familiarity with Kolchin's work is necessary. This book contains twelve engaging philosophical lectures given by Alexandru Dragomir, most of them given during Romania’s Communist regime. The lectures deal with a diverse range of topics, such as the function of the question, self-deception, banalities with a metaphysical dimension, and how the world we live in has been shaped by the intellect. Among the thinkers discussed in these lectures are Anaxagoras, Socrates, Plato, Aristotle, Descartes, and Nietzsche. Alexandru Dragomir was a Romanian philosopher born in 1916. After studying law and philosophy at the University of Bucharest (1933–1939), he left Romania to study for a doctorate in philosophy in Freiburg, Germany, under Martin Heidegger. He stayed in Freiburg for two years (1941–1943), but before defending his dissertation he was called back to Romania for military service and sent to the front. After 1948, historical circumstances forced him to become a clandestine philosopher: he was known only within a very limited circle. He died in 2002 without ever publishing anything. It was only after his death that Dragomir's notebooks came to light. His work has been published posthumously in five volumes by Humanitas, Bucharest; the present volume is the first to appear in English translation. In 2009, the Alexandru Dragomir Institute for Philosophy was founded in Bucharest as an independent research institute under the auspices of the Romanian Society for Phenomenology.

This Element applies a new version of liberalism to international relations (IR), one that derives from the political theory of John Locke. It begins with a survey of liberal IR theories, showing that the main variants of this approach have all glossed over classical liberalism's core concern: fear of the state's concentrated power and the imperative of establishing institutions to restrain its inevitable abuse. The Ebb and Flow of Global Governance challenges the traditionally dichotomous distinction between international intergovernmental organizations and international nongovernmental organizations. Alexandru Grigorescu argues that international organizations are best understood as falling on an 'intergovernmental-nongovernmental continuum'. The placement of organizations on this continuum is determined by how much government involvement factors into their decision-making, financing, and deliberations. Using this fine-grained conceptualization, Grigorescu uncovers numerous changes in the intergovernmental versus nongovernmental nature of global governance over the past century and a half. These changes are due primarily to ideological and institutional domestic shifts in powerful states. The Ebb and Flow of Global Governance assesses the plausibility of these arguments through archival research on a dozen organizations from the global health, labor, and technical standards realms.
