Trouble is afoot in Digital Culture and Nerdland. These are, Alexander I. Stingl claims, not the engine of freedom and democracy that they once were hailed to be – this much is already clear in the wake of the snooping and surveillance crises that broke in recent years. Digitalization is but another version of the coloniality of power and being that has been at work for decades and centuries. He poses the question, whether Digital Age possess the legitimacy that ‘digitalization’ has claimed. His response is critically realistic, but he doesn’t stop at a critique for criticism’s sake. Inspired by the ideas of decolonial scholars, feminist science studies, current biological and neuro-cognitive research, and sociologists capable of reflection and self-criticism, Stingl attempts to ‘break’ the canvas of sociology and show that adding a third and decolonial dimension to the two-dimensional sociological imagination is indeed possible. He illustrates that it is possible that class-rooms, free speech on internet, and the inequalities in the production and distribution of a new form of social capital – digital cultural health care capital – can be subjected to a decolonial perspective along a sociological line of inquiry, if sociologists allow for relations with other disciplines and scholarship to be integrative conversations. The goal of this book is not to offer results or closed arguments but to create, instead, platforms for thinking further, opening new lines of inquiry, and to argue that it is not enough to identify problems or to attempt solve the problems with politics or best practice solutions. Instead, he proposes, we must learn to identify and make use of the opportunities that are produced by any problem. Stingl’s conclusion is, in short, that a sociology that takes the decolonial challenge and critique seriously, can not be a sociological (sub)discipline or a sociology of (a) problem, but it must be a sociology of opportunities.
In Catastrophic Success, Alexander B. Downes compiles all instances of regime change around the world over the past two centuries. Drawing on this impressive data set, Downes shows that regime change increases the likelihood of civil war and violent leader removal in target states and fails to reduce the probability of conflict between intervening states and their targets. As Downes demonstrates, when a state confronts an obstinate or dangerous adversary, the lure of toppling its government and establishing a friendly administration is strong. The historical record, however, shows that foreign-imposed regime change is, in the long term, neither cheap, easy, nor consistently successful. The strategic impulse to forcibly oust antagonistic or non-compliant regimes overlooks two key facts. First, the act of overthrowing a foreign government sometimes causes its military to disintegrate, sending thousands of armed men into the countryside where they often wage an insurgency against the intervener. Second, externally-imposed leaders face a domestic audience in addition to an external one, and the two typically want different things. These divergent preferences place imposed leaders in a quandary: taking actions that please one invariably alienates the other. Regime change thus drives a wedge between external patrons and their domestic protégés or between protégés and their people. Catastrophic Success provides sober counsel for leaders and diplomats. Regime change may appear an expeditious solution, but states are usually better off relying on other tools of influence, such as diplomacy. Regime change, Downes urges, should be reserved for exceptional cases. Interveners must recognize that, absent a rare set of promising preconditions, regime change often instigates a new period of uncertainty and conflict that impedes their interests from being realized.

We live in a period of great uncertainty about the fate of America's global leadership. Many believe that Donald Trump's presidency marks the end of liberal international order-the very system of global institutions, rules, and values that shaped the American international system since the end of World War II. Trump's repeated rejection of liberal order, criticisms of long-term allies of the US, and affinity for authoritarian leaders certainly undermines the American international system, but the truth is that liberal international order has been quietly eroding for at least 15 years. In Exit from Hegemony, Alexander Cooley and Daniel Nexon develop a new, integrated approach to understanding the rise and decline of hegemonic orders. Their approach identifies three distinct ways in which the liberal international order is undergoing fundamental transformation. First, Russia and China have targeted the order, positioning themselves as revisionist powers by establishing alternative regional institutions and pushing counter-norms. Second, weaker states are hollowing out the order by seeking patronage and security partnership from nations outside of the order, such as Saudi Arabia and China. Even though they do not always seek to disrupt American hegemony, these new patron-client relationships lack the same liberal political and economic conditions as those involving the United States and its democratic allies. Third, a new series of transnational networks emphasizing illiberalism, nationalism, and right-wing values increasing challenges the anti-authoritarian, progressive transnational networks of the 1990s. These three pathways erode the primacy of the liberal international order from above, laterally, and from below. Output gap estimates are subject to a wide range of uncertainty owing to data revisions and the difficulty in distinguishing between cycle and trend in real time. This is important given the central role in monetary policy of assessments of economic activity relative to capacity. We show that country desks tend to overestimate economic slack, especially during recessions, and that uncertainty in initial output gap estimates persists several years. Only a small share of output gap revisions is predictable ex ante based on characteristics like output dynamics, data quality, and policy frameworks. We also show that for a group of Latin American inflation targeters the prescriptions from typical monetary policy rules are subject to large changes due to output gap revisions. These revisions explain a sizable proportion of the deviation of inflation from target, suggesting this information is not accounted for in real-time policy decisions.
