During the 1990s and early 2000s in Europe, more than fifty historical commissions were created to confront, discuss, and document the genocide of the Holocaust and to address some of its unresolved injustices. Amending the Past offers the first in-depth account of these commissions, examining the complexities of reckoning with past atrocities and large-scale human rights violations. Alexander Karn analyzes more than a dozen Holocaust commissions—in Germany, Switzerland, France, Poland, Austria, Latvia, Lithuania, and elsewhere— in a comparative framework, situating each in the context of past and present politics, to evaluate their potential for promoting justice and their capacity for bringing the perspectives of rival groups more closely together. Karn also evaluates the media coverage these commissions received and probes their public reception from multiple angles. Arguing that historical commissions have been underused as a tool for conflict management, Karn develops a program for historical mediation and moral reparation that can deepen democratic commitment and strengthen human rights in both transitional regimes and existing liberal states.

Herzen wrote most of these pieces for The Bell, a revolutionary newspaper he launched with the poet Nikolai Ogaryov in London in 1857. Smugglers secretly carried copies of The Bell into Russia, where it influenced debates over the emancipation of the serfs and other reforms. With his characteristic irony, Herzen addressed such issues as freedom of speech, a nonviolent path to socialism, and corruption and paranoia at the highest levels of government. He discussed what he saw as the inability of even a liberator like Czar Alexander II to commit to change. This fourth volume of Light Scattering Reviews is composed of three parts. The ?rstpartisconcernedwiththeoreticalandexperimentalstudiesofsinglelightsc- tering by small nonspherical particles. Light scattering by small particles such as, for instance, droplets in the terrestrial clouds is a well understood area of physical optics. On the other hand, exact theoretical calculations of light scattering p- terns for most of nonspherical and irregularly shaped particles can be performed only for the restricted values of the size parameter, which is proportional to the ratio of the characteristic size of the particle to the wavelength?. For the large nonspherical particles, approximations are used (e. g. , ray optics). The exact th- retical techniques such as the T-matrix method cannot be used for extremely large particles, such as those in ice clouds, because then the size parameter in the v- iblex=2?a/???,wherea is the characteristic size (radius for spheres), and the associated numerical codes become unstable and produce wrong answers. Yet another problem is due to the fact that particles in many turbid media (e. g. , dust clouds) cannot be characterized by a single shape. Often, refractive indices also vary. Because of problems with theoretical calculations, experimental (i. e. , la- ratory) investigations are important for the characterization and understanding of the optical properties of such types of particles. The ?rst paper in this volume, written by B. Gustafson, is aimed at the descr- tionofscaledanalogueexperimentsinelectromagneticscattering.

It was one of the most ruthlessly conceived and executed invasions in the annals of warfare. Hitler's Polish campaign unleashed a blitzkrieg in which SS troops, police squads, and the army itself waged an ethnic war of unprecedented brutality. Tens of thousands of Poles--roughly 80 percent of whom were Christian--were summarily executed in acts of collective punishment. After six weeks, a country was crushed and the world was at war. Usually given short shrift in most histories of World War II, the invasion of Poland was more than a series of opening salvos; it was a testing ground for German brutalities to come. In this first intensive study of the invasion, Alexander Rossino provides a comprehensive study of the Polish campaign, including disturbing new insights into its racist and ideological underpinnings. Rossino tells how this invasion melded the ideology of the Nazi party with Germany's military yearning for empire in the East. The Polish campaign was important as the first step in Hitler's drive for "living space" for Germans in Eastern Europe, and as the blitzkrieg decimated urban residential areas, civilians soon became indistinguishable from combatants. In addition to describing military operations, Rossino also provides a close analysis of SS plans to murder Polish leaders, German army reprisal policies, and the close collaboration of Wehrmacht and SS forces in the subjugation and execution of Polish citizens. Rossino considers both top-level decision making and the experiences of German soldiers as he explores the mentality of those who perpetrated crimes against civilians. He particularly investigates the links between Nazi racial-political policies and military action to show that Poland was merely the German army's dress rehearsal for the later slaughter of other Slavs and Jews during the Russian campaign. By providing a detailed examination of atrocities committed by both military and SS personnel, he shows that the Wehrmacht's criminality was clearly evident at the beginning of the war. Hitler Strikes Poland is a startling reconstruction of history that clearly reveals the extent to which Nazi philosophy drove the German war machine. By placing German expansionism in its ideological context, it can help us better understand the brutality of the years that followed and better appreciate the suffering of the Polish people.

It tells the story of Clowes from his childhood in late Victorian England to his death at Woods Hole on Cape Cod in 1958. Educated in England and Germany, Clowes came to America to join a startup laboratory in Buffalo, where he conducted basic research on cancer and applied research on other disease-related problems. Assuming the position of head of research at Lilly, Clowes was at the center of one of the great discoveries that changed the course of medical history and offered new life to millions of individuals with diabetes and other metabolic disorders. Clowes was also instrumental in the development of other commercial pharmaceutical advances. Devoted to a number of philanthropic causes, Clowes and Edith contributed greatly to the cultural life of his adopted country, a contribution that continues to this day.

Asymptotic properties of solutions such as stability/ instability,oscillation/ nonoscillation, existence of solutions with specific asymptotics, maximum principles present a classical part in the theory of higher order functional differential equations. The use of these equations in applications is one of the main reasons for the developments in this field. The control in the mechanical processes leads to mathematical models with second order delay differential equations. Stability and stabilization of second order delay equations are one of the main goals of this book. The book is based on the authors’ results in the last decade. Features: Stability, oscillatory and asymptotic properties of solutions are studied in correlation with each other. The first systematic description of stability methods based on the Bohl-Perron theorem. Simple and explicit exponential stability tests. In this book, various types of functional differential equations are considered: second and higher orders delay differential equations with measurable coefficients and delays, integro-differential equations, neutral equations, and operator equations. Oscillation/nonoscillation, existence of unbounded solutions, instability, special asymptotic behavior, positivity, exponential stability and stabilization of functional differential equations are studied. New methods for the study of exponential stability are proposed. Noted among them inlcude the W-transform (right regularization), a priory estimation of solutions, maximum principles, differential and integral inequalities, matrix inequality method, and reduction to a system of equations. The book can be used by applied mathematicians and as a basis for a course on stability of functional differential equations for graduate students.

In response, he declares a hunger strike. Supporters throughout the world rally to pressure the Soviet government to release him. A race against time begins... Ephraim Kholmyansky was born in Moscow in 1950. In 1979, he initiated an underground network for dissemination of Hebrew, Jewish tradition and Zionist values throughout the peripheral cities of the USSR. He was arrested in 1984 when the KGB planted weapons in his apartment in order to stage a show trial and intimidate Jewish activists. Kholmyansky held a prolonged hunger strike while kept in prison. Thanks to his hunger strike and major international solidarity campaign, he received a relatively short sentence. This is an exceedingly rare case of victory over the KGB. This book documents this trying episode of his life and provides a unique perspective from inside the USSR.
