This book presents experimental and theoretical spectroscopic studies performed over the last 25 years on the iodine molecule’s excited states and their perturbations. It is going to be of interest to researchers who study intra- and intermolecular perturbations in diatomic molecules and more complex systems. The book offers a detailed treatment of the nonadiabatic perturbations of valence, ion-pair and Rydberg states induced by intramolecular as well as intermolecular interactions in collisions or in weakly-bound complexes. It also provides an overview of current instrumentation and techniques as well as theoretical approaches describing intra- and intermolecular perturbations. The authors are experts in the use of spectroscopy for the study of intrinsic and collision-induced perturbations in diatomic iodine. They introduced a new method of three-step optical population of the iodine ion-pair states. The iodine molecule has 23 valence states correlating with three dissociation limits, 20 so-called ion-pair states, nestled in four tiers and a multitude of Rydberg states. All the states have different angular momenta, parities and very dense rovibronic levels. Moreover, perturbations caused by atomic or molecular partners lead to effective nonadiabatic transitions. For these reasons the authors propose this molecule as a model system for spectroscopic studies of intra- and intermolecular perturbations in other diatomic molecules.
The book offers a comparative analysis of center-region relations in Russia and in China. The authors focus in particular on fiscal ties and incentives, bureaucratic and local government practices, flows of information, and the determinants of divergence between both countries. Reformers have promoted mixed-member electoral systems as the “best of both worlds.” In this volume, internationally recognized political scientists evaluate the ways in which the introduction of a mixed-member electoral system affects the configuration of political parties. The contributors examine several political phenomena, including cabinet post allocation, nominations, preelectoral coalitions, split-ticket voting, and the size of party systems and faction systems. Significantly, they also consider various ways in which the constitutional system—especially whether the head of government is elected directly or indirectly—can modify the incentives created by the electoral system. The findings presented here demonstrate that the success of electoral reform depends not only on the specification of new electoral rules per se but also on the political context—and especially the constitutional framework—within which such rules are embedded.
Why do some states provide infrastructure and social services to their citizens, and others do not? In Development in Multiple Dimensions, Alexander Lee examines the origins of success and failure in the public services of developing countries. Comparing states within India, this study examines how elites either control, or are shut out of, policy decisions and how the interests of these elites influence public policy. He shows that social inequalities are not single but multiple, creating groups of competing elites with divergent policy interests. Since the power of these elites varies, states do not necessarily focus on the same priorities: some focus on infrastructure, others on social services, and still others on both or neither. The author develops his ideas through quantitative comparisons and case studies focusing on four northern Indian states: Gujarat, West Bengal, Bihar, and Himachal Pradesh, each of which represents different types of political economy and has a different set of powerful caste groups. The evidence indicates that regional variation in India is a consequence of social differences, and the impact of these differences on carefully considered distributional strategies, rather than differences in ideology, geography, or institutions.
Public participation is a vital part of constitution-making processes around the world, but we know very little about the extent to which participation affects constitutional texts. In this book, Alexander Hudson offers a systematic measurement of the impact of public participation in three much-cited cases - Brazil, South Africa, and Iceland - and introduces a theory of party-mediated public participation. He argues that public participation has limited potential to affect the constitutional text but that the effectiveness of participation varies with the political context. Party strength is the key factor, as strong political parties are unlikely to incorporate public input, while weaker parties are comparatively more responsive to public input. This party-mediation thesis fundamentally challenges the contemporary consensus on the design of constitution-making processes and places new emphasis on the role of political parties.
The New Kremlinology is the first in-depth examination of the development of regime personalization in Russia. In the post-Cold War period, many previously democratizing countries experienced authoritarian reversals whereby incumbent leaders took over and gravitated towards personalist rule. Scholars have predominantly focused on the authoritarian turn, as opposed to the type of authoritarian rule emerging from it. In a departure from accounts centred on the failure of democratization in Russia, this book's argument begins from the assumption that the political regime of Vladimir Putin is a personalist regime in the making. Focusing on the politics within the Russian ruling coalition since 1999, The New Kremlinology describes the process of regime personalization, that is, the acquisition of personal power by a leader. Drawing from comparative evidence and theories of personalist rule, the investigation is based on four components of regime personalization: patronage networks, deinstitutionalization, media personalization, and establishing permanency in office. The fact that Russia has gradually acquired many, but not all of, the characteristics associated with a personalist regime, underscores the complexity of political change and the need to unpack the concept of personalism. The lessons of the book extend beyond Russia and illuminate how other personalist and personalizing regimes emerge and develop. Furthermore, the title of the book, The New Kremlinology, is chosen to emphasize not only the subject matter, the what, but also the how the battery of innovative methods employed to study the black box of non-democratic politics.
