This book investigates context-sensitivity in natural language by examining the meaning and use of a target class of theoretically recalcitrant expressions. These expressions-including epistemic vocabulary, normative and evaluative vocabulary, and vague language ("CR-expressions")-exhibit systematic differences from paradigm context-sensitive expressions in their discourse dynamics and embedding properties. Many researchers have responded by rethinking the nature of linguistic meaning and communication. Drawing on general insights about the role of context in interpretation and collaborative action, Silk develops an improved contextualist theory of CR-expressions within the classical truth-conditional paradigm: Discourse Contextualism. The aim of Discourse Contextualism is to derive the distinctive linguistic behavior of a CR-expression from a particular contextualist interpretation of an independently motivated formal semantics, along with general principles of interpretation and conversation. It is shown how in using CR-expressions, speakers can exploit their mutual grammatical and world knowledge, and general pragmatic reasoning skills, to coordinate their attitudes and negotiate about how the context should evolve. The book focuses primarily on developing a Discourse Contextualist semantics and pragmatics for epistemic modals. The Discourse Contextualist framework is also applied to other categories of epistemic vocabulary, normative and evaluative vocabulary, and vague adjectives. The similarities/differences among these expressions, and among context-sensitive expressions more generally, have been underexplored. The development of Discourse Contextualism in this book sheds light on general features of meaning and communication, and the variety of ways in which context affects and is affected by uses of language. Discourse Contextualism provides a fruitful framework for theorizing about various broader issues in philosophy, linguistics, and cognitive science.

Of all the states in the Confederacy, Tennessee was the most sectionally divided. East Tennesseans opposed secession at the ballot box in 1861, petitioned unsuccessfully for separate statehood, resisted the Confederate government, enlisted in Union militias, elected U.S. congressmen, and fled as refugees into Kentucky. These refugees formed Tennessee's first Union cavalry regiments during early 1862, followed shortly thereafter by others organized in Union-occupied Middle and West Tennessee. In Homegrown Yankees, the first book-length study of Union cavalry from a Confederate state, James Alex Baggett tells the remarkable story of Tennessee's loyal mounted regiments. Fourteen mounted regiments that fought primarily within the boundaries of the state and eight local units made up Tennessee's Union cavalry. Young, nonslaveholding farmers who opposed secession, the Confederacy, and the war -- from isolated villages east of Knoxville, the Cumberland Mountains, or the Tennessee River counties in the west -- filled the ranks. Most Tennesseans denounced these local bluecoats as renegades, turncoats, and Tories; accused them of betraying their people, their section, and their race; and held them in greater contempt than soldiers from the North. Though these homegrown Yankees participated in many battles -- including those in the Stones River, Tullahoma, Chickamauga, East Tennessee, Nashville, and Atlanta campaigns -- their story provides rare insights into what occurred between the battles. For them, military action primarily meant almost endless skirmishing with partisans, guerrillas, and bushwackers, as well as with the Rebel raiders of John Hunt Morgan, Joseph Wheeler, and Nathan Bedford Forrest, who frequently recruited and supplied themselves from behind enemy lines. Tennessee's Union cavalry scouted and foraged the countryside, guarded outposts and railroads, acted as couriers, supported the flanks of infantry, and raided the enemy. On occasion, especially during the Nashville campaign, they provided rapid pursuit of Confederate forces. They also helped protect fellow unionists from an aggressive pro-Confederate insurgency after 1862. Baggett vividly describes the deprivation, sickness, and loneliness of cavalrymen living on the war's periphery and traces how circumstances beyond their control -- such as terrain, transport, equipage, weaponry, public sentiment, and military policy -- affected their lives. He also explores their well-earned reputation for plundering -- misdeeds motivated by revenge, resentment, a lack of discipline, and the hard-war policy of the Union army. In the never-before-told story of these cavalrymen, Homegrown Yankees offers new insights into an unexplored facet of southern Unionism and provides an exciting new perspective on the Civil War in Tennessee.

The North American Free Trade Agreement (NAFTA) and the Agreement on Internal Trade (AIT) were designed to strengthen investor's rights at the expense of community rights and environmental protection. Both deals have achieved their aims. Trade Barriers to the Public Good provides a detailed examination of NAFTA and AIT cases involving MMT - a chemical additive brought into Canada by the US company Ethyl Corporation Inc. When the Canadian federal government banned the importation of MMT under the Fuel Additives Act, Ethyl Corp. filed a claim under NAFTA Chapter 11 seeking US $201 million in damages. Alex Michalos uses a case study of MMT to reveal exactly how and why quasi-judicial international dispute processes provide significantly less protection for the public interest than the routine procedures for passing an ordinary Act of Parliament. Trade Barriers to the Public Good illustrates why and how constitutionally protected democratic rights are undermined by trade deals such as the one involving MMT and, failing termination of NAFTA and AIT - the author's first choice for remedial action - recommends precise changes in dispute settlement rules that are needed to protect individuals and the environment.

The constitutional presidency is the crown jewel of the separation of powers in the American system. Designed in 1787, the office was structured to weather a wide variety of political circumstances, accommodate broad ranges of personalities in its incumbents and educate officeholders to become better presidents. Nowhere are these three effects clearer than during the brief, unelected tenure of President Gerald Ford, because he occupied the presidency amid tremendous strains on the country and the separation of powers. After the dual traumas of Watergate and Vietnam, the public was profoundly skeptical of government in general and the presidency in particular. As a result, the post-Watergate Congress claimed the mantle of public support and proposed reforms that could have crippled the presidency’s constitutional powers. Weakened by the Nixon pardon, Ford stood alone in this environment without many of the informal political strengths associated with the modern presidency. As a result he had to rely, in large measure, on the formal powers of his constitutional office. Based on archival research, this book shows that Ford’s presidency placed the Constitution at the center of his time in office. The constitutional presidency allowed him to preserve his own political life, his presidential office, and the separation of powers amid a turbulent chapter in American history.

I suppose that most of the people reading this volume will have read or have access to Volume One of my Global Report on Student Well Being. Therefore, I will not review the background literature relevant to multiple discrepancies theory (MDT), the theory itself or the es sential features of the international university undergraduate data-set on which this whole report is based. Anyone familiar with my earlier papers (Michalos 1985, 1987, 1988) will have a good idea of MDT. However, one really has to have a look at the first volume of this study in order to appreciate the richness of a data-set consisting of over 18,000 cases drawn from 39 countries. As I indicated at the be ginning of that volume, the data-set is available for a very modest cost to anyone who wants it and I do hope others will take advantage of it. The focus of Volume One was on happiness and satisfaction with life as a whole, so-called global indicators of subjective well being. Volume Two was devoted to an exploration of satisfaction with the interpersonal relations of family, friends and living partners, and personal self-esteem. This volume is concerned with satisfaction with material goods as indicated by the domains of paid employment, fi nances, housing and transportation. In the fourth and final volume I will explain satisfaction with religion, education, recreation and health.

For readers who intend to read this volume without reading the first, some in troductory remarks are in order about the scope of the work and the strategy used in all five volumes to measure the qUality of life. In the frrst chapter of Volume I, I reviewed the relevant recent literature on social indicators and so cial reporting, and explained all the general difficulties involved in such work. It would be redundant to repeat that discussion here, but there are some fundamental points that are worth mentioning. Readers who fmd this account too brief should consult the longer discussion. The basic question that will be answered in this work is this: Is there a difference in the quality of life in Canada and the United States of America, and if so, in which country is it better? Alternatively, one could put the question thus: If one individual were randomly selected out of Canada and another out of the United States, would there be important qualitative differences, and if so, which one would probably be better off? To simplify matters, I often use the terms 'Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec tively.
