This book explores how the ‘new’ Asian criminal entrepreneurs in Canada, known as The Big Circle Boys (BCB), competitively dominated the Canadian heroin market in the 1990s without a formal organisation or explicit hierarchical structure. Drawing on the market resilience framework, it examines how the BCB smuggled drugs by using social capital, shared resources, and trust effectively through their ethnicity. How did they counter external security challenges and promote internal competitive cooperation? Were they able to resolve disputes peacefully by managing internal relations? These questions are answered through an analysis of their networking processes and illustrated in the structural properties and dynamics of their mono-ethnic criminal network. For the first time, the BCB players that contributed to the 2001 Canadian and Australian heroin droughts are revealed through intercepted telephone calls and court testimonies. It shows how the BCB collectively switched from heroin to ecstasy since the year 2000. The operation logistics of drug importation and local trafficking are scrutinised. This book speaks to those interested in how a collective of ethnic-Chinese career criminals succeeded and failed in the international drugs trade, particularly for scholars and students of social sciences disciplines.

This book investigates context-sensitivity in natural language by examining the meaning and use of a target class of theoretically recalcitrant expressions. These expressions-including epistemic vocabulary, normative and evaluative vocabulary, and vague language ("CR-expressions")-exhibit systematic differences from paradigm context-sensitive expressions in their discourse dynamics and embedding properties. Many researchers have responded by rethinking the nature of linguistic meaning and communication. Drawing on general insights about the role of context in interpretation and collaborative action, Silk develops an improved contextualist theory of CR-expressions within the classical truth-conditional paradigm: Discourse Contextualism. The aim of Discourse Contextualism is to derive the distinctive linguistic behavior of a CR-expression from a particular contextualist interpretation of an independently motivated formal semantics, along with general principles of interpretation and conversation. It is shown how in using CR-expressions, speakers can exploit their mutual grammatical and world knowledge, and general pragmatic reasoning skills, to coordinate their attitudes and negotiate about how the context should evolve. The book focuses primarily on developing a Discourse Contextualist semantics and pragmatics for epistemic modals. The Discourse Contextualist framework is also applied to other categories of epistemic vocabulary, normative and evaluative vocabulary, and vague adjectives. The similarities/differences among these expressions, and among context-sensitive expressions more generally, have been underexplored. The development of Discourse Contextualism in this book sheds light on general features of meaning and communication, and the variety of ways in which context affects and is affected by uses of language. Discourse Contextualism provides a fruitful framework for theorizing about various broader issues in philosophy, linguistics, and cognitive science.

For readers who intend to read this volume without reading the first, some in troductory remarks are in orde{about the scope of the work and the strategy used in all five volumes to measure the quality of life. In the first chapter of Volume I, I reviewed the relevant recent literature on social indicators and so cial reporting, and explained all the general difficulties involved in such work. It would be redundant to repeat that discussion here, but there are some fundamental points that are worth mentioning. Readers who fmd this account too brief should consult the longer discussion. The basic question that will be answered in this work is this: Is there a difference in the quality of life in Canada and the United States of America, and if so, in which country is it better? Alternatively, one could put the question thus: If one individual were randomly selected out of Canada and another out of the United States, would there be important qualitative differences, and if so, which one would probably be better off! To simplify matters, I often use the terms 'Canadian' and 'American' as abbreviations for 'a randomly selected resident' of Canada or the United States, respec tively.

Case studies of Indonesia, Myanmar, Lao PDR and Malaysia show that the success of BRI in bringing about sustainable growth and opportunities depends on the Chinese government and financiers, as well as the agencies and governments involved when BRI investments take place. The adoption of best environmental practices is critical in ensuring that growth is sustainable and that bad environmental practices are not locked in for decades to come.
