An eye-opening look at how incarcerated people, health professionals, and others behind and beyond bars came together to problem-solve incarceration. Raising the Living Dead is a history of Puerto Rico’s carceral rehabilitation system that brings to life the interactions of incarcerated people, their wider social networks, and health care professionals. Alberto Ortiz Díaz describes the ways that multiple communities of care came together both inside and outside of prisons to imagine and enact solution-oriented cultures of rehabilitation from the 1930s to the 1960s. Scientific and humanistic approaches to well-being were deliberately fused to raise the “living dead,” an expression that reemerged in the modern Caribbean to refer to prisoners. These reform groups sought to raise incarcerated people physically, mentally, socially, spiritually, and civically. The book is based on deep, original archival research into the Oso Blanco (White Bear) penitentiary in Puerto Rico, yet it situates its study within Puerto Rico’s broader carceral archipelago and other Caribbean prisons. The agents of this history include not only physical health professionals, but also psychologists and psychiatrists, social workers, spiritual and religious practitioners, and, of course, the prisoners and their families. By following all these groups and emphasizing the interpersonal exercise of power, Ortiz Díaz tells a story that goes beyond debates about structural and social control. The book addresses key issues in the history of prisons and the histories of medicine and belief, including how prisoners’ different racial, class, and cultural identities shaped their incarceration and how professionals living in a colonial society dealt with the challenge of rehabilitating prisoners for citizenship. Raising the Living Dead is not just about convicts, their immediate interlocutors, and their contexts, however, but about how together these open a window into the history of social uplift projects within the (neo)colonial societies of the Caribbean. There is no book like this in Caribbean historiography; few examine these themes in the larger literature on the history of prisons.

This book explores the politics of fiscal authority, focusing on the centralization of taxation in Latin America during the twentieth century. The book studies this issue in great detail for the case of Mexico. The political (and fiscal) fragmentation associated with civil war at the beginning of the century was eventually transformed into a highly centralized regime. The analysis shows that fiscal centralization can best be studied as the consequence of a bargain struck between self-interested regional and national politicians. Fiscal centralization was more extreme in Mexico than in most other places in the world, but the challenges and problems tackled by Mexican politicians were not unique. The book thus analyzes fiscal centralization and the origins of intergovernmental financial transfers in the other Latin American federal regimes, Argentina, Brazil, and Venezuela. The analysis sheds light on the factors that explain the consolidation of tax authority in developing countries.

During his life as politician and warrior, General Simon Bolívar went over a distance that surpassed in 123,000 kilometers; the land journeyed by Christopher Columbus and Vasco de Gamma together. And while General Bolívar covered the non-uniform stretch, he spread the ideas of the freedom, on a length equivalent to one and a half of the Earth’s diameter, that is the same to say, ten times more than the land journeyed by Hannibal Barca and the triple of the space walked by Alexander the Great. In spite of the tenacious resistance of Royalist troops, during the successful military campaigns of El Bajo Magdalena and Admirable, in less than six months, dated between the endings of 1812 and the beginnings of 1813, Simon Bolívar crossed triumphantly over, all the ramifications of La Cordillera de los Andes in Colombia and Venezuela. Neither before, nor later, none known military man in the history of the humanity, achieved so many success in a so ample space, during a so brief lapse. Like statesman Simon Bolívar headed four constituent congresses over and built the legal, political, economic and social bases of six republics. Like a soldier, he participated in fourteen military campaigns, he directed more than four hundred battles, and with sweeping leadership, he commanded more than one million of soldiers from diverse nationalities. Similar facts happened during the Liberating Campaign of La Nueva Granada in 1819, initiated with uncertainty in los Llanos de Setenta in Venezuela, and it successfully culminated four months later at the South of Tunja City, in the bridge on Teatinos River. In spite of the calculated obstacles laid by General Santander in Santa Fe, the foolish regional leaders’ ambitions in Venezuela, and the intrigues wrapped in Perú, in less than a year, General Simon Bolívar freed to Perú and founded to Bolivia. During the same period, he summoned a Pan-American Congress, and until he glided to go to fight against Spain´s loyal Royalists in Mexico, Puerto Rico, Cuba and Spain. In this order of ideas, The Delirium of the Liberator, examines the biographical chronology of the well-called Genius of America, neither from the moved away surroundings of the myth, nor from erratic passion of bad politicians, but from the clear reality of an exceptional human being, full of vitality and positive mind, solved to make specific a transcendental intention, without concerning the difficulties and circumstances of way, time and place. Without a doubt, this is his greater legacy.

Mapping and localization are two essential tasks in autonomous mobile robotics. Due to the unavoidable noise that sensors present, mapping algorithms usually rely on loop closure detection techniques, which entail the correct identification of previously seen places to reduce the uncertainty of the resulting maps. This book deals with the problem of generating topological maps of the environment using efficient appearance-based loop closure detection techniques. Since the quality of a visual loop closure detection algorithm is related to the image description method and its ability to index previously seen images, several methods for loop closure detection adopting different approaches are developed and assessed. Then, these methods are used in three novel topological mapping algorithms. The results obtained indicate that the solutions proposed attain a better performance than several state-of-the-art approaches. To conclude, given that loop closure detection is also a key component in other research areas, a multi-threaded image mosaicing algorithm is proposed. This approach makes use of one of the loop closure detection techniques previously introduced in order to find overlapping pairs between images and finally obtain seamless mosaics of different environments in a reasonable amount of time.

Esta novela trata sobre la lucha desde los tiempos de la conquista por la democracia, la libertad y la paz que han experimentado los pueblos latinoamericanos. A través de los tiempos, la mayoría de estos pueblos han experimentado la explotación y represión a manos de fuerzas opresoras extranjeras y nacionales. Esto ha llevado algunos de estos pueblos a recurrir a la revolución armada como última alternativa para alcanzar la democracia, la libertad y la paz. Desafortunadamente, estos pueblos han descubierto que la violencia no es el camino apropiado para encontrar la liberación. Un día muy confundido y preocupado de ver el camino que había tomado la revolución, Juanito decidió ir a la biblioteca y retiró varios libros para conocer más la ideología que El Estado, los ideólogos y los líderes del partido en el poder imponían sobre la población. Entre más leía sobre aquella doctrina, menos entendía cómo era posible que una ideología cuya filosofía hablaba y promulgaba la liberación del ser humano, a la hora de la práctica convirtiera en esclavos y dogmáticos a toda la población. La doctrina y los adoctrinadores caminaban caminos diametralmente opuestos. La doctrina decía una cosa y los que trataban de ponerla en práctica hacían otra. Los demagogos hablaban de libertad y ellos mismos eran esclavos de su propia doctrina enajenante y seguían obligando al pueblo a ser esclavo. -Es una desgracia tener que pasarse la vida en silencio sin poder decir lo que uno piensa porque si lo hacemos nos meten a la cárcel, nos torturan, nos mandan al exilio o simplemente nos acribillan frente a un paredón-pensaba Juanito. -Yo no puedo vivir así-decía-. ¿De qué valió que miles de compañeros perdieran sus vidas en feroces combates contra el enemigo? . . . ¿De qué valieron todos aquellos años metidos en la montaña con la espalda mojada, cansados, ahuevados, durmiendo en el suelo, enfermos, con el lodo hasta la rodilla, aguantando frío y hambres? . . . “Yo no puedo vivir bajo un sistema que me obliga a aceptar dogmas y una doctrina sacada de los fantásticos sueños de un viejo tejedor de sueños. This book has been designed to summarize current, essential information for every one of the world’s 700+ hard tick species. Under each species name, we will cite the original description, followed by information on type depositories, known stages, distribution (by zoogeographic region and ecoregion), hosts, and human infestation (if any). Each species account will also include a list of salient references and, where necessary, remarks on systematic status. We envision eight chapters: six devoted to the major ixodid tick genera (Amblyomma, Dermacentor, Haemaphysalis, Hyalomma, Ixodes, Rhipicephalus), one covering eight minor genera (including two that are fossil), and a concluding summary chapter. There will be two tables on host associations and zoogeography in each major genus chapter, as well as five tables in the summary chapter, for a total of 17 tables. No similar synopsis of the world’s hard tick species exists in any language.

By the late 1990s, digital activists embraced a philosophy of free software and "free culture" in order to take control over their cities and everyday lives.
