"The Seeds We Sow" is a follow-up to "Seeds For All Seasons" and explores the complexities of the ethnic groups that are so much a part of Boston. Sean Connors, a Southie crook, wants to wipe out the Italian gangsters, especially Tony Santori and his brother Gianni. To this end he is willing to act as an FBI informant. As the Boston Police Department and various government agencies close in on the Santori empire, the threat of Sean Connors in addition to the Santoris' nephew, who has become a government witness against his uncles, brings things to a head. "The Seeds We Sow" uses familiar characters and introduces new faces to continue the saga of betrayal and corruption within and outside of organized crime.

Author Kania dedicates his book to the eccentrics of the world. May they never give up their dream. John Otto did not give up. Though he died in poverty in California in an abandoned post office building that he had painted red, white and blue, his spirit lives on at Colorado National Monument, along Rimrock Drive, and along the many trails which provide the solitude he sought. [Reviewed by Andrew Gulliford who teaches environmental history and directs the Public History and Historic Preservation Program at Middle Tennessee State University. During the spring of 1997, he was the Wayne N. Aspinal Visiting Chair of History at Mesa State College in Grand Junction, Colo. Dr. Thomas Noel, Doctor Colorado: This is the strangest tale since Alferd Packer, the man eater. After his 1903 release from a California insane asylum, John Otto came to Colorado, apparently to straighten out Gov. James H. Peabody. Peabody was in the process of exterminating the Western Federation of Miners, a union on strike because Colorado employers were failing to observe the eight-hour-a-day law. Otto was arrested and charged with attempting to assault the governor with the well-sharpened tip of his miners candle stick. After an insanity trail, this rover from Missouri was released as a harmless crank. Otto then settled in Fruita, Colo., where a few years later he forbade Gov. henry A. Buchtel to make an appearance, threatening to get some dynamite and have a big blowout. After another arrest, insanity trial and release, Otto lived as a hermit in Monument Canyon, a spectacular set of red sandstone formations on the outskirts of Grand Junction. He supported himself with odd jobs on nearby ranches but devoted most of his time to exploring the pinyon-clad canyons and clifftops, building serpentine foot trails and erecting American flags. After re-emerging in the local press as an eccentric, flag-waving booster, Otto began a one-man crusade to make Monument Canyon a national park. After attracting local support, Otto proudly attended the creation of Colorado National Monument on May 24, 1911. The National Park Service appointed Otto custodian of Colorados first national monument at a salary of $1 a month. In 1927, local Chamber of Commerce boosters and the National Park Service eased Otto out of his job. The 48-year-old father of Colorado National Monument headed for California to resume his life as a hermit. After living for years in a cave and old shacks, he moved into a vacant post office. There he lived on corn flakes until his death in 1952. This book resurrects a crank whom, one suspects, Grand Junctionites and the National Park Service would prefer to forget. Author Kania refrains from judging Ottos sanity or his accomplishments. Readers are left to decide for themselves. Although apparently demented, Otto spoke up for the rights of labor, women and non-conformists. He championed progressive causes, but other reformers apparently felt uncomfortable with someone operating so close to the edge of sanity and society. An Institutionally Sensitive Approach

The courts use the proportionality test to assess the Convention-compatibility of the full range of government action, from administrative decisions to primary legislation. In applying the test, the courts are often conscious of the need to pay some deference to the expertise and competence of other branches of government. This rigorous analysis of the relationship between proportionality and deference under the Human Rights Act sets out a model of proportionality, drawn from existing case law, which integrates deference within the multi-stage proportionality test. The model is 'institutionally sensitive' and can be applied to proportionality-based judicial review of all forms of government activity. The model is shown in operation in three fields that span the full range of government activity: immigration (administrative action), criminal justice (legislation) and housing (multi-level decisions).

Investment Banking: Institutions, Politics, and Law provides an economic rationale for the dominant role of investment banks in the capital markets, and uses it to explain both the historical evolution of the investment banking industry and also recent changes to its organization. Although investment decisions rely upon price-relevant information, it is impossible to establish property rights over it and hence is very hard to coordinate its exchange. The authors argue that investment banks help to resolve this problem by managing "information marketplaces," within which extra-legal institutions support the production and dissemination of information that is important to investors. Reputations and relationships are more important in fulfilling this role than financial capital. The authors substantiate their theory with reference to the industry's evolution during the last three centuries. They show how investment banking networks were formed, and identify the informal contracts that they supported. This historical development points to tensions between the relational contracting of investment banks and the regulatory impulses of the State, thus providing some explanation for the periodic large-scale State intervention in the operation of capital markets. Their theory also provides a technological explanation for the massive restructuring of the capital markets in recent decades, which the authors argue can be used to think about the likely future direction of the investment banking industry.
