Some 600 million children worldwide do not legally exist. Without verifiable identification, they—and unregistered adults—could face serious difficulties in proving their identity, whether to open a bank account, purchase a SIM card, or cast a vote. Lack of identification is a barrier to full economic and social inclusion. Recent advances in the reach and technological sophistication of identification systems have been nothing less than revolutionary. Since 2000, over 60 developing countries have established national ID programs. Digital technology, particularly biometrics such as fingerprints and iris scans, has dramatically expanded the capabilities of these programs. Individuals can now be uniquely identified and reliably authenticated against their claimed identities. By enabling governments to work more effectively and transparently, identification is becoming a tool for accelerating development progress. Not only is provision of legal identity for all a target under the Sustainable Development Goals, but this book shows how it is also central to achieving numerous other SDG targets. Yet, challenges remain. Identification systems can fail to include the poor, leaving them still unable to exercise their rights, access essential services, or fully participate in political and economic life. The possible erosion of privacy and the misuse of personal data, especially in countries that lack data privacy laws or the capacity to enforce them, is another challenge. Yet another is ensuring that investments in identification systems deliver a development payoff. There are all too many examples where large expenditures—sometimes supported by donor governments or agencies—appear to have had little impact. Identification Revolution: Can Digital ID be Harnessed for Development? offers a balanced perspective on this new area, covering both the benefits and the risks of the identification revolution, as well as pinpointing opportunities to mitigate those risks.

How the human visual system determines the lightness of a surface, that is, its whiteness, blackness, or grayness, remains--like vision in general--a mystery. In fact, we have not even been able to create a machine that can determine, through an artificial vision system, whether an object is white, black, or gray. Although the photoreceptors in the eye are driven by light, the light reflected by a surface does not reveal its shade of gray. Depending upon the level of illumination, a surface of any shade of gray can reflect any amount of light. In Seeing Black and White Alan Gilchrist ties together over 30 years of his own research on lightness, and presents the first comprehensive, historical review of empirical work on lightness, covering the past 150 years of research on images ranging from the simple to the complex. He also describes and analyzes the many theories of lightness--including his own--showing what each can and cannot explain. Gilchrist highlights the forgotten-yet-exciting work done in the first third of the twentieth century, describing several crucial experiments and examining the brilliant but nearly unknown work of the Hungarian gestalt theorist, Lajos Kardos. Gilchrists review also includes a survey of the pattern of lightness errors made by humans, many of which result in delightful illusions. He argues that because these errors are not random, but systematic, they are the signature of our visual software, and so provide a powerful tool that can reveal how lightness is computed. Based on this argument and the concepts of anchoring, grouping, and frames of reference, Gilchrist presents a new theoretical framework that explains an unprecedented array of lightness errors. As both the first comprehensive overview of research on lightness and the first unified presentation of Gilchrists new theoretical framework Seeing Black and White will be an invaluable resource for vision scientists, cognitive psychologists, and cognitive neuroscientists.

Renaissance Lawman proves to be especially rewarding to a wide-range of readers interested in police work, criminal justice history, public service leadership, and legal ethics. There are no other comparable books on the market. Lumbard certainly had a unique legal career and his impactful contributions have seldom, if ever, been duplicated – even if his contributions, on behalf of public safety, have been largely forgotten.

Velar fronting in German dialects: A study in synchronic and diachronic phonology

Velar Fronting (VF) is the name for any synchronic or diachronic phonological process shifting the velar place of articulation to the palatal region of the vocal tract. A well-known case of VF in Standard German is the rule specifying that the fricative [x] assimilates to [ç] after front segments. VF also refers to the change from velar sounds like [ɣ k g ŋ] to palatals ([ʝ c ɟ ɲ]). The book provides a thorough investigation of VF in German dialects: Data are drawn from over 300 original sources for varieties that are (or were) spoken in Germany, Austria, Switzerland, and other countries. VF differs geographically along three parameters: (A) triggers, (B) targets, and (C) outputs. VF triggers (=A) are typically defined according to vowel height: In some systems VF is induced only by high front vowels, in others by high and mid front vowels, and in yet others by high, mid, and low front vowels. Some varieties treat consonants ([r l n]) as triggers, while others do not. VF can be nonassimilatory, in which case the rule applies even in the context of back segments. In many varieties of German, VF targets (=B) consist of the two fricatives [x ɣ], but in other dialects the targets comprise [x] but not [ɣ]. In some places, VF affects not only [x ɣ], but also velar stops and the velar nasal. The output of VF (=C) is typically palatal [ç] (given the input [x]), but in many other places it is the alveolopalatal [ɕ]. A major theme is the way in which VF interacts with synchronic and diachronic changes creating or eliminating structures which can potentially undergo it or trigger it. In many dialects the relationship between velars ([x]) and palatals ([ҫ]) is transparent because velars only occur in the back vowel context and palatals only when adjacent to front sounds. In that type of system, independent processes can either feed VF (by creating additional structures which the latter can undergo), or they can bleed it (by eliminating potential structures to which VF could apply). In other dialects, VF is opaque. In one opaque system, both velars ([x]) and palatals ([ҫ]) surface in the context of front segments. Thus, in addition to expected front vowel plus palatal sequences ([…iç…]), there are also unexpected ones consisting of front vowel plus velar ([…ix…]). In a second type of opaque system, velars and palatals are found in the context of back segments; hence, expected sequences such as […iç…] occur in addition to unexpected ones like […ɑç…].

An ethnographic study based on decades of field research, Pilgrimage to Broken Mountain explores five sacred journeys to the peaks of venerated mountains undertaken by Nahua people living in northern Veracruz, Mexico. Punctuated with elaborate ritual offerings dedicated to the forces responsible for rain, seeds, crop fertility, and the well-being of all people, these pilgrimages are the highest and most elaborate form of Nahua devotion and reveal a sophisticated religious philosophy that places human beings in intimate contact with what Westerners call the forces of nature. Alan and Pamela Sandstrom document them for the younger Nahua generation, who live in a world where many are lured away from their communities by wage labor in urban Mexico and the United States. Pilgrimage to Broken Mountain contains richly detailed descriptions and analyses of ritual procedures as well as translations from the Nahuatl of core myths, chants performed before decorated altars, and statements from participants. Particular emphasis is placed on analyzing the role of sacred paper figures that are produced by the thousands for each pilgrimage. The work contains drawings of these cuttings of spirit entities along with hundreds of color photographs illustrating how they are used throughout the pilgrimages. The analysis reveals the monist philosophy that underlies Nahua religious practice in which altars, dancing, chanting, and the paper figures themselves provide direct access to the sacred. In the context of their pilgrimage traditions, the ritual practices of Nahua religion show one way that people interact effectively with the forces responsible for not only their own prosperity but also the very survival of humanity. A magnum opus with respect to Nahua religion and religious practice, Pilgrimage to Broken Mountain is a significant contribution to several fields, including but not limited to Indigenous literatures of Mesoamerica, Nahuatl studies, Latinx and Chicanx studies, and religious studies.
