It argues that the move toward a regime of direct and graduated taxation marked the emergence of a new fiscal polity - a new form of statecraft that was guided not simply by the functional need for greater revenue but by broader social concerns about economic justice, civic identity, bureaucratic capacity, and public power. Between the end of Reconstruction and the onset of the Great Depression, the intellectual, legal, and administrative foundations of the modern fiscal state first took shape. The neighboring north Indian districts of Jaipur and Ajmer are identical in language, geography, and religious and caste demography. But when the famous Babri Mosque in Ayodhya was destroyed in 1992, Jaipur burned while Ajmer remained peaceful; when the state clashed over low-caste affirmative action quotas in 2008, Ajmer's residents rioted while Jaipur's citizens stayed calm. What explains these divergent patterns of ethnic conflict across multiethnic states? Using archival research and elite interviews in five case studies spanning north, south, and east India, as well as a quantitative analysis of 589 districts, Ajay Verghese shows that the legacies of British colonialism drive contemporary conflict. Because India served as a model for British colonial expansion into parts of Africa and Southeast Asia, this project links Indian ethnic conflict to violent outcomes across an array of multiethnic states, including cases as diverse as Nigeria and Malaysia. The Colonial Origins of Ethnic Violence in India makes important contributions to the study of Indian politics, ethnicity, conflict, and historical legacies.

Unconditional Equality examines Mahatma Gandhi’s critique of liberal ideas of freedom and equality and his own practice of a freedom and equality organized around religion. It reconceives satyagraha (passive resistance) as a politics that strives for the absolute equality of all beings. Liberal traditions usually affirm an abstract equality centered on some form of autonomy, the Kantian term for the everyday sovereignty that rational beings exercise by granting themselves universal law. But for Gandhi, such equality is an “equality of sword”—profoundly violent not only because it excludes those presumed to lack reason (such as animals or the colonized) but also because those included lose the power to love (which requires the surrender of autonomy or, more broadly, sovereignty). Gandhi professes instead a politics organized around dharma, or religion. For him, there can be “no politics without religion.” This religion involves self-surrender, a freely offered surrender of autonomy and everyday sovereignty. For Gandhi, the “religion that stays in all religions” is satyagraha—the agraha (insistence) on or of satya (being or truth). Ajay Skaria argues that, conceptually, satyagraha insists on equality without exception of all humans, animals, and things. This cannot be understood in terms of sovereignty: it must be an equality of the minor.

The cost of drug development is increasing, and investment returns are decreasing. The number of drugs approved by FDA is in decline in terms of the number of new molecular entities (NMEs). Amongst the reasons noted for this are the adverse side effects and reduced efficiency of many of the potential compounds. This is a problem both for the pharmaceutical industry and for those suffering from diseases for which there are no or few available treatments. Advances in computational chemistry, computer science, structural biology and molecular biology have all contributed to improved drug design strategies and reduced the time taken for drug discovery. By interfacing cheminformatics and bioinformatics with systems biology we can create a powerful tool for understanding the mechanisms of patho-physiological systems and identifying lead molecules for various diseases. This integration of drug design approaches can also play a crucial role in the prediction and rationalization of drug effects and side effects, improving safety and efficacy and leading to better approval rates. Addressing the lack of knowledge on the fundamental aspects of the various computational tools for drug discovery, this book is a compilation of recent bioinformatics and cheminformatics approaches, and their integration with systems biology. Written primarily for researchers and academics in chem- and bioinformatics, it may also be a useful resource for advanced-level students.

This book documents the political and cosmological processes through which the idea of ‘total territorial rule’ came into being in the context of early- to mid-nineteenth-century Ceylon (Sri Lanka). Analysing ideas at the core of the modern international system, Pluriversal sovereignty and the state develops a decolonial theoretical framework informed by a ‘pluriverse’ of multiple ontologies of sovereignty to argue that the territorial state itself is an outcome of imperial globalisation. Anti-colonialism up to the middle of the nineteenth century was grounded in genealogies and practices of sovereignty that developed in many localities. By the second half of the century, however, the global state system and the states within it were forming through colonising and anti-colonising vectors. By focusing on the ontological conflicts that shaped the state and empire, we can rethink the birth of the British Raj and locate it in Ceylon some 50 years earlier than in India. In this way, the book makes a theoretical contribution to postcolonial and decolonial studies in globalisation and international relations by considering the ontological significance of ‘total territorial rule’ as it emerged historically in Ceylon. Through emphasising one important manifestation of modernity and coloniality — the territorial state — the book contributes to studies in the politics of ontological pluralism in sovereignty, postcolonial and decolonial international studies, and globalisation through colonial encounters.
