This report synthesizes the results of country and sector studies on the economic costs and benefits of unilateral and regional actions on climate change in the Asian Development Bank's six South Asia developing members, namely Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka. The study takes into account the different scenarios and impacts projected across vulnerable sectors and estimates the total economic loss throughout the 21st century and amount of funding required for adaptation measures to avert such potential losses. It is envisioned to strengthen decision-making capacities and improve understanding of the economics of climate change for the countries in South Asia.

The seemingly inexhaustible oceans have proved to be finite after all. Landings of wild fish have leveled off since the mid-1980s, and many stocks of fish are fished so heavily that their future is threatened. And yet the worlds appetite for fish has continued to increase, particularly as urban populations and incomes grow in developing countries. Aquaculturefish farminghas arrived to meet this increased demand. Production of fish from aquaculture has exploded in the past 20 years and continues to expand around the world. But will aquaculture be sufficient to provide affordable fish to the world over the next 20 years? And what environmental and poverty problems will aquaculture face as it expands? Using a global model of supply and demand for food and feed commodities, this report projects the likely changes in the fisheries sector over the next two decades given present trends. As prices for most food commodities fall, fish prices are expected to rise, reflecting demand for fish that outpaces the ability of the world to supply it. Alternative scenarios using different assumptions are also investigated. The model shows that developing countries will consume and produce a much greater share of the worlds fish in the future, and trade in fish commodities will also increase. As aquaculture expands, especially in developing countries, environmental concerns such as effluent pollution, escaped farmed fish, land conversion, and pressure on stocks from fishmeal demand will only increase with time unless technologies and policies promote sustainable intensification. And small, poor producers are at risk of being excluded from rapidly growing export markets unless ways can be found to facilitate affordable certification of food safety and environmentally sound production.
Securing Food for All in Bangladesh presents an array of research that collectively address four broad issues: (1) agricultural technology adoption; (2) input use and agricultural productivity; (3) food security and output market; and (4) poverty, food security, and women’s empowerment. The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Securing Food for All in Bangladesh, with its breadth and scope, will be an invaluable resource for policymakers, researchers, and students dedicated to improving people’s livelihoods in Bangladesh.
Against a backdrop of increasing emission of greenhouse gases (GHGs) that are responsible for global climate change, the South Asia developing member countries (DMCs) of the Asian Development Bank have been witnessing a steady rise in fossil fuels and energy consumption and demand, keeping pace with their economic growth. The region's major challenge is how to achieve sustained and rapid economic growth for reducing poverty while reducing the overall intensity of energy use, increasing energy efficiency, and substituting to cleaner energy. This report synthesizes the results of national studies on options and costs of reducing GHG emissions in five South Asia DMCs---Bangladesh, Bhutan, the Maldives, Nepal, and Sri Lanka. It examines the economics of cleaner technologies that promote low-carbon development and climate change mitigation, identifies constraints and barriers that reduce incentives to invest in GHG emission-reducing technologies, and recommends actions and enabling conditions to overcome the barriers.
