This book, first published in 1987, examines the experience of the North Vietnamese economy during the struggle for national reunification and the Vietnam war. It chronicles the impact of war and Socialist Construction upon an extremely poor area left undeveloped by French colonial exploitation. The analysis focuses on the severe restraints that faced socio-economic development in North Vietnam, and the adverse effects of forced development based upon neo-Stalinist institutional models. Deep problems were encountered in attempting to implement Socialist Construction in the North, and wartime aid from fraternal Socialist countries masked the fundamental economic imbalances created by the development effort. After national reunification in 1975 the structural difficulties of the Northern economy and the shortcomings of its economic management system crushed the expectations of rapid peacetime development and led to the economic crisis of the late 1970s.

This book is based upon extensive and repeated fieldwork, close observation and familiarity with institutional detail. It traces Vietnam's early attempts to create in State Owned Enterprises (SOEs) a basis for a military-industrial complex, and the ways in which these attempts failed, which explains the nature of state commercialism through the 1980s and into recent years. Since the 1990 breakout to a market economy, Vietnam has shown outstanding development success, with rapid GDP growth, macroeconomic stability, swift poverty reduction, maintenance of social spending and extensive globalisation. Her SOEs have played a major role, not only in showing that performance gains in 1989-91 could compensate for loss of the large Soviet bloc aid program, but also as major players in the rapid economic change of the 1990s, during which the officially reported state share of GDP remained high. By the middle of the 2000s, however, a rising private sector was, in harness with a large presence of foreign companies, sharply increasing pressures upon SOEs. Against this background, the book concludes with an assessment of the extent to which Vietnam's commercialised SOEs are now no longer seen as an effective compromise, but acting as a major hindrance to Vietnam's development. - Historical analysis of the process by which Vietnam's SOEs shifted from central-planning to operation in an increasingly globalised market economy - Draws upon regular and repeated fieldwork going back to the late 1970s - Uses a wide range of Vietnamese language and other sources

Since 1899 more than 73,000 pieces of inscribed divination shell and bone have been found inside the moated enclosure of the Anyang-core at the former capital of the late Shang state. Nearly all of these divinations were done on behalf of the Shang kingsand has led to the apt characterization that oracle bone inscriptions describe their motivations, experiences, and priorities. There are, however, much smaller sets of divination accounts that were done on behalf of members of the Shang elite other than the king.First noticed in the early 1930's, grouped and periodized shortly thereafter, oracle bone inscriptions produced explicitly by or on behalf of "royal familygroups" reveal information about key aspects of daily life in Shang societythat are barely even mentioned in Western scholarship. The newly published Huayuanzhuang East Oracle Bone inscriptions are a spectacular addition to the corpus of texts from Anyang: hundreds of intact or largely intact turtle shells and bovine scapulae densely inscribed with records of the divinations in which they were used. They were produced on the behalf of a mature prince of the royal family whose parents, both alive and still very much active, almost certainly were the twenty-first Shang king Wu Ding (r. c. 1200 B.C.) and his consort Lady Hao (fu Hao). The Huayuanzhuang East corpus is an unusually homogeneous set of more than two thousand five hundred divination records, produced over a short period of time on behalf of a prince of the royal family. There are typically multiple records of divinations regarding the same or similar topics that can be synchronized together, which not only allows for remarkable access into the esoteric world of divination practice, but also produce micro-reconstructions of what is essentially East Asia's earliest and most complete "day and month planner." Because these texts are unusually linguistically transparent and well preserved, homogeneous in orthography and content, and published to an unprecedentedly high standard, they are also ideal material for learning to read and interpret early epigraphic texts. The Huayuanzhuang East oracle bone inscriptions are a tremendously important Shang archive of "material documents" that were produced by a previously unknown divination and scribal organization. They expose us to an entirely fresh set of perspectives and preoccupationscentering ona member of the royal family at the commencement of China's historical period. The completely annotated English translation of the inscriptions is the first of its kind, and is a vibrant new source of Shang history that can be accessedto rewrite and supplement what we know about early Chinese civilization and life in the ancient world. Before the discerning reader are the motives, preoccupations, and experiences of a late Shang prince working simultaneously in service both for his Majesty, his parents, and hisown family.

After a detailed review of prior-art GC-eDRAMs, an analytical retention time distribution model is introduced and validated by silicon measurements, which is key for low-power GC-eDRAM design. The book then investigates supply voltage scaling and near-threshold voltage (NTV) operation of a conventional gain cell (GC), before presenting novel GC circuit and assist techniques for NTV operation, including a 3-transistor full transmission-gate write port, reverse body biasing (RBB), and a replica technique for optimum refresh timing. Next, conventional GC bitcells are evaluated under aggressive technology and voltage scaling (down to the subthreshold domain), before novel bitcells for aggressively scaled CMOS nodes and soft-error tolerance as presented, including a 4-transistor GC with partial internal feedback and a 4-transistor GC with built-in redundancy.

Today's vision of world order is founded upon the concept of strong, well-functioning states, in contrast to the destabilizing potential of failed or fragile states. This worldview has dominated international interventions over the past 30 years as enormous resources have been devoted to developing and extending the governance capacity of weak or failing states, hoping to transform them into reliable nodes in the global order. But with very few exceptions, this project has not delivered on its promise: countries like Somalia, Afghanistan, South Sudan, and the Democratic Republic of the Congo (DRC) remain mired in conflict despite decades of international interventions. States of Disorder addresses the question, 'Why has UN state-building so consistently failed to meet its objectives?'. It proposes an explanation based on the application of complexity theory to UN interventions in South Sudan and DRC, where the UN has been tasked to implement massive stabilization and state-building missions. Far from being ''ungoverned spaces," these settings present complex, dynamical systems of governance with emergent properties that allow them to adapt and resist attempts to change them. UN interventions, based upon assumptions that gradual increases in institutional capacity will lead to improved governance, fail to reflect how change occurs in these systems and may in fact contribute to underlying patterns of exclusion and violence. Based on more than a decade of the author's work in peacekeeping, this book offers a systemic mapping of how governance systems work, and indeed work against, UN interventions. Pursuing a complexity-driven approach instead helps to avoid unintentional consequences, identifies meaningful points of leverage, and opens the possibility of transforming societies from within.

This book investigates a biologically inspired method of robot arm control, developed with the objective of synthesising human-like motion dynamically, using nonlinear, robust and adaptive control techniques in practical robot systems. The control method caters to a rising interest in humanoid robots and the need for appropriate control schemes to match these systems. Unlike the classic kinematic schemes used in industrial manipulators, the dynamic approaches proposed here promote human-like motion with better exploitation of the robot’s physical structure. This also benefits human-robot interaction. The control schemes proposed in this book are inspired by a wealth of human-motion literature that indicates the drivers of motion to be dynamic, model-based and optimal. Such considerations lend themselves nicely to achievement via nonlinear control techniques without the necessity for extensive and complex biological models. The operational-space method of robot control forms the basis of many of the techniques investigated in this book. The method includes attractive features such as the decoupling of motion into task and posture components. Various developments are made in each of these elements. Simple cost functions inspired by biomechanical “effort” and “discomfort” generate realistic posture motion. Sliding-mode techniques overcome robustness shortcomings for practical implementation. Arm compliance is achieved via a method of model-free adaptive control that also deals with actuator saturation via anti-windup compensation. A neural-network-centered learning-by-observation scheme generates new task motions, based on motion-capture data recorded from human volunteers. In other parts of the book, motion capture is used to test theories of human movement. All developed controllers are applied to the reaching motion of a humanoid robot arm and are demonstrated to be practically realisable. This book is designed to be of interest to those wishing to achieve dynamics-based human-like robot-arm motion in academic research, advanced study or certain industrial environments. The book provides motivations, extensive reviews, research results and detailed explanations. It is not only suited to practising control engineers, but also applicable for general roboticists who wish to develop control systems expertise in this area.
