This book shows ways of augmenting the capabilities of Natural Language Processing (NLP) systems by means of cognitive-mode language processing. The authors employ eye-tracking technology to record and analyze shallow cognitive information in the form of gaze patterns of readers/annotators who perform language processing tasks. The insights gained from such measures are subsequently translated into systems that help us (1) assess the actual cognitive load in text annotation, with resulting increase in human text-annotation efficiency, and (2) extract cognitive features that, when added to traditional features, can improve the accuracy of text classifiers. In sum, the authors’ work successfully demonstrates that cognitive information gleaned from human eye-movement data can benefit modern NLP. Currently available Natural Language Processing (NLP) systems are weak AI systems: they seek to capture the functionality of human language processing, without worrying about how this processing is realized in human beings’ hardware. In other words, these systems are oblivious to the actual cognitive processes involved in human language processing. This ignorance, however, is NOT bliss! The accuracy figures of all non-toy NLP systems saturate beyond a certain point, making it abundantly clear that “something different should be done.”

Taking possession of private land for ‘public purpose’ by the eminent domain of the state is a global phenomenon, but it displaces and marginalizes the people at the local-level. The researchers have mainly dealt with this phenomenon either from the field, or from the archive. In this book, the author has studied the observable fact of land grab, or acquisition for industries in a particular locale of the West Bengal State by combining the field and archive in a unique mode through a multi-sited ethnographic ‘journey’. Unlike the traditional anthropological ethnographies consisting of single ‘tribes’ or ‘multi-caste villages’, this vertical ethnographic voyage of the author led him to come across a group of dispossessed peasants in the villages, a bunch of files in the district land acquisition department, a rich text of proceedings in the West Bengal Assembly Library, the growing global literature on land grab, and also to reflect on his dialogues with the elected members of the parliamentary standing committee at New Delhi. Ethnography, for the author was the road map, which guided his journey in these apparently separate existential domains of land acquisition and throws new light on how development policies are made, and how they failed, and what were the lessons learnt. The ever increasing emission of carbon dioxide due to rapid industrialization, urbanization, unplanned tourism and alteration of land use pattern is causing unprecedented changes to marine biodiversity. Irrespective of political philosophy, nation, caste, sex and religion, mankind is under the appalling shadow of climate change. Today nature-based approaches for the mitigation of climate change are increasingly accepted as part of the low-cost solution. Thrust has been given by several scientific communities to assess the magnitude and viability of carbon sequestering potential of plants. Coastal producer communities like mangroves, salt marsh grass, seagrass beds, and seaweeds absorb atmospheric carbon dioxide during the process of photosynthesis. This carbon known as the ‘blue carbon’ is thus associated with the marine and estuarine ecosystems. However, a number of gaps in our scientific knowledge on blue carbon domain still exist. Molluscs, coral reefs, phytoplankton, which are amongst the important storehouses of carbon, have not been addressed. Very few scientific studies on the carbon stored in these valuable natural vaults have been performed, and no data bank is available on their carbon sequestering capacity on global basis. The methodologies for assessing blue carbon stock also need further standardization so that credit from blue carbon reservoir is accepted by the International bodies in the form of a concrete policy. It is a matter of great appreciation that Conservation International (CI), the International Union for Conservation of Natural Resources (IUCN), and the Intergovernmental Oceanic Commission (IOC) of UNESCO is collaborating with governments, research institutions, non-governmental and international organizations, and communities around the world to develop management approaches, financial incentives and policy mechanisms for ensuring conservation and restoration of blue carbon ecosystems and implement projects around the world that demonstrate the feasibility of blue carbon accounting, management, and incentive agreements. The present book has critically presented the data bank for each community of blue carbon not merely in the form of text description, but also through case studies that are the outcomes of research projects and pilot programmes.

This book deals with the dynamics of local-level politics in China and India. China introduced new policies to restructure local politics in 1978. In place of communes, civil society organizations and cooperatives were introduced in villages. More changes came about with the introduction of the Organic Law of the Villagers' Committees of the People's Republic of China in 1998. The new local power structure includes state-sponsored institutions like Villagers Committees and the traditional civil society organizations (CSOs) and non-government organizations (NGOs). As in China, local politics in India undergoes considerable changes during the last few decades. Panchayati Raj Institutions (PRIs) were reformed in 1992 with a constitutional amendment act. CSOs and NGOs were allowed to function. Against this background, the present book is undertaken with the objectives first, to present two different models of local politics and second, to compare the two, finally to focus on the two different models of development. This book will interest scholars of rural governance, rural transformation, and the role of the grassroots CSOs and NGOs in shaping development program and growth in the two large countries in Asia.

This study focuses on the spread of print in colonial India towards the middle and end of the nineteenth century. Till the first half of the century, much of the print production in the subcontinent emanated from presidency cities such as Calcutta, Bombay and Madras, along with centres of missionary production such as Serampore. But with the growing socialization of print and the entry of local entrepreneurs into the field, print began to spread from the metropole to the provinces, from large cities to mofussil towns. This Element will look at this phenomenon in eastern India, and survey how printing spread from Calcutta to centres such as Hooghly-Chinsurah, Murshidabad, Burdwan, Rangpur etc. The study will particularly consider the rise of periodicals and newspapers in the mofussil, and asses their contribution to a nascent public sphere.
