Significant changes have taken place in the major areas of ASEAN economic co-operation. In trade, AFTA has replaced PTA; in industry, AICO replaces AIC and AIJV; while in agriculture an enhanced Food Security Reserve Scheme is being developed. At the same time, new areas of economic co-operation, notably in services and intellectual property, have been mandated. This book will enable the reader to monitor ASEAN's development with better insight and clearer understanding. It will also give policy-makers a clearer perspective of the issues relating to regional economic co-operation and help chart future directions.
This ASEAN Guiding Principles aims to provide the basis for developing trust and understanding of national frameworks and competency certification systems of all ASEAN Member States and to provide principles and protocols for developing processes for recognition of these systems. Synergy with the ASEAN Qualification Reference Framework (AQRF) was taken into consideration in the production of this ASEAN Guiding Principles as it is expected to complement the AQRF. The use of this ASEAN Guiding Principles in the future would be voluntary by ASEAN Member States that would be ready to do cross-referencing of their skills standards for certain occupations.
This programme differs from the previous in terms of having a more pronounced articulation of protecting the gains of ASEAN Community integration for the peoples and communities of ASEAN, and showcasing ASEAN's leadership and experience. It continues to put the premium on the contribution to and ownership of ASEAN Member States of the initiatives embodied in the new work programme; and the significance of engaging multiple sectors and stakeholders while maintaining ASEAN Centrality to ensure policy and programme coherence.
