The Physiology of Thirst and Sodium Appetite

The behavioral neuroscience of thirst and sodium appetite are research ventures that have expanded dramatically in recent years. Work done in the mid-1950s and early 1960s made it clear that drinking behavior could be affected by direct manipulations of the brain, especially by brain damage and by pharmacological treat ments. Since that. time experimental approaches have diversified and the research enterprise has attracted the interest of a broad international community of scientists. Many aspects of both thirst and sodium appetite are being studied. The most prominent of these are: 1) phylogenetic and ontogenetic aspects of the phenomena of drink ing behavior, 2) the mechanisms of a variety of dipsogenic and antidipsogenic treatments, both drugs and hormones, 3) the biological controls of drinking and their interaction with the regulation of blood volume and blood pressure, 4) the peripheral signals of drinking including the role of the baro- and volume-receptors, 5) the receptor systems within the brain and the neuroanatomical circuitry for thirst and sodium appetite, and 6) the possible roles of brain sodium and of the hormones of sodium conservation ln the arousal of sodium appetite. This acceleration of basic research activity has given in sights into the clinical disorders of thirst and salt appetite and has produced pharmacological agents of potential therapeutic use.

Chronic homelessness is a highly complex social problem of national importance. The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

One of the greatest advances in Geriatric Medicine during the last quarter of a century has been the increased realization of the possibilities of treatment for elderly patients. Neglect has been replaced by a more optimistic therapeutic endeavour and countless old people have benefitted from this approach. But there is also a drawback, and this is the risk of hazardous side effects of medication which are often directly proportional to the biological potency of the drug and may be unpredictably increased due to changes in the senile organism. In fact the anatomical and biological changes in old age alter both the kinetics of most drugs and the receptor response. On account of these changes the individual tolerance of aged patients to drug therapy may be quite different from that of younger subjects. Thus for a variety of reasons elderly patients receive more drugs, but they are at a higher risk of encountering adverse reactions, which often show atypical clinical features. We can therefore speak of "geriatric iatrogenic disorders" and point out that some of these side effects are determined by a complex pathogenesis due to the particular pathophysiological condition in the elderly. It is important to encourage the habit of individ ually evaluating potential risk versus expected advantages of drugs in keeping with the same principles adopted in the evaluation of cost/benefit ratio.

Despite the expenditure of over $607.2 billion yearly and the best professional efforts of over 3.1 million teachers (statistics from the Center for Educational Reform, 2011), and several recent major Department of Education Programs purported to solve all our educational shortfalls in short order, the American Educational System (AES) continues to fail virtually all American students with unsatisfactory educational outcomes that will last lifetimes and deeply impact our global presence. This inability to implement much needed change occurs because at its root the AES is a series of “givens” that have created a caste-like situation where students are unable to perform to their potential because of inflexible system constraints. This book proposes a new paradigm for the AES, based on existing capabilities aimed directly at the American ideal of life, liberty, and happiness (read that as preparation for opportunity and life) for every student. Interestingly, the resulting solutions can be achieved within the existing resources and capabilities. The author structured this book into three highly documented step-by-step discussions: 1) A review of the elements of today’s caste environment that require attention; 2) A discussion of the paradigm elements that are needed to change the AES culture and environment; and 3) A vision of how these changes would impact the entire AES as a system, not just as single focuses that always seem to miss the mark. Chapter by chapter, the text builds a case for establishing an AES that is so successful that it would be virtually invisible within the American Democracy we all seek to prosper in and enjoy.

During the last decade, national and international scientific organizations have become increasingly engaged in considering how to respond to the biosecurity implications of developments in the life sciences and in assessing trends in science and technology (S&T) relevant to biological and chemical weapons nonproliferation. The latest example is an international workshop, Trends in Science and Technology Relevant to the Biological Weapons Convention, held October 31 - November 3, 2010 at the Institute of Biophysics of the Chinese Academy of Sciences in Beijing. Life Sciences and Related Fields summarizes the workshop, plenary, and breakout discussion sessions held during this convention. Given the immense diversity of current research and development, the report is only able to provide an overview of the areas of science and technology the committee believes are potentially relevant to the future of the Biological and Toxic Weapons Convention (BWC), although there is an effort to identify areas that seemed particularly ripe for further exploration and analysis. The report offers findings and conclusions organized around three fundamental and frequently cited trends in S&T that affect the scope and operation of the convention: The rapid pace of change in the life sciences and related fields; The increasing diffusion of life sciences research capacity and its applications, both internationally and beyond traditional research institutions; and The extent to which additional scientific and technical disciplines beyond biology are increasingly involved in life sciences research. The report does not make recommendations about policy options to respond to the implications of the identified trends. The choice of such responses rests with the 164 States Parties to the Convention, who must take into account multiple factors beyond the project's focus on the state of the science.

In response to a Congressional mandate, the National Research Council conducted a review of the Small Business Innovation Research Program (SBIR) at the five federal agencies with SBIR programs with budgets in excess of $100 million (DOD, NIH, NASA, DOE, and NSF). The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. This report summarizes the presentations at a symposium exploring the effectiveness of Phase III of the SBIR program (the commercialization phase), during which innovations funded by Phase II awards move from the laboratory into the marketplace. No SBIR funds support Phase III; instead, to commercialize their products, small businesses are expected to garner additional funds from private investors, the capital markets, or from the agency that made the initial award.

This report describes the proposed methodology for the project, identifying how the following tasks will be carried out: 1) collecting and analyzing agency databases and studies; 2) surveying firms and agencies; 3) conducting case studies organized around a common template; and 4) reviewing and analyzing survey and case study results and program accomplishments. Given the heterogeneity of goals and procedures across the five agencies involved, a broad spectrum of evaluative approaches is recommended.

In response to a Congressional mandate, the National Research Council conducted a review of the Small Business Innovation Research Program (SBIR) at the five federal agencies with SBIR programs with budgets in excess of $100 million (DOD, NIH, NASA, DOE, and NSF). The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. The first in a series to be published in response to the Congressional request, this report summarizes the presentations at a symposium convened at the beginning of the project. The report provides a comprehensive overview of the SBIR program's operations at the five agencies responsible for 96 percent of the program's operations.

Various topological aspects of the dynamics of unimodal maps are studied in Chap ter 5. We analyze the distinctive features of the limiting behavior of trajectories of smooth maps. In particular, for some elasses of smooth maps, we establish theorems on the number of sinks and study the problem of existence of wandering intervals. In Chapter 6, for a broad elass of maps, we prove that almost all points (with respect to the Lebesgue measure) are attracted by the same sink. Our attention is mainly focused on the problem of existence of an invariant measure absolutely continuous with respect to the Lebesgue measure. We also study the problem of Lyapunov stability of dynamical systems and determine the measures of repelling and attracting invariant sets. The problem of stability of separate trajectories under perturbations of maps and the problem of structural stability of dynamical systems as a whole are discussed in Chap ter 7. In Chapter 8, we study one-parameter families of maps. We analyze bifurcations of periodic trajectories and properties of the set of bifurcation values of the parameter, in eluding universal properties such as Feigenbaum universality.

In the first round of this study, an ad hoc committee prepared a series of reports from 2004 to 2009 on the SBIR program at the five agencies responsible for 96 percent of the program's operations-including the National Science Foundation (NSF). Building on the outcomes from the first round, this second round presents the committee's second review of the NSF SBIR program's operations. Public-private partnerships like SBIR are particularly important since today's knowledge economy is driven in large part by the nation's capacity to innovate. One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs.

Significant changes have taken place in the policy landscape surrounding cannabis legalization, production, and use. During the past 20 years, 25 states and the District of Columbia have legalized cannabis and/or cannabidiol (a component of cannabis) for medical conditions or retail sales at the state level and 4 states have legalized both the medical and recreational use of cannabis. These landmark changes in policy have impacted cannabis use patterns and perceived levels of risk. However, despite this changing landscape, evidence regarding the short- and long-term health effects of cannabis use remains elusive. While a myriad of studies have examined cannabis use in all its various forms, often these research conclusions are not appropriately synthesized, translated for, or communicated to policy makers, health care providers, state health officials, or other stakeholders who have been charged with influencing and enacting policies, procedures, and laws related to cannabis use. Unlike other controlled substances such as alcohol or tobacco, no accepted standards for safe use or appropriate dose are available to help guide individuals as they make choices regarding the issues of if, when, where, and how to use cannabis safely and, in regard to therapeutic uses, effectively. Shifting public sentiment, conflicting and impeded scientific research, and legislative battles have fueled the debate about what, if any, harms or benefits can be attributed to the use of cannabis or its derivatives, and this lack of aggregated knowledge has broad public health implications. The Health Effects of Cannabis and Cannabinoids provides a comprehensive review of scientific evidence related to the health effects and potential therapeutic benefits of cannabis. This report provides a research agendaâ€"outlining gaps in current knowledge and opportunities for providing additional insight into these issuesâ€"that summarizes and prioritizes pressing research needs.

Spurred on by new discoveries and rapid technological advances, the capacity for life science research is expanding across the globe-and with it comes concerns about the unintended impacts of research on the physical and biological environment, human well-being, or the deliberate misuse of knowledge, tools, and techniques to cause harm. This report describes efforts to address dual use issues by developing institutes around the world that will help life sciences faculty learn to teach about the responsible conduct of science. Based on the successful National Academies Summer Institute for Undergraduate Biology Education and on previous NRC reports on effective methods for teaching about dual use issues, the report's authoring committee designed a general framework for the faculty institutes and chose the Middle East-North Africa (MENA) region to test a prototype faculty institute. In September 2012, the first Institute was held in Aqaba, Jordan, bringing together 28 participants from Algeria, Egypt, Jordan, Libya, and Yemen to engage with effective, evidence-based teaching methods, develop curricular materials for use in their own classrooms, and become community leaders on dual use and related topics. Developing Capacities for Teaching Responsible Science in the MENA Region: Refashioning Scientific Dialogue offers insights from the institute that will help in the design and implementation of future programs in the MENA region, and in other parts of the world.

A Workshop Summary

Chemical, Biological, Radiological, Nuclear, and high-yield Explosive (CBRNE) events have the potential to destabilize governments, create conditions that exacerbate violence or promote terrorism. This can trigger global repercussions. These events can quickly overwhelm the infrastructure and capability of the responders, especially in countries that do not have the specialized resources for response like those available in the United States. When a CBRNE incident occurs in a partner nation or other foreign country, the U.S. is often called upon to provide assistance. Interoperability - the ability to work together - among U.S. agencies, foreign governments, and responders involved in the effort is key to an efficient response. The effectiveness of the U.S. response and approach to CBRNE events in partner nations depends on the capability of the U.S. government to provide timely and appropriate assistance and the resilience of the partner nation to a CBRNE event. An All-of-Government Approach to Increase Resilience for International Chemical, Biological, Radiological, Nuclear, and Explosive (CBRNE) Events is the summary of a workshop convened in June 2013 by the National Institute of Standards and Technology and the National Research Council to discuss ways to strengthen the U.S. ability to prepare for and respond to CBRNE events that occur in U.S. partner nations. The workshop brought together diverse experts and stakeholders to identify capabilities that are necessary for responding to an international CBRNE event; discuss best practices and resources needed for improved interoperability of the U.S. and partner nation during response to a CBRNE event; and identify key questions that need to be addressed in follow up activities focused on improving U.S. CBRNE response in partner nations.

Breast cancer is probably the most frequent and fatal neoplasm in women of the western world, and it causes more fear, suffering and morbidity than any other disease in our times. It is also one of the most costly diseases not only in "lost earnings" but also in terms of physical and psychic energy spent and skills used for the many aspects of its care. Furthermore, the incidence of this tumor is slowly but steadily increasing while our means of treating it remain ineffec tive in distressingly many patients. Breast cancer thus represents an increasing threat to public health. The clinician responsible for the management of patients with this distressing disease has found himself, in recent years more than ever before, in a very awkward state of uncertainty. Many of his tradi tional views or practices have been questioned. The new concepts challenging his position are based on evidence at times so esoteric that, being often unable to comprehend it, he may subconsciously tend to distrust it. To his further dismay, clinicians and investigators of equal caliber and repute in this field disagree so widely and on so many important issues that he can no longer refer to an authoritative source for guidance; his horizons are therefore blurred and the stage is set for confusion. Much of what underlies the current controversy stems from our ignorance concerning the etiology of breast cancer and our inability to comprehend the many eccentricities of its clinical behavior.

The development of modern technologies has enlarged the scope of quality, to include aspects concerning the time varying performances of systems. The general property of a system, to conserve its performance in time, is known as reliability. The concept of reliability, developed on the basis of electronic technology, can be generalized to describe any system, be it technical, biological or even social. This work is concerned with technological systems, but many of its ideas can be applied successfully outside the purely technical field. A comprehensive treatment of the various models and methodologies employed in the reliability field is given. The mathematical, physical and engineering concepts related to reliability are presented from a unitary point of view. Moreover, the book provides the theoretical background for the methodologies of reliability assurance and assessment. A global model of system reliability is specified by classical estimation of its parameters from experimental data. The practical difficulties related to the amount of data needed for an accurate estimation is examined in detail.A major improvement on the accuracy of a model is provided by the application of Bayesian statistical theory, thereby making use of all the information available on the reliability of the system. The next section describes the relationship between reliability and stress. It introduces the models of reliability extrapolation and the theory of accelerated life tests. The global model is extended to systems that are subject to renewal and leads to specific reliability indices of system effectiveness. A comparison is given on structural models of system reliability together with the appropriate methods of analysis. The limitations and the areas of application of different models are clearly outlined.The book maintains a good balance between the theoretical and the practical point of view. It is sufficiently theoretical to cover most technical systems, but is not restricted to purely mathematical aspects. The interpretations and the applications of the models are presented in detail, enabling the practitioner to make direct use of many results.

Income Inequality in Korea explores the relationship between economic growth and social developments in Korea over the last three decades. Analyzing the forces behind the equalizing trends in the 1980s and early 1990s, and the deterioration evident in the post-crisis years, Chong-Bum An and Barry Bosworth investigate the macroeconomic conditions, gains in educational attainment, demographic changes and conditions in labor markets, and social welfare policies that have contributed to the evolution of income inequality over time. The authors also raise fundamental questions about whether the pre-crisis pattern of combining strong economic growth with improving equality can be restored, as well as how government policies might be designed to promote that objective.
