The civil rights of Indian citizens are guaranteed both in the Indian Constitution and through the State's international commitments. Despite these guarantees, the civil rights framework encounters numerous challenges from the State—problematic counter-terrorism laws, continuation of the death penalty, misuse of arrest and preventive detention powers, lack of implementation, and impunity. Through nine incisive essays on both traditional and emerging issues, this volume examines the prevailing imbalance between individual rights and State power. Many laws designed to protect the State do little more than protect State power at the expense of her citizens, directly flouting the Constitution, international law, and democratic principles. The authors critically analyse most of these laws, examining their justifications, background debates, and evolution, along with how they violate constitutional and international law. Taking into account relevant and contemporary comparative case law and developments in international law, this book makes a strong case for bold legal reforms and suggests various measures for improvement.

Noorani shows how British efforts to secure a defined boundary in the western sector began immediately after the creation of Jammu & Kashmir in 1846. Examining the role of the bureaucracy and diplomatic negotiations, the author presents a nuanced analysis of the treaties and conventions, as well as internal debates between British officials on conflicting policies. Breaking new ground, this book evaluates the relevance of the Indian Independence Act, 1947, and explains how the diplomatic history in the last hundred years shaped the boundary problem between India and China. What was a problem aggravated into a dispute that erupted in 1959. The central thesis is that history had direct relevance to the shaping of a sound policy. Globalisation was the buzzword of the 1990s; it promises to become even more important in the first decade of the new century. There is now a flood of literature on the economics, politics and sociology of globalization, and regular commentary in the serious daily and weekly press. Virtually all of this discussion makes assumptions, and frequently explicit claims, about the novelty of globalisation. According to one view, the globalisation is a new phenomenon that can be dated from the 1980s. A second view holds that globalisation has a long history that can be traced back to the nineteenth century, if not earlier. The importance of these themes scarcely needs elaborating. Yet they have still to attract significant attention from historians. This volume is the first by a team of historians to address these issues. Globalisation in World History has two distinctive features. First, it offers a categorisation of types and stages of globalisation that existed before the late twentieth century, No such taxonomy exists at present. Secondly, it emphasises a feature that the current debate greatly underestimates: the fact that globalisation has non-Western as well as Western origins. Globalisation is much more than the 'rise of the West' presented in new terminology. The contributors bring their expertise to bear on themes that give prominence to China, South Asia, Africa and the world of Islam as well as to Europe and the United States, and span the last three centuries while also showing an awareness of more distant antecedents. The result is a coherent and thought-provoking collection of essays. Globalisation will become a major theme of historical research during the next decade; this book will help to set the new agenda.

The impact of the COVID-19 pandemic on the dairy industry with reference to India

This study provides a quantitative assessment of the Indian dairy sector and aims to determine the underlying factors of the observed price movements. We analyse producer prices over time, differentiated by milk-producing ‘zones,’ and identify the underlying factors that might explain the observed discontinuities or interruptions in producer prices. The findings show no statistically significant change in wholesale milk prices immediately after the sudden lockdown was imposed in the five milk zones. However, retail prices increased in the East zone, while dairy product sales plummeted in all milk production zones. The study found disruption in milk marketing channels, logistics and transportation in the East milk zone, where the cooperative institutional structure is less widespread and active than in other zones. The East zone also has a thinly spread dairy infrastructure such as cold chains, exposing producers to market vagaries. The analysis confirms that the decision of the dairy cooperatives to continue to pay milk producers even when sales plummeted played a critical role in strengthening the resilience of India’s dairy sector during the COVID-19 pandemic. The findings show that building strong institutional infrastructure such as dairy cooperatives is necessary but insufficient for sustaining market resilience. Dairy processors need resources for assuming higher risks while relaxing certain regulations such as labour movements and enhancing access to essential inputs for maintaining production. It is crucial to provide government assistance for those who fail to use market channels for reasons beyond their control.
