Surprisingly little is known about the people responsible for advancing the science, technology, and application of computing systems, despite their critical roles in the U.S. economy. As a group, they can be referred to as "computing professionals." But that label masks an unusually wide range of occupations. Building from discussions at a workshop, this book explores the number, composition, demand, and supply of computing professionals in the United States. Report of a Workshop

In 1996, the National Science Foundation (NSF) released a report about ways to improve undergraduate science, mathematics, engineering, and technology (SME&T) education. One recommendation called for establishing a digital library, similar to those that are being constructed for many research communities, that would make available electronically a wide variety of materials for improving teaching and learning of SME&T. The NSF asked the National Research Council to examine the feasibility of and issues associated with establishing such a digital national library. In response, an NRC steering committee commissioned a series of papers and convened a workshop to consider these issues. This resulting book delineates the issues that should be considered and provides recommendations to resolve them prior to committing funds.

Summary of a Workshop for the Intelligence Community

Recent disclosures about the bulk collection of domestic phone call records and other signals intelligence programs have stimulated widespread debate about the implications of such practices for the civil liberties and privacy of Americans. In the wake of these disclosures, many have identified a need for the intelligence community to engage more deeply with outside privacy experts and stakeholders. At the request of the Office of the Director of National Intelligence, the National Academies of Sciences, Engineering, and Medicine convened a workshop to address the privacy implications of emerging technologies, public and individual preferences and attitudes toward privacy, and ethical approaches to data collection and use. This report summarizes discussions between experts from academia and the private sector and from the intelligence community on private sector best practices and privacy research results.

In the modern world, most gross product is created within Enterprise firms, project programs, state agencies, transnational corporations and their divisions, as well as various associations and compositions of the above entities. Enterprises, being, on the one hand, complex, and, on the other hand, widespread systems, are the subject matter of cybernetics, system theory, operations research, management sciences and many other fields of knowledge. However, the complexity of the system obstructs the development of mathematically rigorous foundations for Enterprise control. Moreover, methods of operations research and related sciences, which are widely used in practice, provide optimization of the constituents of an Enterprise, without modeling it as a whole system. But the optimization of parts does not lead to the optimality of the whole, and, also, the absence of top-down and holistic mathematical models of Enterprise contradicts the principle of holism and the system approach. The approach in this book looks first at Enterprise Systems and their essential aspects as complex sociotechnical systems composed of integrated sets of structural and process models (Chapters 1 and 2). A uniform description of all the heterogeneous fields of the modern Enterprise (marketing, sales, manufacturing, HR, finance, etc.) is then made, and the Enterprise Control Problem is posed as a top-down and holistic mathematical optimization problem (Chapter 3). Original models and methods of contract theory (Chapter 4), technology management (Chapter 5), human behavior and human capital (Chapter 6) and complex activity and resource planning (Chapter 7) are developed to solve the problem. Structural processes and mathematical models constitute an Optimal Enterprise Control Framework (Chapter 8) that provides a practical solution to the Enterprise Control Problem. A Community Workshop Report

As geological threats become more imminent, society must make a major commitment to increase the resilience of its communities, infrastructure, and citizens. Recent earthquakes in Japan, New Zealand, Haiti, and Chile provide stark reminders of the devastating impact major earthquakes have on the lives and economic stability of millions of people worldwide. The events in Haiti continue to show that poor planning and governance lead to long-term chaos, while nations like Chile demonstrate steady recovery due to modern earthquake planning and proper construction and mitigation activities. At the request of the National Science Foundation, the National Research Council hosted a two-day workshop to give members of the community an opportunity to identify "Grand Challenges" for earthquake engineering research that are needed to achieve an earthquake resilient society, as well as to describe networks of earthquake engineering experimental capabilities and cyberinfrastructure tools that could continue to address ongoing areas of concern. Grand Challenges in Earthquake Engineering Research: A Community Workshop Report explores the priorities and problems regions face in reducing consequent damage and spurring technological preparedness advances. Over the course of the Grand Challenges in Earthquake Engineering Research workshop, 13 grand challenge problems emerged and were summarized in terms of five overarching themes including: community resilience framework, decision making, simulation, mitigation, and design tools. Participants suggested 14 experimental facilities and cyberinfrastructure tools that would be needed to carry out testing, observations, and simulations, and to analyze the results. The report also reviews progressive steps that have been made in research and development, and considers what factors will accelerate transformative solutions.

The investigation and modelling of aviation accident causation is dominated by linear models. Aviation is, however, a complex system and as such suffers from being artificially manipulated into non-complex models and methods. This book addresses this issue by developing a new approach to investigating aviation accident causation through information networks. These networks centralise communication and the flow of information as key indicators of a system’s health and risk. This holistic approach focuses on the system environment, the activity that takes place within it, the strategies used to conduct this activity, the way in which the constituent parts of the system (both human and non-human) interact and the behaviour required. Each stage of this book identifies and expands upon the potential of the information network approach, maintaining firm focus on the overall health of a system. The book’s new model offers many potential developments and some key areas are studied in this research. Through the centralisation of barriers and information nodes the method can be applied to almost any situation. The application of Bayesian mathematics to historical data populations provides scope for studying error migration and barrier manipulation. Fratricide has been defined as firing on your own forces, when mistaking them for enemy forces, which results in injury or death. Rates of fratricide incidence have been steadily increasing and the complexity of the contemporary operating environment may lead to a continuation of this trend. Although the majority of research into fratricide has focused on the development of technological decision aids, recent explorations highlight the need to emphasise the social aspects within a socio-technical framework. This book presents and validates, via the use of case studies, a model of teamwork and decision-making factors that are associated with incidents of fratricide. In summary, it offers a review and evaluation of contemporary theoretical perspectives on teamwork and fratricide, as well as a range of accident analysis approaches. A novel theory of fratricide is then presented followed by a new methodology for assessing fratricide. Naturalistic case studies of teams are undertaken in the military domain. These studies illustrate the approach and offer early validation evidence. In closing, the book presents a series of principles designed to reduce the likelihood of fratricide in the future.
