This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. Urgent action is also needed to build resilience to a rapidly warming world that will pose significant risks to agriculture, water resources, coastal infrastructure, and human health.

Bangladesh’s vulnerability to the effects of climate change is well documented; the evidence on the direct relationship between climate change and health focusing on Bangladesh is less so. Global evidence suggests intensification of climate change will increase incidences and variations of infectious diseases. Climate Afflictions contributes to filling this important knowledge gap. It includes a systematic review of existing literature on the relationship between climate change and health, distinguishing between climate change and variability. It establishes the relationship between climate variability and infectious diseases and mental health using household-level data. It also documents changes in climate patterns in Bangladesh over the past 44 years using monthly meteorological data. Overall, the report finds a strong relationship between infectious diseases, mental health, and climate variability. Based on analyses of primary data, it concludes that the prevalence of vector-borne diseases is higher during the monsoon than dry seasons, while the opposite is true for waterborne illnesses. Meanwhile, rising humidity and mean temperature are positively associated with respiratory illnesses. In terms of mental health conditions, while temperature is negatively correlated to depression, anxiety among individuals is likely to increase with temperature and humidity. Irrespective of the season, morbidity and mental health issues are highest in densely populated urban hubs such as Dhaka and Chattogram compared to other areas. The mean temperature in Bangladesh has increased by 0.5°C between 1976 and 2019. Overall, summers are becoming hotter and longer, the monsoon season is extending, and winters are becoming warmer. Consequently, Bangladesh is on the path to losing its distinct seasonality. With global warming progressing faster than initially projected, stresses on human health may be elevated to an extent that can overburden the systems to a point at which adaptation will no longer be possible. Countries susceptible to climate change, like Bangladesh, need to be better prepared.

The authors of a recent textbook on the Economics of Development (P. A. Yotopoulos and J . B. Nugent, 1976) chose as the title of their first chapter 'The Record of Economic Development and Disillusionment with Development Economics'. It is striking that dissatisfaction with this young branch of the tree of economics has become so strong that a textbook treatment of the subject matter takes Disillusionment as its point of departure. True, the Disillusion ment chapter is followed by many other chapters - there is, after all, some thing to be said on development economics that is worth saying - but the wording has changed, and frequently the focus as well, in comparison to the development economics of the 1950s and 'sixties. Dissatisfaction and disillusionment may be interpreted optimistically as an inevitable stage in the coming-of-age process of development economics. Others may say that the search for a new paradigm is the core of the problem. At any rate, there is no room for complacency. It cannot be denied that at least part of the 'early' development theory came into being as a justification ex post of policy measures that, for a variety of reasons, were judged desirable or essen tial.

Long before the "germ theory" of disease was described, late in the nineteenth century, humans knew that climatic conditions influence the appearance and spread of epidemic diseases. Ancient notions about the effects of weather and climate on disease remain embedded in our collective consciousness-through expressions such as "cold" for rhinovirus infections; "malaria," derived from the Latin for "bad air;" and the common complaint of feeling "under the weather." Today, evidence is mounting that earth's climate is changing at a faster rate than previously appreciated, leading researchers to view the longstanding relationships between climate and disease with new urgency and from a global perspective. On December 4 and 5, 2007, the Forum on Microbial Threats hosted a public workshop in Washington, DC to consider the possible infectious disease impacts of global climate change and extreme weather events on human, animal, and plant health, as well as their expected implications for global and national security.

The global scientific and policy community now unequivocally accepts that human activities cause global climate change. Although information on climate change is readily available, the nation still seems unprepared or unwilling to respond effectively to climate change, due partly to a general lack of public understanding of climate change issues and opportunities for effective responses. The reality of global climate change lends increasing urgency to the need for effective education on earth system science, as well as on the human and behavioral dimensions of climate change, from broad societal action to smart energy choices at the household level. The public's limited understanding of climate change is partly the result of four critical challenges that have slowed development and delivery of effective climate change education. As one response to these challenges, Congress, in its 2009 and 2010 appropriation process, requested that the National Science Foundation (NSF) create a program in climate change education to provide funding to external grantees to improve climate change education in the United States. To support and strengthen these education initiatives, the Board on Science Education of the National Research Council (NRC) created the Climate Change Education Roundtable. The Roundtable convened two workshops. Climate Change Education Goals, Audiences, and Strategies is a summary of the discussions and presentations from the first workshop, held October 21 and 22, 2010. This report focuses on two primary topics: public understanding and decision maker support. It should be viewed as an initial step in examining the research on climate change and applying it in specific policy circumstances.
