As the Democratic congressman from Colorado's Fourth District from 1949 to 1973, Wayne Aspinall was an advocate of natural resource development in general and reclamation projects in particular. A political loner, considered crusty and abrasive, he carved a national reputation by helping secure the passage of key water legislation—in the process clashing with colleagues and environmentalists alike. Fiercely protective of western Colorado's water supply, Aspinall sought to secure prosperity for his district by protecting its share of Colorado River water through federal reclamation projects, and he made this goal the centerpiece of his congressional career. He became chair of the House Interior Committee in 1959 and ruled it with an iron fist for more than a dozen years—a role that placed him in a key position to shape the nation's natural resource legislation at a time when the growing environmental movement was calling for a sharp change in policy. This full-length study of Aspinall's importance to reclamation in the West clarifies his role in influencing western water policy. By focusing on Aspinall's congressional career, Stephen Sturgeon provides a detailed account of the political machinations and personal foibles that shaped Aspinall's efforts to implement water reclamation legislation in support of Colorado's Western Slope, along the way shedding new light on familiar water controversies. Sturgeon meticulously traces the influences on Aspinall's thinking and the arc of his career, examining the congressman's involvement in the Colorado River Storage Project bill and his clash with conservationists over the proposed Echo Park Dam; recounting the fight over the Frying Pan-Arkansas Project and his decision to support diverting water out of his own district; and exploring the battles over the Central Arizona Project, in which Aspinall fought not only environmentalists but also other members of Congress. Proponents of each of these three approaches have tended to downplay, ignore, or actively criticize the others. But why should the three approaches be at odds? Religion as it is practiced involves experiences, meanings, and power, so students of religion should attend to all three. Furthermore, theorists of religion should have an account that carefully conceptualizes all three aspects, without regarding any of them as more basic than the others. Visions of Religion provides just such an account. Stephen S. Bush examines influential proponents of the three visions, arguing that each approach offers substantial and lasting contributions to the study of religion, although each requires revision. Bush rehabilitates the concepts of experience and meaning, two categories that are much maligned these days. In doing so, he shows the extent to which these categories are implicated in matters of social power. As for power, the book argues that the analysis of power requires attention to meaning and experience. Visions of Religion accomplishes all this by articulating a social practical theory of religion that can account for all three aspects, even as it incorporates them into a single theoretical framework.

From the first, America has considered itself a “shining city on a hill”—uniquely lighting the right way for the world. But it is hard to reconcile this picture, the very image of American exceptionalism, with what America’s Use of Terror shows us: that the United States has frequently resorted to acts of terror to solve its most challenging problems. Any “war on terror,” Stephen Huggins suggests, will fail unless we take a long, hard look at ourselves—and it is this discerning, informed perspective that his book provides. Terrorism, as Huggins defines it, is an act of violence against noncombatants intended to change their political will or support. The United States government adds a qualifier to this definition: only if the instigator is a “subnational group.” On the contrary, Huggins tells us, terrorism is indeed used by the state—a politically organized body of people occupying a definite territory—in this case, the government of the United States, as well as by such predecessors as the Continental Congress and early European colonists in America. In this light, America’s Use of Terror re-examines key historical moments and processes, many of them events praised in American history but actually acts of terror directed at noncombatants. The targeting of women and children in Native American villages, for instance, was a use of terror, as were the means used to sustain slavery and then to further subjugate freed slaves under Jim Crow laws and practices. The placing of Philippine peasants in concentration camps during the Philippine-American War; the firebombing of families in Dresden and Tokyo; the dropping of atomic bombs on Hiroshima and Nagasaki—all are last resort measures to conclude wars, and these too are among the instances of American terrorism that Huggins explores. Terrorism, in short, is not only terrorism when they do it to us, as many Americans like to think. And only when we recognize this, and thus the dissonance between the ideal and the real America, will we be able to truly understand and confront modern terrorism.

Most wars have had some element of espionage and subterfuge, but few have included as much as the Second World War, where the all-embracing nature of the conflict, new technology, and the battle of ideologies conspired to make almost everywhere a war zone. The occupation of much of Europe in particular left huge areas that could be exploited. Partisans, spies and saboteurs risked everything in a limbo where the normal rules of war were usually suspended. Concealment of oneself, one's weapons and equipment, was vital, and so were the new methods and hardware which were constantly evolving in a bid to stay ahead of the Gestapo and security services. Silent killing, disguise, covert communications and the arts of guerrilla warfare were all advanced as the war progressed. With the embodiment and expansion of organisations such as the British SOE and the American OSS, and the supply of special forces units which operated behind enemy lines, clandestine warfare became a permanent part of the modern military and political scene. Perhaps surprisingly many of these hitherto secret techniques and pieces of equipment were put into print at the time and many examples are now becoming available. This manual brings together a selection of these dark arts and extraordinary objects and techniques in their original form, under one cover to build up an authentic picture of the Allied spy.
