Divided We Stand is a study of how class and race have intersected in American society--above all, in the "making" and remaking of the American working class in the nineteenth and twentieth centuries. Focusing mainly on longshoremen in the ports of New York, New Orleans, and Los Angeles, and on steelworkers in many of the nation's steel towns, it examines how European immigrants became American and "white" in the crucible of the industrial workplace and the ethnic and working-class neighborhood. As workers organized on the job, especially during the overlapping CIO and civil rights eras in the middle third of the twentieth century, trade unions became a vital arena in which "old" and "new" immigrants and black migrants forged new alliances and identities and tested the limits not only of class solidarity but of American democracy. The most volatile force in this regard was the civil rights movement. As it crested in the 1950s and '60s, "the Movement" confronted unions anew with the question, "Which side are you on?" This book demonstrates the complex ways in which labor organizations answered that question and the complex relationships between union leaders and diverse rank-and-file constituencies in addressing it. Divided We Stand includes vivid examples of white working-class "agency" in the construction of racially discriminatory employment structures. But Nelson is less concerned with racism as such than with the concrete historical circumstances in which racialized class identities emerged and developed. This leads him to a detailed and often fascinating consideration of white, working-class ethnicity but also to a careful analysis of black workers--their conditions of work, their aspirations and identities, their struggles for equality. Making its case with passion and clarity, Divided We Stand will be a compelling and controversial book.

Bruce Lenman's hugely ambitious study explores three interacting themes: the growth of England's sprawling colonial empire; its military dimension; and the impact of colonial warfare on national identity. He starts in Ireland, with the renewed assault of English settlers on the Irish Gaeltacht. Under the (Scottish) Stuarts, England then began a dramatic expansion across the North Atlantic. In America, the 'Indian Wars', fought with minimal Crown support, helped forge an independent military capability among the colonists; while, in the West Indies, slave numbers and French intervention forced English settlers into a new dependency on the Crown. In India, the East India Company achieved ascendancy by sepoy armies under British control. These were very different kinds of empire; and a showdown became inevitable. The climactic conflict, the American Revolution, would not only dictate the future shape of colonial expansion, but also decisively reshaped the identities of all the participants.
As scientific analysis of testable hypotheses has replaced the speculative approach to study of bone disease in recent and fossil amphibians and reptiles, the field has advanced from simply reporting observations to analyzing their implications. This process is predicated upon a reproducible data base which explains/diagnoses the nature of bony alterations and a secure review of the literature. Thereby hangs the rub. The herpetological literature are difficult to access (let alone read) and are scattered through many prominent and eclectic journals and in the lay literature. While older diagnoses often have not stood the test of time, the clarity of report descriptions usually allows confident identification of the underlying pathology.
At every level of government, environmental regulation is under siege. In Washington, it has been attacked first through the "New Federalism" and now through the "Contract with America." Outside the capital, environmental regulation is the subject of controversy as state and local officials struggle with new responsibilities, threats of industry exit, and challenges from grassroots groups. This book addresses the conundrum of regulation by tracing its source to the competing characterizations of regulatory legitimacy that have accompanied the growth of the American state. Bruce Williams and Albert Matheny identify three distinct languages--managerial, pluralist, and communitarian--used to articulate competing visions of regulation. They argue that each language posits a different understanding of the public interest and therefore a different relationship between the state, the market, and the public. Because all three languages are invoked in regulatory debates, disputants talk past one another, leaving fundamental issues of legitimacy and democracy unresolved or masked by unexamined assumptions. The authors propose a dialogic model for analyzing regulatory policymaking, drawing on postmodernist theory that claims that establishing single languages for understanding the world inevitably distorts communication. They then apply their analysis to case studies of actual environmental disputes over hazardous waste regulation in the 1980s and 1990s in New Jersey, Ohio, and Florida.
Every editor of the Policy Studies Review Annual brings a unique perspective to bear in selecting articles to be included. This perspective reflects varying methodological and disciplinary judgments, varying judgments on what the field of policy studies or policy analysis is and where it should be going, and varying judgments regarding the quality of articles which are or claim to be in the field. Because it is the objective to assemble a set of essays which are both interesting and topical, there will be varying perspectives on these matters as well. The volume clearly reflects the editors perspectives. They are explicit about these judgments and perspectives, and then let the content of the volume speak for itself. First, we are both economists. As a result, the general topics selected and the articles chosen under each topic tend to emphasize economics more than the other disciplines involved in the field of policy studies—sociology, psychology, political science, law, and so on. This emphasis is clearly seen by comparing the contents of volume I (edited by Stuart Nagel, a political scientist) and volume II (edited by Howard Freeman, a sociologist) with that of this volume. Second, the editors have a particular view of what policy studies or policy analysis is. That view has several aspects. In the first place, they feel that the field of policy studies or policy analysis must define itself, and this definition will develop as researchers do just what the title of the field says—study or analyze policies. A corollary of this view is that we place a low weight on papers which discuss the policy process or reforms in policy-making, relative to papers which analyze a policy, a policy proposal, or a problem which leads to calls for policy action.
